ABSTRACT
Five years of mixing height and wind speed data have been analyzed to deter-
mine the episodes of slowest dilution lasting 1, 2, 3, 4, and 5 days at each of 62
weather stations in the contiguous United States. Dates and meteorological data are
given for each episode, the stations are ranked by their values on a slowest dilution
parameter, the monthly variation of episodes is summarized, and maps are presented
showing isopleths of slowest dilution values. This information should be of interest
to those involved in modeling and appraising atmospheric transport and diffusion
daring episodes of extremely slow dilution.

METEOROLOGICAL EPISODES
OF SLOWEST DILUTION
IN CONTIGUOUS UNITED STATES
INTRODUCTION
Meteorologists are occasionally asked to specify the episodes and conditions of
slowest dilution for atmospheric pollution in particular urban areas . This request
.irises in connection with applications of models of atmospheric transport and diffusion
'.hat are being developed and used to appraise emission control strategies, including
Those for achieving air quality standards. This report pre ,ents data on the slowest
dilution (i.e. , worst stagnation) episodes lasting 1,2,3, >, and 5 days at each of 62
National Weather Service rawinsonde stations located throughout the contiguous United
States . These slowest dilution episodes were selected from uata described in Mixing
Heights, Wind Speeds, and Potential for Urban Air Pollution in_ the Contiguous United
States , and specifically from episodes of limited-dilution . Episodes of limited dilution
were defined as continuous periods of specified minimum duration during which speci-
lied values of daily morning (Mrng) and afternoon (Aftn) mixing height (H) and layer
:-.verage wind speed (U, i.e. , the average speed within the corresponding mixing
layer) were not exceeded and during which significant precipitation did not occur.
Those episodes of more limited dilution were analyzed as described herein to determine
the one occurrence of slowest (or most limited) dilution for each time period at each
station.
The determination of a slowest dilution episode is based largely on the fact that
the product of H x U can be interpreted as a ventilation or dilution factor . Although
It x U is expressed in square meters per second (m2/sec) , it represents the volumetric
rate per unit distance normal to the wind direction (i.e. , m^/sec-m) at which clean
and polluted air within the mixing layer is transported across the upwind and downwind
sides of a city. The smaller the value of H x U, the slower is the rate of dilution of pol-
latants within the urban mixing layer.
Detailed information on H and U data is given in reference 1. For most rawinsonde
stations, the period of record is the 5 years from I960 through 1964.

ANALYSIS
An episode of slowest dilution for a designated duration at a station is defined as
a continuous period during which:
1. All values of H and U, respectively, were less than or equal to
HI = 250, 500, 750, 1000, 1500, 2000, or 3000 m
Ui = 2.0, 4.0, 6.0, or 8.0 m/sec
and HI x l}\ was a minimum. Values of HI and Ui for such a minimum are desig-
nated HL and UL •
2. The episode average of individual Mrng and Aftn values of H x U (i.e. , H x U)
was smallest.
3. Significant precipitation did not occur.
The duration of a continuous period was based on the assumption that successive
values of Mrng and Aftn H and U were separated by 12 hours, and no extrapolation was
made beyond the times when item's 1 and 3 above were satisfied. Thus, a continuous
period lasting 1 day means that conditions were satisfied for three consecutive calcula-
tion times (e.g. , Mrng of day 1, to Aftn of day 1, to Mrng of day 2); a period lasting 2
days means conditions were satisfied for five consecutive calculation times; etc.
In regard to item 1, the determination of slowest dilution episodes was greatly
facilitated by the availability, as described in reference 1, of those episodes of specified
minimum duration during which all H ^ HI and all U ^ Uj. Thus, to fully satisfy item 1,
it was only necessary to determine those episodes for which H, x U, was a minimum.
For each station and each specified duration, such episodes are designated as having
limiting values HL and UL • Since certain combinations of the Hj and U} values specified
in item 1 have equal products, a minimum could occur with different but equivalent sets
of limits HL and UL • In such cases all episodes with equivalent limits were evaluated
to find the one with the smallest value of H x U (i.e. , item 2) .
It is important to recognize the role of item 1 in the definition of a slowest dilution
episode. Without it the definition would be straightforward: item 3, no precipitation,
and item 2, the smallest value of H x U. Such a smallest value of H x U could be based
on one or more relatively large values of H x U, which would indicate breaks or
'breathing spells" in the continuity of episode conditions. Item 1 eliminates such breath-
ing spells in terms of the values specified for HL and UL .
In regard to item 2, in calculating individual values of H x U, reports of U = 0.0
m/sec were arbitrarily treated as U = 0.1 m/sec.

The analysis •was restricted tc periods without significant precipitation because
of its likely cleansing effect, enhanced dilution duriug precipitation, and the difficulty,
as discussed in reference 1, of calculating mixing heights that would be appropriate
during precipitation conditions. Precipitation in connection •with Mrng data was defined
as significant if two or more reports of light precipitation or one or more of moderate
or heavy precipitation occurred in the regular hourly weather observations from 2200
through 0900 Local Standard Time (LST); and similarly for Aftn data, considering hourly
weather observation from 1000 through 2100 LST .
For each station, Appendix B lists the data already mentioned, the dates of the
slowest dilution episode (Dates) for each specified duration, the period of meteorological
record that was examined (Record), and the number of episodes (No.) that occurred
with the indicated limits and equivalent limits on H and U (i.e. , ML and U^) . In cases
of equivalent limits, the values of HL and UL that pertain to a particular episode of
slowest dilution can be easily determined from the values of H and U that are listed in
Appendix B for that episode.

DISCUSSION
In Table 1 the stations are ranked in order of increasing values of H x U by episode
duration. It is interesting to note that for all five episode durations that are considered.
Lander, Wyoming (LND) ranks first. As can be seen in Appendix B, all of the slowest
dilution episodes of shorter duration at LND occur during the 5-day episode. Similarly
in Table 1, all except one of the episode durations of slowest dilution that rank second
occur at Medford, Oregon (MFR); episode durations that rank third occur twice at both
Winnemucca, Nevada and Rapid City, South Dakota (RAP) , and once at MFR. At higher
rankings, the occurrences tend to become more variable among the stations.
Slowest dilution episodes lasting longer than 5 days are of particular interest for
the higher ranked stations in Table 1. For LND, the station that ranked first for 5-day
durations (see Table 1) , the limits of HL - 250 m and U^ = 2.0 m/sec that are indicated
for this episode (see Appendix B) actually were satisfied for 6 days, from Mrng/12/9/60
through Mrng/12/15/60. For RAP, the station that ranked second for 5-day durations,
the limits of H^ = 250 m and UL = 4.0 m/sec lasted only the 5 days listed in Appendix B .
And for MFR, which ranked third for 5-day durations, the limits of HL = 500 m and U^ =
2.0 m/sec lasted 7 1/2 days, from Mrng/11/28/63 through Aftn/12/5/63. For each station
the dates of all periods lasting 2 days or longer with no significant precipitation (as
defined) and with the following values of Hj and Uj:

The data of Table 1 can be readily used to compare the rankings of slowest dilution
episodes among specific stations. For example, considering episodes lasting from 1
through 5 days, New York City (JFK) rankings range between 38th and 45th; whereas
Santa Monica (Los Angeles) , California (SMO) rankings range between 9th and 25th. The
average ranking for each station could be used for comparative purposes, as could the
sum of H x U values for all five episodes; the sum for JFK is 4212.8 m^/sec and for SMO
it is 1711.1 m/sec. Table 1 also gives the mean and standard deviation values of H x U
by episode durations for all stations. The means exceed the corresponding medians by
considerable amounts, and the frequency distributions tail off far to the right (i.e. ,
toward larger values of H x U) .
Since this report is limited to data for specific weather stations, some discussion
of the applicability of the data to neighboring locations is in order. Figures 1 through
5 present maps of H x U values for episodes lasting 1 through 5 days, respectively.
These isopleth analyses are offered as guidance and are not intended to preempt other
interpretations. The figures show that for the most part the patterns are reasonable and
consistent, although there are some irregularities, as might be expected in dealing with
extremes. In general, relatively small values of H x U occur over much of the western
part of the country. However, Great Falls, Montana, becomes somewhat exceptional for

episode durations of 4 and 5 days. Large values of H x U are centered in the general
vicinity of Texas for all episode durations, but lobes extend out in various directions for
different durations. Large values of H x U are also common over Florida. Small values
generally occur over much of the Appalachian Mountains, especially over the northern
part, although for longer durations the areas of small values tend to become oriented
east-west along the southern Great Lakes and eastward to the Atlantic Ocean. Values for
Dayton, Ohio; Topeka, Kansas; and San Antonio, Texas, tend to force the isopleth
analyses for 1-day episodes, but otherwise fit the patterns fairly well.
Numerous other comments may be made in regard to Figures 1 through 5, but the
data speak largely for themselves. Although extensions of the data to nearby locations
seem to be warranted, they should not be made without careful consideration. In this
regard, reference to the synoptic weather situation could be particularly helpful, as
could knowledge of such mesoscale phenomena'as lake and sea breezes. While many
of the rawinsonde stations in this report are located in mountainous regions, none are
situated on mountain peaks or ridges, although the stations for Huntington, W.Va,
and Pittsburgh, Pa. ,are on hills roughly 100 meters above the cities. This distinction
is important because atmospheric dilution is generally accepted as being significantly
better (i.e. , faster) on mountain peaks and ridges than in adjacent valleys. Thus,
data presented in this report for mountainous regions are most representative of the
valleys.
Table 2 shows, by episode duration, the number of stations having an episode of
slowest dilution with specified values of HL and UL • For 1-day durations, 50 of the 62
possibilities of slowest dilution occurred with HL = 500 m, UL = 4.0 m/sec. For longer
durations, there is a general shift to less restrictive limits, but even for 5-day dura-
tions there are still 14 stations with HL = 500 m, UL = 4.0 m/sec. The least restrictive
limits for 1-day durations are HL = 1500 m, UL = 2.0 m/sec; whereas for 5-day dura-
tions, they are HL = 2000 m, UL = 8.0 m/sec.
Table 3 summarizes the monthly occurrence of slowest dilution episodes. For most
durations and considering all 62 stations together, the slowest dilution episodes were
always most frequent in December, which was usually followed in order by January,
November, February, and October. There were no occurrences in April or June, and
relatively few in the other 5 months. From a broad geographical consideration, there
were only slight differences. For 1- through 3-day durations, the 3 months with most
episodes of slowest dilution in the East were November, December , and January; in the
West they were December, January, and February. For 4- and 5-day episodes, the 3
months with most episodes of slowest dilution in both the East and the West were Novem-
ber, December, and January.
It is worth mentioning that inspection of synoptic weather maps reveals that many
of the episodes of slowest dilution were associated with slow-moving, warm-type anti-
cyclones. Since such weather systems usually cover large areas, it is not too surpris-
ing to find overlapping of some episodes at adjacent stations. The November-December
air pollution episode of 1962 in the eastern United States^ is an outstanding example of
rather simultaneous and widespread atmospheric stagnation associated with a warm
anticyclone. Eleven stations included in this report had slowest dilution episodes that
occurred in association with that pollution episode. The stations were New York, Albany,
and Buffalo, New York; Portland and Caribou, Maine; Flint, Green Bay, and Sault Ste.
Marie, Michigan; Huntington, West Virginia; Pittsburgh, Pennsylvania; and Washington,
District of Columbia.

It should be recognized tha: the episodes of slowest dilution det jed in this
report are most appropriate to the general pollution problem of large •, n complexes.
Such episodes are riot necessarily the ones that would result in the mc> ndesirable
transport and diffusion of pollutants emitted from the tall chimney of a j,}e source,
for example.

CONCLUSIONS
The parameters and criteria used in this report to define episodes of slowest dilu-
tion appear to give reasonable results for the contiguous United States. The dates of
these episodes should be of considerable interest to those involved in modeling and
evaluating such situations. For those who may wish to apply the data further, individ-
ual values of mixing height and average wind speed are listed for each episode. But
this is not meant to imply that other dilution parameters may not be appropriate in such
applications. On the contrary, the use of additional and/or more detailed information
is encouraged. Some basic data for the period 1960 through 1964 are readily available
from the National Climatic Center, Asheville, North Carolina 28801. Hourly weather
observations were published in Local Climatological Data Supplements, and daily
summaries thereof were published in Local Climatological Data. These data are available
monthly for selected stations. Individual rawinsonde reports of vertical temperature
and wind profiles through 1963 were published in Daily Series, Synoptic Weather Maps,
Part II, Northern Hemisphere Data Tabulations. Rawinsonde data beginning in 1964 are
available on microfilm and microfiche.

Five years of mixing height and wind speed data have been analyzed to determine
the episodes of slowest dilution lasting 1, 2, 3, 4, and 5 days at each of 62
weather stations. Dates and meteorological data are given for each episode,
the stations are ranked by their values on a slowest dilution parameter, the
monthly variation of episodes is summarized, and maps are presented showing
isopleths of slowest dilution values. This information should be of interest
to those involved in modeling and appraising atmospheric transport and diffu-
sion during episodes of extremely slow dilution.
