      The following is an abstract of a longer document, presenting
Reasonably Available Control Technology (RACT) for the storage of petroleum
liquids in fixed roof tanks.  In order to limit the size of the Guideline
Series the actual RACT documents have not been incorporated, but rather,
sent out under separate cover to those agencies receiving the Guideline
Series.  Agencies and individuals may request a copy of this document by
providing the title and OAQPS identification number to the appropriate Regional
Office Librarian.

    Summary:

      This document describes available control techniques for the storage
of petroleum liquids (True Vapor Pressure > 10.5 kPa) in certain existing
fixed roof storage tanks with capacity greater than 150,000 liters.  RACT
for these storage tanks  is defined in the document as the installation of
an internal  floating roof on fixed roof tanks storing liquids with TVP greater
than 10.5 kPa, or equivalent control  technology.   Cost effectiveness is
graphically presented as a function of turnovers per year, TVP, and tank size.
