       Attached, please find the document entitled, Source Reduction Program Potential
Manual: A Planning Packet. This packet contains information to help managers plan for a source
reduction program, along with companion software to use as a planning tool.  Managers can use
these tools to estimate the amount of waste that can be reduced if a source reduction program is
implemented for certain portions of the waste stream.

       Using data on the national MSW stream, the Source Reduction Program Potential
Manual estimate the program potential for MA source-reduction options: three residential
(grasscycling, home composting, and clothing reuse) and three cossiawrcsal and industrial (office
paper reduction, converting to multiuse pallets, and paper towel redaction). The manual shows
how to use these options to help estimate local program potential by applying local waste
composition data, or using default national data.

       We appreciate your support and cooperation in developing this document.  As new
information is developed, EPA wants to receive any comments concerning source reduction, so
