The National Priorities List (NPL) identifies the targets
for long-term action under the "Superfund" law, the
Comprehensive Environmental Response,
Compensation, and Liability Act of 1980 (CERCLA). The
law sets up a trust fund (expected to total $1.6 billion over
the 5-year life of the Act) to help pay for cleaning up
abandoned or uncontrolled hazardous waste sites that
threaten public health, welfare, or the environment The
U.S. Environmental Protection Agency (EPA) has the
primary responsibility for managing cleanup activities under
Superfund.
To date, EPA has inventoried almost 19,000 uncontrolled
hazardous waste sites. Some require emergency action
because they represent an immediate threat. EPA cleans
up such sites promptly through its removal program To be
eligible for a long-term "remedial action" under Superfund,
however, a site must be listed on the NPL. As of October
1984, 538 sites have met the criteria for inclusion in the
NPL Another 248 sites have been proposed for addition to
the NPL. These totals result from the following notices
published in the Federal Register.

Disposition of Sites
on Proposed
NPL Update #1
(September 1983)
Current NPL (September 1984)
EPA published the first official NPL of hazardous waste
sites in September 1983. It was the result of EPA's
consideration of comments received during the 60-day
public comment period on the 419 sites proposed in
December 1982 and March 1983 Of the 419, 7 were not
promulgated in the September 1983 NPL because their
scores on EPA's Hazard Ranking System (MRS) were
below the cut-off for listing, another 7 sites were held
over in proposed status because EPA needed more time
to analyze the technical comments and resolve other
issues; 1 was split into 2 sites. The September 1983 NPL
thus consisted of 406 sites
In September 1983, EPA also proposed I33 new sites for
listing (Proposed NPL Update #1). Four of the proposed
update sites were added to the NPL in a separate action in
May 1984 because EPA recognized that a serious problem
exists at the sites that required taking immediate remedial
action. The sites, which involve the drinking water supplies
for 500,000 people, are the San Gabriel Valley, Areas 1-4,
in Los Angeles County, California This action raised the
NPL to 410 sites
After completing its evaluation of most sites on
Proposed NPL Update #1, as well as the 7 in the
contmuing-to-be-proposed status, EPA added 128 sites to
the NPL in September 1984 — 123 of the Proposed
Update #1 sites and 5 of the contmumg-to-be proposed
sites The details of this action are discussed below This
brought the total sites on the NPL to 538.
EPA received 128 comments on Proposed Update #1, of
which 112 pertained to 50 sites; the remainder involved
sites that were not proposed, or generic or technical
issues that did not pertain to specific sites
Of the 133 sites proposed in Update #1, the four San
Gabriel sites were added to the final NPL earlier, 2 sites
were dropped, and 4 continued to be proposed EPA thus
added 123 Update #1 sites to the NPL in September
1984.
Two sites were not listed because of changes in HRS
scores resulting from EPA's review of public comments
and other information A total of 14 scores changed, but in
only 2 cases did the final scores drop below the cut-off
point. The two sites are
• Old Brine Sludge Landfill, Delaware City, Delaware The
ground water contaminated by the site is not used as a
source of drinking water New information indicated that
the contaminated ground water is not connected to deep
ground water (which is a source of drinking water), as
originally reported

That Continued
To Be Proposed in
September 1983
• Rosch Property, Roy, Washington EPA determined that
drums on the site are not leaking, as originally reported. In
addition, a reduction in the estimate of hazardous wastes
present lowered the score.
Four sites continue to be proposed:
• Olin Corp (Areas 1, 2 & 4), Augusta, Georgia. EPA
determined that certain sections of the appropriate scoring
documents for the site were not in the public docket and
so were not available during the comment period EPA
provided an additional 60-day comment period for this site
following the September 21, 1984, promulgation of Update
#1 in the Federal Register
• Quail Run Mobile Manor, Gray Summit, Missouri. This
site does not meet the current criteria for placing a site on
the NPL These criteria are specified in the National
Contingency Plan (NCP), the Federal regulation by which
CERCLA is implemented. EPA is considering modifying the
NCP in such a way that Quail Run and similar sites will
qualify for the NPL on the basis of additional criteria
These additional criteria for listing are explained in the
Preamble to Proposed Update #1 (48 Federal Register
40675, September 8, 1983).
• Sand Springs Petrochemical Complex, Sand Springs,
Oklahoma. EPA determined that certain sections of the
appropriate scoring documents for the site were not in the
public docket and so were not available during the
comment period. EPA provided an additional 60-day
comment period for this site following the September 21,
1984, promulgation of Update #1 in the Federal Register
• Pig Road, New Waverly, Texas EPA determined that
further sampling and analysis are necessary to verify the
site's score.
EPA completed its analysis of technical comments and
resolved technical issues for the seven sites proposed in
December 1982 and continued to be proposed in the
September 1983 rulemakmg. The following two sites were
dropped from consideration:
• Kingman Airport Industrial Area, Kmgman, Arizona. EPA
determined that the elevated levels of hexavalent
chromium occur naturally in ground water in the area and
are probably not related to any industrial or other human
activity. EPA has decided not to include sites in the NPL if
the contamination is determined to occur naturally.
• Littlefield Township Dump, Oden, Michigan. EPA found
that an error had been made in the population affected by
the site. The correct population figure drops the MRS score
to below the cut-off point.

Based on the completion of additional analysis, EPA
added these five sites to the NPL
• Airco, Calvert, Kentucky
• Bayou Sorrel, Bayou Sorrel, Louisiana
• Clare Water Supply, Clare, Michigan
• Electrovoice, Buchanan, Michigan
• Whitehall Municipal Wells, Whitehall, Michigan
Description of List Each entry on the list contains the name of the site, the
State and city or county in which it is located, and the
corresponding EPA Region The entries are arranged
according to their scores on the HRS. MRS scores are
designed to take into account a standard set of factors
related to risks from potential or actual migration of
substances through ground water, surface water, and air
Listing by rank serves both as an information and
management tool, allowing EPA and the States to decide
which sites warrant detailed investigation to determine
what, if any, response is needed.
The 538 sites on the NPL are in 11 groups, 50 to a group
(except for the last group of 38). The scores on the NPL
(except for some sites designated by States as their top
priority) range from 75.60 to 28 62. An HRS score of 28.50
was selected as the cut-off point for the first proposed
NPL to identify at least 400 sites, the minimum specified
by CERCLA The range within most of the groups of 50 is
only 2 to 4 points. For convenience, the sites are
numbered. However, EPA considers sites within a group
to represent approximately the same threat to public
health, welfare, or the environment.
CERCLA allows a State or Territory to designate a
top-priority site; 36 did so These sites must be listed in
the first 100, regardless of score Of the 36 top priority
sites, 9 are included in the first 100 on the basis of their
scores. The remaining 27 have scores that would not place
them in the top 100. They are included at the bottom of
the second group of 50. Of the 27, 8 have scores below
28.50.
Each entry on the NPL is also accompanied by one or
more notations referencing the status of response and
cleanup activities at the site at the time the list was
prepared (September 21, 1984). In the past, EPA
categorized NPL sites based on the type of response at
each site (fund-financed, enforcement, and/or voluntary
action) EPA is now expanding the prior categorization
system in two ways First, Federal enforcement actions
are separated from State enforcement actions Second,
the status of site cleanup activities is designated by three

new cleanup status codes The codes identify sites where
significant cleanup activities are underway or completed
Five response categories are used to designate the type of
response underway. One or more categories may apply to
each site. The five are-
V The Voluntary or Negotiated Response category
includes sites where private parties have started or
completed response actions pursuant to settlement
agreements or consent decrees to which EPA or the
State is a party
R The Federal and/or State Response category includes
sites at which EPA or State agencies have started or
completed response actions
F The Federal Enforcement category includes sites
where the United States has filed a civil complaint
(including cost recovery actions) or issued an
administrative order It also includes sites at which a
Federal court has mandated some form of response
action following a judicial proceeding.
S The State Enforcement category includes sites where
a State has filed a civil complaint or issued an
administrative order It also includes sites at which a
State court has mandated some form of response
action following a judicial proceeding
D Category To Be Determined The category includes all
sites not listed in any other category A wide range of
activities may be in progress at sites in this category
EPA or a State may be evaluating the type of response
action to undertake, or an enforcement case may be
under consideration Responsible parties may be
undertaking cleanup actions that are not covered by a
consent decree or an administrative order.
EPA has decided to indicate for informational purposes
the status of fund- financed field activities underway or
completed, as well as the status where responsible parties
are conducting cleanup activities under a consent decree,
court order, or an administrative order Remedial planning
or engineering studies do not receive a cleanup status
code.
Many sites are cleaned up in stages or "operable
units"—that is, a discrete action taken as part of the entire
site cleanup that significantly decreases or eliminates
contamination, threat of contamination, or pathway of
exposure One or more operable units may be necessary
before EPA will consider the cleanup of a hazardous waste
site completed A simple action such as constructing a
fence is not considered an operable unit for coding
purposes

Current NPL
Three cleanup status codes are used (Only one code can
be used at a site because the codes are mutually
exclusive). The three codes are:
I Implementation activities are underway for one or more
operable units. Field work is in progress at the site, but
no operable units are completed.
O Implementation activities for one or more (but not all)
operable units are completed Some field work has
been completed, but additional work is necessary.
C Implementation activities for all operable units are
completed All actions agreed upon for remedial action
at the site have been completed, and work has started
to monitor the effectiveness of the cleanup Further
site activities could occur if EPA considers them
necessary
Of the 50 States, the District of Columbia, and 6
territories, 6 have no sites on the current NPL They are
Alaska, the District of Columbia, Hawaii, Nebraska,
Nevada, and the Virgin Islands New Jersey has the largest
number of sites (85), followed by Michigan (47),
Pennsylvania (39), and Florida and New York (29 each)

Proposed Update #2 (October 1984)
Proposed Update #2 consists of 244 sites—208
non-Federal and 36 Federal facilities.
:ederal Facility Sites This is the first time that EPA is proposing Federally
owned sites. CERCLA Section 111(e)(3) prohibits use of
the trust fund for remedial actions at Federally owned
facilities In the past, EPA listed sites where the Federal
government was involved in the following ways
• The Federal government had formerly owned the land
• The Federal government may have contributed to the
problem
EPA did not list any sites where:
• The contamination resulted solely from a Federal facility,
regardless of whether contamination remained on-site or
had migrated off-site
• The source of contamination resulted from a
combination of Federal and non-Federal facilities
• The source had not been conclusively established as
coming from a Federal facility
EPA intends to continue its original policy regarding these
sites However, EPA now believes that it is appropriate to
list Federal facility sites separately on the NPL when such
facilities meet the criteria for inclusion This approach has
been endorsed by comments received from the public
Federal facility sites are listed when the MRS scores are
equal to or above 28.50 so as to focus public attention and
appropriate resources on the most serious sites, even
though they are not eligible for fund-financed remedial
action.
For Proposed Update #2, Federal sites are presented in a
separate NPL section It contains only the sites where the
problem appears to result solely from a Federal facility,
regardless of whether contamination remains on-site or
has migrated off-site.
EPA is preparing a proposed amendment to the National
Contingency Plan (the Federal regulation under which
CERCLA is implemented) to allow promulgation of these
Federal facility sites on the NPL For Proposed Update #2,
EPA scored those Federal facilities identified by Federal
agencies and the States as NPL candidates where
sufficient information existed to apply the HRS. However,
EPA does not intend to promulgate any of the Federal
sites on Proposed Update #2 until the proposed
amendment to the National Contingency Plan is final. In
the meantime, EPA is continuing to work with Federal
agencies to investigate potential problems and implement
corrective measures at Federal sites

The 244 sites in Update #2 are presented in two section:
— non-Federal and Federal — followed by the four sites
that continue to be proposed from Update #1 Each entry
contains the name of the site, the State and city or county
in which it is located, and the corresponding EPA Region.
Each section is arranged in groups according to MRS
scores. On the NPL of September 1984, the sites are
arranged in groups of 50. The sites in each of the two
sections of Proposed Update #2 are arranged in groups
corresponding to the scores of groups of 50 sites on the
September 1984 NPL.
Essentially the same response categories are assigned foi
Federal facility sites as for non-Federal sites. A Federal
agency response is indicated by the (R) category. When
the (R) category does not apply, other Federal agency
activities at that site, such as evaluating the appropriate
response to undertake, are indicated by the (D) category.
Cleanup codes are assigned to Federal facility sites in the
same manner as they are to non-Federal sites
Distribution of Sites — Of the States and Territories, 17 have no sites on
Proposed Update #2 Proposed Update #2 They are Alaska, American Samoa,
Commonwealth of Marianas, Connecticut, the District of
Columbia, Guam, Idaho, Nevada, New Mexico, North
Dakota, Puerto Rico, South Carolina, South Dakota, Trust
Territories, Vermont, the Virgin Islands, and Wyoming. The
State with the most sites on Proposed Update #2 is
California, with 41 sites. Of these, 19 are in the South Bay
Area of San Francisco and appear to share a common
ground water problem. Other States proposing a large
number of sites are New York (29), Texas (15), Michigan
(12), and Illinois and Minnesota (11 each)

Current and Proposed Sites
A total of 786 sites appear on the list by State: 538 on the
NPL, 244 on Update #2, and 4 that continue to be
proposed from Update #1.
After a period of public comment and revisions, the
proposed sites that continue to score above the cut-off
point will be merged into the current NPL. Alaska,
the District of Columbia, Nevada, and the Virgin
Islands have no sites on or proposed for the NPL. When
NPL and proposed sites are combined, New Jersey has
the largest number with 95, followed by California (60),
Michigan (59), and New York (58) By EPA Region,
Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio,
and Wisconsin) leads with 187 sites.
A wide range of activities were involved in 1he operations
at sites on or proposed for the NPL Landfillmg was the
major type of activity, taking place at about 42 percent of
all sites. Other major activities were surface
impoundments (34 percent) and drums (24 percent).
Most of the sites have problems involving ground water.
At 74 percent, hazardous materials were detected in
ground water About 46 percent of the sites had problems
with surface water, and 17 percent with air
A variety of pollutants, primarily heavy metals and organic
solvents, were detected in ground water, surface water,
air, and the environment at sites on and proposed for the
NPL.
