SEPA Project Summary
Identification of Subpart Da
Sources and EPA Regional/
State Agency Contacts for the
Implementation of Appendix F,
Procedure 1
James W. Peeler
The full report identifies the status
of electric utility steam generating
units and associated contact infor-
mation in keeping with Appendix F,
Procedure 1, "Quality Assurance
Requirements" for Gaseous Continu-
ous Emission Monitoring Systems
Used for Compliance," of 40 CFR 60.
This Project Summary was
developed by EPA's Environmental
Monitoring Systems Laboratory,
Research Triangle Park, NC, to an-
nounce key findings of the research
project that is fully documented in a
separate report of the same title (see
Project Report ordering information at
back).
Introduction
Appendix F, Procedure 1 of 40 CFR
60 requires that sources subject to
Standards of Performance for New
Stationary Sources, Subpart Da conduct
certain quality assurance activities and
submit a Data Assessment Report (DAR)
on a quarterly basis to the applicable
control agency. The subject project
report presents a list of all electric utility
steam generating units that are believed
to be subject to Subpart Da. The list
indicates whether each unit is currently
operating, under construction, or
planned, provides source contact infor-
mation, and identifies the state agency
contacts who are believed to be
responsible for review of the DARs A list
of EPA Regional Office contacts is also
provided.
Results
Information developed from the Sub-
part Da source list is concisely sum-
marized in Figure 1, "Distribution of Da
Sources." The list of specific Da sources
is presented as Table 1 of the full report
and is arranged by EPA region and state.
The list identifies the company, station,
and generating unit and indicates the
status of each unit.
Based upon the information available
at the time this report was prepared,
there are 36 operating electric utility
steam generating units located at 30
generating stations owned by 29 different
companies subject to Subpart Da These
facilities are located in 17 states rep-
resenting 7 EPA Regional Offices. The
results show that 18 additional units are
currently under construction. If all of
these units are completed, there will be
54 generating units at 40 generating
stations owned by 36 companies subject
to Subpart Da. The information on
planned units is less reliable. Some of
the planned units are not scheduled to
begin operation until the year 2000 or
later.
A list of state contacts who are
believed to be responsible for DAR
review is presented in Table 2 (in the full
report) for those states where a Da
source is operational, under construction,
or planned. Table 2 also indicates which
-------
states have delegation of authority for
Subpart Da.
A list of the principal contact in each
EPA Regional Office for information
regarding the implementation of Ap-
pendix F, Procedure 1 at Subpart Da
sources is provided in Table 3 in the full
report.
