The Chesapeake Bay Program:
An Overview

The Chesapeake Bay Program is the unique regional partnership which has been directing and conducting the restoration
of the Chesapeake Bay since the signing of the historic 7983 Chesapeake Bay Agreement. The Chesapeake Bay Program
partners include the states of Maryland, Pennsylvania, and Virginia; the District of Columbia; the Chesapeake Bay
Commission, a tri-state legislative body; the Environmental Protection Agency, representing the federal government; and
participating advisory groups.
As the largest estuary in the United States and one of the most productive in the world, the Chesapeake was this nation's
first estuary targeted for restoration and protection. In the late 1970's scientific and estuarine research on the Bay pinpointed
three areas requiring immediate attention: nutrient over-enrichment; dwindling underwater Bay grasses; and toxic pollution.
Once the initial research was completed, the Chesapeake Bay Program evolved as the means to restore this exceptionally
valuable resource.
Since its inception in 1983, the Chesapeake Bay Program's highest priority has been the restoration of the Bay's living
resources-its finfish, shellfish, Bay grasses, and other aquatic life and wildlife. Improvements include fisheries and habitat
restoration, recovery of Bay grasses, nutrient and toxic reductions, and significant advances in estuarine science.
Examples of specific actions initiated by the Chesapeake Bay Program include a watershed-wide phosphate detergent ban,
the introduction of agricultural best management practices, Biological Nutrient Removal at wastewater plants, and a public
education campaign emphasizing the role each of the watershed's 15 million residents play in the restoration.
Considered a national and international model for estuarine research and restoration programs, the Chesapeake Bay Program
is a partnership led by the Chesapeake Executive Council. The members of the Executive Council are the governors of
Maryland, Virginia and Pennsylvania; the mayor of the District of Columbia; the administrator of the U.S. Environmental
Protection Agency, representing the Federal government; and the chairman of the Chesapeake Bay Commission, a tri-state
legislative body. The Executive Council meets annually to establish the policy direction for the Bay Program.
In the 7987 Chesapeake Bay Agreement, the Executive Council set a goal to reduce the nutrients nitrogen and phosphorous
entering the Bay by 40% by the year 2000. Achieving a 40% nutrient reduction will ultimately improve the oxygen levels
in Bay waters and enable aquatic life to flourish.
In the 7992 Amendments, the Chesapeake Bay Program partners agreed to maintain the 40% goal beyond the year 2000
and attack nutrients at their source ~ upstream in the Bay's tributaries. As a result, Pennsylvania, Maryland, Virginia, and
the District of Columbia began developing tributary strategies to achieve the nutrient reduction targets. The Chesapeake
Bay Program also began reevaluating its Basinwide Toxics Reduction Strategy in order to better understand the impact
toxics have on the Bay's resources.
In 1993, the Chesapeake Bay Program partners celebrated a "Decade of Progress" by highlighting the 10th anniversary of
the signing of the 7983 Chesapeake Bay Agreement along with some of the restoration successes to date, including an
increase in the acreage of underwater Bay grasses and significant reductions of point source pollution.
Highlighting the results-oriented emphasis of the Chesapeake Bay Program, the Executive Council guided the restoration
effort in 1993 with five directives addressing key areas of the restoration, including the tributaries, toxics, underwater Bay
grasses, fish passages, and agricultural nonpoint source pollution. Specifically, the Executive Council directed the partners
to outline initiatives for nutrient reduction in the Bay's tributaries; revise the Basinwide Toxics Reduction Strategy by 1994;
develop action plans to address problems related to toxics in specific geographic areas within the watershed; and work with
the agricultural community to implement total resource management programs on farms in the watershed.

In addition, the Executive Council set an initial goal for recovery of Bay grasses at 114,000 acres by the year 2005; and
set five- (582 miles) and 10-year (1,350 miles) goals for reopening upstream spawning habitat for migratory fish by
removing blockages, such as small dams, on the Bay's rivers.
In July 1994, high-level Federal officials from 25 agencies and departments signed the Agreement of Federal Agencies on
Ecosystem Management in the Chesapeake Bay. The historic agreement set out a number of specific goals and
commitments by Federal agencies on Federal lands throughout the watershed, as well as new cooperative efforts by Federal
agencies elsewhere.
In October 1994, the Executive Council called the implementation of the tributary strategies the top priority for the
Chesapeake Bay and its rivers. The Executive Council also adopted the 1994 Chesapeake Bay Basinwide Toxics Reduction
and Prevention Strategy. In addition, the Executive Council issued new initiatives for riparian forest buffers, habitat
restoration, and reciprocal agricultural certification programs.
The 1995 Local Government Partnership Initiative engaged the watershed's 1,650 local governments in the Bay restoration
effort The Chesapeake Executive Council followed this in 1996 by adopting the Local Government Participation Action
Plan and the Prioritiesfor Action for Land, Growth and Stewardship in the Chesapeake Bay Region, which address land
use management, growth and development, stream corridor protection, and infrastructure improvements. The Executive
Council also signed the Riparian Forest Buffers Initiative in 1996 which increased the Chesapeake Bay Program's
commitment to improve water quality and enhance habitat. The new Initiative has a goal which calls for restoring 2,010
miles of riparian buffers on stream and shoreline in the watershed by the year 2010.
Recent Bay restoration highlights include an analysis of 10-years of monitoring data which show that the major rivers and
the freshwater portions of the Bay are cleaner now than 10 years ago. This improvement in water quality is directly
connected to reduced runoff from agricultural land, the phosphate detergent ban and phosphorous reductions from point
sources, such as wastewater treatment plants and industrial facilities. However, the saltier parts of the Bay are not showing
the same improvement because nitrogen reduction has not been as great.
Other recent restoration highlights include:
* Protection for crabs increased in 1995 and 1996 much progress was made in the area of regulatory protection,
regional coordination, and scientific understanding of the blue crab. Both Maryland and Virginia passed new
regulations to protect crabs, and in June 1997 the Chesapeake Executive Council adopted the 7997 Chesapeake
Bay Blue Crab Fishery Management Plan.
* Striped bass population sets records 1996 was a record-setting year for young striped bass in Chesapeake Bay.
Maryland and Virginia's young-of-the-year survey was the highest-ever in the 43 years of sampling. Key factors
came together to help produce the high numbers of juveniles including record high flows that created large
freshwater nursery areas, more returning females, and recovering populations of zooplankton that provide food for
young striped bass.
* Chemical releases from industry decline - The latest data available through the national Toxics Release Inventory
(TRI) showed a 55% reduction in chemical releases in the Bay region between 1988 and 1994.
* Nitrogen controls at wastewater treatment facilities increase ~ The largest wastewater treatment facility in the Bay
region - the Blue Plains Treatment Plant in the District of Columbia - went on-line in September 1996 with a pilot
Biological Nutrient Removal (BNR) facility for half of its flow capacity. This will remove three million pounds
of nitrogen annually that otherwise was discharged directly into the Potomac. BNR also has been installed in 33
major treatment plants in the region. Seventy six other facilities in the region, including six of the seven major
federal facilities, are committed to installing BNR by the year 2000.

CHESAPEAKE EXECUTIVE COUNCIL
Responsibilities
The Chesapeake Executive Council was established by the Chesapeake Bay Agreement of 1983. Under
die 1987 Agreement membership changed from cabinet secretaries to the Governors of Maryland, Pennsylvania,
and Virginia, the Administrator of the U.S. Environmental Protection Agency, the Mayor of the District of
Columbia and the Chair of the Chesapeake Bay Commission, a legislative body serving Maryland, Pennsylvania,
and Virginia. The Executive Council establishes the policy direction for the restoration and protection of the
Chesapeake Bay and its living resources.
The Executive Council exerts leadership to marshal public support and is accountable to the public for
progress made under the Agreements. It meets as needed, but at least annually. Its Principals' Staff Committee
meets as needed to facilitate communication among the Implementation Committee, the advisory committees,
and the Chesapeake Executive Council.

IMPLEMENTATION COMMITTEE
Responsibilities
The Implementation Committee was established by the Chesapeake Bay Agreement of 1983 and is
composed of representatives from the Maryland, Virginia and Pennsylvania, the District of Columbia, the
Chesapeake Bay Commission, the Environmental Protection Agency, ten other federal agencies and other
Program participants. It is responsible for implementing the policy decisions and technical studies of the
Chesapeake Executive Council and coordinating restoration and protection activities under the 7957 Bay
Agreement and subsequent amendments and directives.
The Committee receives policy guidance from both the Executive Council and its Principals' Staff
Committee. It establishes and coordinates all of the committees and subcommittees shown below. The
Chesapeake Bay Program Office provides staff support to the Implementation Committee and its Subcommittees.
The Implementation Committee is responsible for the annual workplan and budget, technical and computer
support, and public outreach. It receives and acknowledges the advice of the Scientific and Technical Advisory
Committee, the Local Government Advisory Committee and the Citizens Advisory Committee whose Chairs
are also members.

Implementation Committee
Budget Steering Committee (BSC) - The BSC is both a subset and a complement to the Implementation
Committee. Its primary role is to assist the 1C in workplanning and management of operational budgets for the
Program. This includes preparation of annual budget guidance and priorities, review of budget proposals from
the subcommittees, advisory committees and others, and making recommendations to the 1C for annual spending
plans and budget policy considerations. It steers and aligns funding toward priority work plans and
commitments of the Bay Program as determined by the Executive Council, Principals' Staff Committee and the
1C, to whom it refers policy issues for decision-making.
The BSC reviews specific proposals from the subcommittees and others, analyzes their merit and suitability,
while attending to "the big picture" of what benefits the Bay and what meets the strategic priorities of the
program. The budget process is designed as an open and consensus-based activity with the final result being
a set of requests to EPA and other sponsoring Agencies for funding consideration.
The BSC assists the program as requested in strategic planning and annual workplanning functions to ensure a
coordinated, cross-program approach. It provides guidance to subcommittees on workplanning expectations and
documentation as directed by the 1C.

AIR SUBCOMMITTEE
Responsibilities
The Air Subcommittee (formerly the Air Quality Coordination Group) coordinates and integrates all endeavors
to improve the accuracy of estimates of atmospheric deposition and its relative importance as a cost-effective,
controllable source of nutrients and toxic substances. The specific mission of the group is to foster a broad-
based understanding of the nature and extent of atmospheric deposition to the Chesapeake Bay, and to reinforce
federal and state efforts to reduce and prevent the adverse impacts of such deposition in a credible, holistic and
comprehensive manner.

COMMUNICATIONS SUBCOMMITTEE
Responsibilities
The Communications Subcommittee (CS) is responsible for: (1) building public understanding and
support of the Chesapeake Bay system and the restoration efforts undertaken pursuant to the 1987 Chesapeake
Bay Agreement and (2) coordinating the implementation of the Agreement's public information, education and
participation commitments.
The Communications Subcommittee seeks to build public awareness of the Bay through a comprehensive
communications effort that includes media outreach, developing and distributing educational and informational
materials, promoting Bay-related special events, and facilitating citizen involvement in Bay education and
restoration projects.
Coordination efforts focus on articulating and publicizing the information generated by the Chesapeake
Bay Program to ensure that it is useful and reaches appropriate audiences in a timely manner throughout the
Chesapeake Bay watershed. The Subcommittee also serves in an advisory capacity to the various Bay Program
subcommittees, advisory committees and workgroups in the development and distribution of their public
outreach materials.
The Subcommittee's activities are conducted within the framework of the Chesapeake Bay Program's
strategic priority for increasing stakeholders and for higher public recognition of the Bay Program and its
accomplishments. The communication action plan is revised as necessary to reflect current Chesapeake Bay
Program issues. The Subcommittee creates ad hoc workgroups to address specific issues and needs.

GIS Workgroup - The GIS workgroup will maintain an inventory of spatial data coverages held by
participating organizations in the Chesapeake Bay Program. The GIS workgroup will promote the use,
exchange, and distribution of this spatial data. The GIS workgroup will create and maintain a World Wide Web
home page to display and distribute spatial data coverages available at the Chesapeake Bay Program Office. The
workgroup will monitor and coordinate GIS production activities in order to: avoid the duplication of effort;
promote compatibility and standardization of spatial data coverages; and maximize the efficient use of those
spatial data resources among the Chesapeake Bay Program partners.

Implementation Committee
LAND, GROWTH AND STEWARDSHIP
SUBCOMMITTEE
Responsibilities
The Subcommittee is responsible for identifying growth and land use issues of a Bay-wide nature,
addressing development topics, and forging alliances with other organizations and interests to: 1) promote sound
land management decisions; 2) provide growth projections and assess the impacts of existing growth on the Bay
and its tributaries; and 3) encourage public and private actions to reduce the impacts of growth.
The Subcommittee carries out the duties of the 1987 Chesapeake Bay Agreement goal on "Population,
Growth & Development" through public forums; technical assistance to local governments; research and
analysis on Bay-wide population and land use trends; enhancement of public access to the Bay and its
tributaries; promotion of public and private stewardship and conservation partnerships; and evaluation of
potential growth and development impacts of government policy decisions.

LIVING RESOURCES SUBCOMMITTEE
Responsibilities
The 1987 Chesapeake Bay Agreement states: "The productivity, diversity and abundance of living resources
are the best ultimate measures of the Chesapeake Bay's condition. These living resources are the main focus
of the restoration and protection effort."
The Living Resources Subcommittee (LRS) is committed to the restoration, enhancement, protection and
management of the living resources of Chesapeake Bay. Living resources include fish, shellfish and waterfowl,
as well as the submerged aquatic vegetation (SAV), wetlands, and other shoreline and riverine systems important
to water quality and fish and wildlife habitats. In cooperation with Bay Program partners, the LRS supports the
restoration of streams, wetlands, and aquatic reefs, and the opening of stream blockages for migratory fish
passage. The subcommittee also guides the development of Chesapeake Bay-specific fish management plans.
LRS supported policy and projects have enhanced fish and shellfish populations, helped improve water quality,
and increased wildlife habitat in the Chesapeake Bay watershed. Ongoing biological monitoring and ecosystem
modeling programs significantly contribute to the understanding of the Chesapeake Bay's living resources and
their relationships with each other, as well as the land and water.

Implementation Committee
MODELING SUBCOMMITTEE
Responsibilities
The Modeling Subcommittee ensures that appropriate and technically defensible modeling tools are
available to the Chesapeake Bay Program. These models, (1) assist in understanding the important processes
affecting watershed and Bay water quality, (2) assist in understanding the important processes and affecting key
Bay living resources and (3) provide estimates of the expected water quality and living resource response to
proposed control actions (e.g. point and nonpoint source controls) under present and future conditions.
To achieve this purpose, the Subcommittee oversees all aspects of model development including project
scope, data requirements, and model application to address relevant management issues. The Subcommittee
assures coordination among Chesapeake Bay Program participants on modeling and related activities necessary
for achievement of Bay Program goals.
The Modeling Subcommittee coordinates activities most frequently with the Living Resources
Subcommittee, Nutrient Subcommittee, Air Subcommittee, Monitoring Subcommittee, and the Scientific and
Technical Advisory Committee (STAC). Coordination with other Chesapeake Bay Program subcommittees is
accomplished by having select members of other subcommittees actively involved in the Modeling
Subcommittee. The Modeling Subcommittee is supported by the Model Evaluation Group (MEG), a nationally
recognized panel of experts who provide scientific and technical modeling advice to the Subcommittee. The
MEG meets with the Modeling Subcommittee approximately four times a year to review progress on
development of the Bay and Watershed models.

MONITORING SUBCOMMITTEE
Responsibilities
The Subcommittee coordinates multi-jurisdictional efforts to monitor the Chesapeake Bay basin system,
to manage and ensure continued accessibility of the resultant environmental data and to promote multi-
disciplinary interpretation and reporting of the data on a jurisdiction and Program-wide basis. The Subcommittee
oversees implementation of new and innovative monitoring programs (water quality, living resources, toxics and
ecosystem processes) and techniques. It reevaluates existing programs to ensure that environmental data
necessary to support implementation of a comprehensive quality assurance program (as part of components of
the various monitoring programs) are collected. Emphasis is placed on ensuring collection and management of
comparable environmental data of known quality through continued communication and transfer of technologies
between the agencies and institutions involved in the Chesapeake Bay Monitoring Program. Analysis and
integration of the monitoring data collected and compiled through the Chesapeake Bay Monitoring Program
provides valuable information to management.

NUTRIENT SUBCOMMITTEE
Responsibilities
The Subcommittee addresses issues related to the identification and control of nutrient pollution from point and
nonpoint sources. The primary charge to the Subcommittee is to improve nutrient pollution programs and
implementation of nutrient reduction strategies among the jurisdictions and agencies through technology transfer.
This is achieved through regular meetings of the Subcommittee and its workgroups, and special conferences and
tours, such as the annual fall NSC Technical Exchange.
The Subcommittee is responsible for (1) cooperative design, coordination and assessment of point and nonpoint
pollution control programs and practices; (2) Tributary Strategy coordination, progress tracking and issue resolution;
(3) 1997 Reevaluab'on of the Tributary Strategies; (4) annual report of progress toward the CBP Year 2000 nutrient
reduction goals; and (5) identification and support of needed nutrient related research. Accomplishment of these
tasks is achieved through the activities of seven standing workgroups, ad hoc teams and task assignments.
The Subcommittee develops control program criteria, establishes methods of collecting and evaluating results of
nutrient programs and practices, identifies and coordinates needed research and promotes sharing information,
education and training.
The Subcommittee coordinates multi-jurisdictional information exchange with other committees, subcommittees or

Agricultural Nutrient Reduction Workgroup - The Workgroup coordinates and evaluates agricultural and
urban nutrient reduction measures to help restore the health and productivity of the Chesapeake Bay while
encouraging the participation of the agricultural community, local governments, and the private sector. Objectives
include the following:
a. Assist jurisdictions in developing or refining agricultural and urban nutrient management programs
which will help maximize nutrient reductions from all realistic avenues. Evaluate alternatives and
provide recommendations for animal management systems.
b. Explore methods to establish and expand partnerships and encourage communication between and among
the various agricultural, environmental, and business stakeholder groups and the Chesapeake Bay
Program's signatory agencies.

Forestry Workgroup - The Forestry Workgroup coordinates, develops and implements plans and projects which
focus on die contributions of forest lands in restoring the health and productivity of the Chesapeake Bay watershed
and retaining their economic potential. The Workgroup provides a forum to discuss issues and identify opportunities
among the forestry community, interested individuals and organizations, and federal, state and local governments.
Through die Workgroup, natural resource management expertise is brought to Chesapeake Bay Program
subcommittees. Objectives:
a. Enhance communication and education regarding forestry issues within the Bay watershed.
b. Identify the need and opportunities for demonstration projects and program development.
c. Promote the establishment and management of forests and trees in urban, rural, and developing areas to
improve water quality, and aquatic and terrestrial habitats associated with the Chesapeake Bay and its
tributaries.

Point Source Workgroup - The Point Source Workgroup was created in January 1995 in response to the 1994
Strategic Plan to establish a formal means of communication between and among the point source agencies within
the jurisdictions and corresponding federal agencies to explore the emerging technologies and innovative
management opportunities needed to reduce nutrient levels within wastewater plants to meet CBP 40% nutrient
reduction goals. Charges:
a. Provide a forum for the discussion and exchange of information between the jurisdictions and the CBP
concerning nutrient loading estimates, nutrient removal technologies, and cost of implementation.
b. Develop the technical basis and provide input concerning point source issues for the 1997 Revaluation
of the Tributary Strategies.
c. Review nutrient reduction progress annually and provide the information to the Tributary Strategy
Workgroup for inclusion in their annual Tributary Statement of Progress.
d. Bring emerging technology issues and research topics to the NSC for discussion.

Research Evaluation & Management Workgroup - Hie Research Evaluation & Management Workgroup
was created in November 1993, to establish a formal structure to improve research proposal evaluation, selection
and oversight procedures. Objectives:
a. Develop research RFPs for the Subcommittee and its workgroups based on their goals and objectives.
b. Develop a methodology for screening pre-proposals to ensure an impartial evaluation and selection
process.
c. Establish pre-proposal/proposal formats.
d. Establish and maintain communications with the STAC NFS Workgroup and develop a joint STAC/NSC
methodology for RFP development and proposal review.
e. Create a process for monitoring project progress to ensure the finished product meets NSC objectives and
schedule.
f. Organize workshops or prepare technical reports through which project sponsors disseminate the results
of their efforts to the subcommittees, Bay researchers and the general public.

Tributary Strategy Workgroup - The Tributary Strategy Workgroup was created in January 1995, in
response to the recommendations found in the 1994 Strategic Plan to provide a forum for communication and
discussion between and among the jurisdictions and other CBP participants on technical issues related to Tributary
Strategy development, tracking and reporting. Objectives:
a. Follow up on the findings and recommendations in the Tributary Strategies Technical Summary.
b. Begin work, in priority order, to quantify additional measures undertaken in individual strategies.
c. Maintain communication (initially) on a bi-monthly basis.
d. Track and publish an annual statement of the progress being made by each jurisdiction and the federal
government in finalizing, revising and complying with the recognized tributary strategy document(s)
for those jurisdictions.
e. Interface and support other workgroups or subcommittees as needed.

Urban Workgroup - Coordinates urban nonpoint source research efforts and program implementation among
Chesapeake Bay jurisdictions in order to meet the goals of the 1987 Chesapeake Bay Agreement, the 1991 Re-
Evaluation and the 1992 Amendments.
Goal: To improve the quality of local water bodies and the Chesapeake Bay by reducing urban nonpoint sources
of pollution. Objectives include the following:
a. Assist jurisdictions in refining their existing programs that reduce urban nonpoint source pollutants in
order to improve their efficiency, effectiveness and reduce costs while meeting the CBP 40% nutrient
reduction goal.
b. Educate urban citizenry in environmental issues and generate interest in the Chesapeake Bay Program
to develop a self motivated, environmentally aware general public.
c. Support and promote research in innovative technologies associated with urban pollution prevention
and/or urban BMPs.
d. Establish and maintain a repository of information on urban sediment and stormwater issues for use by
the jurisdictions, researchers and the general public.

Implementation Committee
TOXICS SUBCOMMITTEE
Responsibilities
The Subcommittee is charged with implementing the 1994 Chesapeake Bay Basinwide Toxics Reduction
and Prevention Strategy. The Subcommittee is responsible for the interjurisdictional design, coordination, and
implementation of ongoing, planned and future efforts to identify, assess and control existing sources of toxics,
better understand the impacts of toxics on the Bay's living resources and human health, and prevent future
sources of toxics from causing impacts'on the Chesapeake Bay basin system.
The Toxics Subcommittee solicits the cooperation and involvement of other subcommittees and takes
the lead in coordinating and implementing activities related to toxics which fall under the responsibilities of
appropriate basinwide organizations and agencies within the basin.

Responsibilities
Establishing the Local Government Advisory Committee (LGAC) in March 1988 fulfilled a 1987
Chesapeake Bay Agreement commitment. LGAC is composed of local government representatives from the
States of Maryland, Virginia and Pennsylvania, and the District of Columbia. The Committee is charged with
developing and implementing a strategy for local government participation in the Chesapeake Bay Program.
The Committee gives advice on matters relating to local governments to the Executive Council, the
Principals' Staff Committee and the Implementation Committee. It is supported by the subcommittees shown
below in the implemention of the Local Government Participation Action Plan.

FEDERAL AGENCIES COMMITTEE
Responsibilities
The Federal Agencies Committee (FAC) was established by the Chesapeake Bay Program in 1984. The
FAC is composed primarily of representatives of federal agencies that either own land in the watershed and/or
have missions that impact water quality or living resources of the Bay and its tributaries. To date, fifteen federal
agencies have formal agreements with EPA, which have made them partners in the Bay Program. Some
agencies without formal agreements are still participants in the Program through membership on the FAC.
There are nineteen federal agencies currently represented on the FAC.
The FAC is responsible for representing federal policies in the Chesapeake Bay Program. The FAC
also advises EPA, which is the sole federal signatory to the Chesapeake Bay Agreements, and the only federal
member of the Chesapeake Executive Council. In July 1994, the FAC drafted and had signed by high level
federal officials from 25 agencies and departments, the Agreement of Federal Agencies on Ecosystem
Management in the Chesapeake Bay. The historic Agreement set out a number of specific goals and
commitments by federal agencies on federal lands throughout the watershed, as well as new cooperative efforts
by federal agencies elsewhere. In March 1996, the FAC coordinated adoption by Federal agencies of the
Special Tributary Strategy for Federal Lands in the District of Columbia. The FAC has four workgroups -
Habitat Restoration, Federal Land Stewardship, Science, and Nutrient Reduction, to deal with issues on federal
lands and the commitments in the Agreement. The FAC also acts as an Advisory Committee to the
Implementation Committee on matters of mutual interest among the states and federal government.

CHESAPEAKE BAY COMMISSION
The Chesapeake Bay Commission is a tri-state legislative advisory commission, originally formed in 1980, which
serves the General Assemblies of Maryland, Pennsylvania, and Virginia to guide the states in cooperatively
managing the Chesapeake Bay. Seven-member delegations from each of the three states include five state
legislators (three from the House and two from the Senate), the Governor or their designee and a citizen
representative.
The Commission is a signatory to the Chesapeake Bay Agreement. As a signatory, the Commission serves as the
legislative arm of the Chesapeake Bay Program and is fully involved in all policy and implementation decisions.

DIRECTIONS TO THE CHESAPEAKE BAY PROGRAM OFFICE (CBPO)
From Route 50 take exit 24, Annapolis -
Rowe Blvd. If coming from the West, bear
right on the exit ramp. Take Rowe Blvd. to
the end at the State Capitol. (After passing
the traffic light at Taylor Ave. Be sure to get
into the left lane, else you'll be forced to
make an unwanted right turn.)
At the end of Rowe Blvd. turn right onto
College Avenue. After the next traffic light
you will be in Church Circle. Follow this
circle, preferably in the center lane, until you
see Nations Bank and the Maryland Inn on
the two sides of Duke of Gloucester St.
Turn right at this point and follow the street
to its end.
As you approach the end move to the right
side. Make a right at the end, go across the
bridge and then get into the left lane before
you reach the traffic light at Severn Ave.
Make a left onto Severn and go one-and-a-
half blocks to a parking lot or park for free
on the street, if you can find a spot.
The CBPO is on the first floor of the
building facing the harbor. The Information
