SECTION 1
INTRODUCTION
BACKGROUND
On a nationwide basis, nonattainment of the National Ambient Air Quality
Standard (NAAQS) for ozone is one of the most serious and widespread air
pollution problems facing the air quality management community. The Northeast
Corridor, a megalopolis of urban and suburban areas extending from Washington,
D.C. to Boston, bears a large extent of the ozone problem. The United States
Environmental Protection Agency (USEPA), in cooperation with the northeastern
states, local agencies and Metropolitan Planning Organizations (MPOs), has
undertaken the Northeast Corridor Regional Modeling Project (NECRMP) to
develop regional and urban ozone control strategies through the use of
photochemical air quality simulation models.
To employ a regional model, an inventory of point and area source
emissions covering the entire NECRMP study area had to be assembled and placed
into a common format. Unfortunately, existing data bases were inadequate to
either properly test or validate a regional model. To this end, USEPA1s
Office of Air Quality Planning and Standards retained GCA/Technology Division
to complete an annual inventory for use in NECRMP. The study area, shown in
Figure 1, includes the entire northeast quadrant of the United States from
longitude 69 degrees to 84 degrees West and latitude 38 degrees to 45 degrees
North.
OBJECTIVES
The objective of the effort reported in this volume was to assemble the
most current, comprehensive and accurate emission inventory possible for the
State of Maryland. This was achieved through the cooperation of the Maryland
Bureau of Air Quality and Noise Control (BAQNC). The intent of the program
was to avoid direct contact between GCA and individual facilities in
Maryland. Rather, GCA worked directly with the Maryland BAQNC, who in turn
contacted sources when necessary. GCA reviewed the state supplied data and
submitted a list of potential errors to the BAQNC contact, who was responsible
for confirming the data or supplying corrections, as necessary. The major
pollutants of interest were VOC and NOX, although TSP, SOX, and CO
emissions were also compiled for point sources. Because of this emphasis,
quality assurance checks focused primarily on sources of VOC and NOX.

The completed inventories were computerized for further use in NECRMP.
Point source data were computerized in the format specified in the Emission
Inventory System/Point Source (EIS/PS) user's guide^- and area source data
were coded into EIS/AS^ format.
REPORT ORGANIZATION
The results of the NECRMP annual emission inventory are reported in an 18
volume set of documents. Volume I in this series describes the background of
the program and discusses the methods used to compile and verify the annual
emission inventory. Volumes II through XVI present a more detailed discussion
of each state's inventory effort. Volume XVII describes the spatial,
temporal, and species allocation factors developed to allow for the creation
of modeler's tapes from the completed inventory. Volume XVIII presents a
summary of the point and area source inventories for the entire study area.
Also included in Volume XVIII is a detailed analysis of the overall quality of
the data base and an assessment of the data's suitability for use in
photochemical modeling. A directory of the NECRMP annual emission inventory
reports is presented in Table 1.
This volume, which presents a discussion of the annual emission inventory
for Maryland, consists of five sections. Section 2 describes the project
history and includes a summary of the major events that relate to the Maryland
inventory development. Section 3 discusses in greater detail the point source
inventory task, while the area source inventory development is covered in
Section 4. All references cited in this volume are identified in Section 5.
Appendices A and B present county emissions for point and area sources,
respectively. Computer routines used to fix "generic" problems with the
Maryland data are provided in Appendix C.

PROJECT HISTORY
AGENCY CONTACTS
The EPA Project Officer provided agency contacts in the Maryland Bureau
of Air Quality and Noise Control (BAQNC) and the Environmental Protection
Agency, Region III (EPA/Region III). The Maryland BAQNC contact was
responsible for confirming data, supplying required corrections or additional
data, interfacing with individual sources as necessary, and concurring on the
comprehensiveness and accuracy of the final data base. The Maryland BAQNC
contact was Mr. Mario Jorquera (301) 383-3245.
SUMMARY OF EVENTS
Summaries of major milestones pertaining to the Maryland portion of the
NECRMP annual emission inventory are provided separately for the point source
and area source data, as follows.
Point Source^
Work on the Maryland point source inventory occurred primarily between
August 1981 and January 1982. A computer tape was forwarded to the Agency on
February 6, 1981. Due to delays encountered by the Agency, the tape was not
returned until July 6, 1981. The tape that was returned, however, did not
contain the point source data. The tape was again forwarded to the Agency on
July 27, 1981 and was returned by the Agency on July 31, 1981. The completed
inventory was forwarded to EPA on March 2, 1982. Major milestones are
identified below:

Area Sources
Work on the Maryland area source inventory occurred between January and
July 1982. GCA received a copy of the Maryland inventory on January 5, 1982.
The completed EIS/AS Master File was forwarded to EPA on July 15, 1982. Major
milestones are identified below.

POINT SOURCE INVENTORY
DATA PROCUREMENT
A computer tape was forwarded to the Maryland Bureau of Air Quality and
Noise Control (BAQNC) on February 6, 1981. Due to delays within the Agency,
the tape was not returned until July 6, 1981. The tape that was returned was
to have contained Maryland's 1979 point source emission inventory in NEDS
format. However, the tape was determined to be blank. The tape was again
forwarded to the BAQNC on July 27, 1981. These delays enabled the Maryland
Agency to complete their 1980 point source inventory, which was contained on
the tape sent to GCA on July 31, 1981. The 1980 inventory was received in
NEDS format as converted by the BAQNC from their Premise Files. The inventory
included data on 1,477 individual emission points at 131 facilities.
DATA REVIEW AND UPDATE
The Maryland NEDS file was converted into EIS/PS format using the
GCA-modified version of the NEDS-to-EIS/PS Conversion Editor* described
previously in Volume I.-* Several "generic" problems with the data were
detected and were assumed to have occurred during the conversion of the
Maryland Premise Files to NEDS format. These problems included redundant NEDS
card 1 records and dropped trailing zeros in several NEDS fields with implied
decimal points (stack diameter, sulfur and ash percent, and maximum hourly
design rate). These problems were addressed by the computer routines provided
in Appendix C. The data were then subjected to the quality assurance (QA)
program described in Volume 1.3
One QA measure was to cross-check sources listed in the Directory of
Volatile Organic Compound (VOC) Sources Covered by Reasonably Available
Control Technology Requirements (RACT),^ the "Organic Chemical Producers
Data Base,"^ and the Emissions Inventory for the SURE Region** against
those facilities listed in the Maryland point source inventory, to identify
potential omissions. Table 2 identifies sources listed in the above data
bases, but not in the Maryland inventory and the Maryland BAQNC's resolution
of these potential omissions.
A manual review of all sources emitting more than 100 tons/year of VOC or
NOX or 500 tons/year of any criteria pollutant was undertaken.
Additionally, all "error," "conditional," and "warning" messages resulting
from the conversion of data from NEDS format to EIS/PS format were examined.

The most frequent problems encountered, in addition to the generic
problems discussed earlier, were incomplete or missing SCC codes, stack
parameters and UTM coordinates. Most of these problems appeared to have
occurred upon conversion of the Maryland Premise File data into NEDS format.
A list of problems/questions was forwarded to the Maryland BAQNC on September
10, 1981. The BAQNC supplied responses on October 22, 1981.7
The point source data were updated to reflect the corrections by coding
NEDS update transactions in compliance with the instructions provided in
AEROS, Volume II.8 The NEDS update transactions were edited and translated
into EIS/PS update transactions using the NEDS~to-EIS Conversion-Editor. The
EIS/PS Master File was updated using the EIS/PS update transactions and the
EIS/PS Master File Maintenance Program. A detailed list of the changes,
additions, and deletions performed is provided in Table 3. Updates listed in
Table 3 are in addition to the generic problems addressed by the Appendix C
computer routines.
RESULTS
For reporting purposes, point source emissions for Maryland were
aggregated into 70 categories based on specific SCC-SIC combinations. A
complete description of the codes used to aggregate emissions is presented in
Volume I. For points with multiple SCCs, no attempt was made to split
emissions into more than one category. In these instances, the primary SCC
was used to account for all emissions at that point.
Statewide point source emissions for 1980 are presented, by category, in
Table 4. County-specific point source emissions are presented, by category,
in Appendix A.
A list of "major" facilities was developed by totalling emissions at each
facility using a criteria of 100 tons/year of VOC or NOX to define a major
source. These facilities, and their reported 1980 emissions for all five
criteria pollutants, are presented in Table 5.
The completed Maryland point source inventory was written onto computer
tape for delivery to EPA. Included on the tape, which was forwarded on March
2, 1982 were the following files:
• Original NEDS (1980) submission
• NEDS (1980) after computerized corrections
• EIS/PS Master File (1980)
• NEDS (1980) (converted from EIS/PS Master File)
• NEDS update transactions

in Volume XVIII.

SECTION 4
AREA SOURCE INVENTORY DEVELOPMENT
OBJECTIVES
The area source emission inventory task entailed reviewing area source
inventories prepared by the states for technical accuracy and consistency with
EPA-prescribed procedures and developing these area source inventories where
state-developed inventories were unavailable. The major objective of this
effort was to ensure that all emissions of VOC and NOX were accounted for
and that the procedures used to develop the inventories were consistent from
state to state. It was also important that the inventories be disaggregated
into sufficient categories to allow for application of temporal and pollutant
allocation factors and the evaluation of control scenarios in subsequent
modeling efforts.
DATA PROCUREMENT AND REVIEW
The 1980 Maryland area source inventory was supplied in hard copy format
on December 24, 1981 by the Maryland BAQNC. The inventory for portions of
Maryland that are in attainment of the National Ambient Air Quality Standard
(NAAQS) for ozone was completed by NUS Corporation, under contract to the
BAQNC. For nonattainment areas, the BAQNC developed the inventory.
The area source inventory was reviewed for comprehensiveness and
consistency with the area source methodologies presented in Volume I. In
general, both the NUS data and the BAQNC data were found to be consistent with
the recommended methodologies. However, annual emission totals, activity
rates, and emission factors on a county-specific basis had not been provided
for all categories. These data were requested from the BAQNC in a letter
dated January 12, 1982. In that letter GCA also identified several categories
which had apparently been omitted from the nonattainment area inventory:

• Autobody Refinishing

Additional information related to the NUS inventory was also requested
from the BAQNC. This included activity rates and/or emission factors for the
following categories:
• Gasoline Marketing
• Commercial/Institutional Fuel Combustion
• Aircraft Operations
• Vessels
• Off-Highway Vehicles
• Structural Fires
• Agricultural Field Burning
• Onsite Incineration
The BAQNC responded to these requests in a letter dated April 3, 1982.9
Resolution of the above issues are discussed individually, as follows.
NUS Inventory—Attainment Areas
Gasoline Marketing—
NUS had provided emission factors and total emissions for a composite of
all four gasoline handling categories. GCA calculated the total quantity of
gasoline marketed from the NUS data. This enabled GCA to disaggregate the
gasoline marketing emissions into the four subcategories being used in
NECRMP. The NUS emission factor for truck transport losses did not account
for loading of tanker trucks at gasoline terminals and/or bulk plants,
apparently under the presumption that these emissions were included in
Maryland's point source inventory. However, this category was not covered in
the point source inventory, therefore GCA adjusted the loading/transit losses
emission factor to account for VOC emissions from loading of tanker trucks per
the methodology outlined in Volume 1.3

Per Capita Emissions—
The BAQNC provided the activity rates and emission factors for dry
cleaning, architectural surface coating, autobody refinishing, graphic arts,
and commercial/consumer solvent use.
Small Industrial/Commercial Degreasing—
According to the BAQNC,^ all degreasing emissions for the nonurban
portions of Maryland are accounted for in Maryland's point source inventory.
Therefore area source emissions from this category were assumed to be zero in
the nonurban areas.
Small Industrial Surface Coating—
According to the BAQNC, all surface coating emissions are covered in the
point source inventory.
Cutback Asphalt—
The BAQNC provided activity data and emission factors for cutback asphalt
paving.
Pesticides—
The BAQNC provided activity data and emission factors for pesticide
application.
On-Highway Mobile Sources—
The BAQNC provided emissions and emission factors for the on-highway
mobile source categories, enabling GCA to back calculate VMT. The BAQNC was
unable, however, to disaggregate light-duty truck emissions into Class I and
II. Emissions from both categories were therefore included as Class I truck
emissions.
Residential Fuel Use—
The BAQNC was unable to disaggregate residential fuel combustion
emissions by fuel type. As a result, residential fuel combustion emissions
for the nonurban areas were reported in a single composite category (number 20).
Commercial/Institutional Fuel Use—
The BAQNC was unable to disaggregate commercial/institutional fuel
combustion emissions by fuel type. Therefore, commercial/institutional fuel
combustion was reported in a single composite category (number 27).
Industrial Fuel Use—
According to the BAQNC,' all industrial fuel combustion emissions are
covered by the Maryland point source inventory. Therefore, area source
emissions from these categories (numbers 34 through 40) were assumed to be
zero.
Aircraft Operations—
The BAQNC was unable to disaggregate aircraft emissions into the civil,
commercial, and military sectors. Therefore, a single composite category
(number 41) was used to account for all aircraft LTOs. The BAQNC provided the
combined activity rate and composite emission factors.

Vessels—
The BAQNC provided an estimate of total emissions from vessels, and was
unable to disaggregate emissions by fuel type. One composite category (number
47) was used to account for all vessel emissions.
Off-Highway Vehicles—
The BAQNC was unable to provide off-highway emissions by fuel type. One
category (number 48) was used to account for emissions from both diesel and
gasoline powered off-highway vehicles.
BAQNC Inventory—Nonattainment Areas
Gasoline Marketing—
Emissions from gasoline marketing were disaggregated into the four
gasoline handling subcategories by GCA in the same manner as described
previously for the NUS inventory.
Per Capita Emissions—
The BAQNC provided population and emission data for degreasing, dry
cleaning, architectural surface coating, graphic arts, autobody refinishing,
commercial/consumer solvent use, and pesticides.
Cutback Asphalt—
According to the BAQNC,' no cutback asphalt was applied in the urban
areas of Maryland.
On-Highway Mobile Sources—
The BAQNC provided on-highway vehicle emissions by AQCR. GCA
disaggregated these emissions to counties on the basis of population.
Emissions for heavy-duty trucks were not disaggregated by fuel type. For the
nonattainment counties, emissions from heavy duty diesel trucks were included
with heavy-duty gasoline trucks.
Residential Fuel Use~
The BAQNC provided emissions from combustion of fuel in the residential
sector. However, these emissions were not disaggregated by fuel type.
Emissions, therefore, were reported in a single composite category (number 20).
Commercial/Institutional and Industrial Fuel Use—•
Emissions in these categories were presumed to be covered by the point
source inventory for urban areas. Therefore, emissions in these categories
were assumed to be zero.
DEVELOPMENT OF THE EIS/AS MASTER FILE
After emissions were verified for all area source categories on a
countywide basis, the completed inventory was coded and keypunched in EIS/AS
format and subjected to the series of computerized QA checks included in the
EIS/AS System.^ The completed Master File was then manually verified for
accuracy before the finalized data were written onto computer tape for
delivery to EPA.

Table 6 presents a list of the area source categories included in the
Maryland portion of the NECRMP inventory. Aslo identified is the type of VOC
represented by the emision factor (total or reactive).
RESULTS
Regionwide totals of VOC and NOX emissions from area sources in the
Maryland portion of the NECRMP study area are provided in Table 7. Countywide
summaries are presented in Appendix B.

DOCUMENTATION OF COMPUTER ROUTINES
USED FOR THE MARYLAND INVENTORY
As described in Section 3, there were several "generic" problems with the
Maryland NEDS data that had to be addressed by computer routines. These
problems were the apparent result of previous conversion of the Maryland
Premise Files into NEDS format. These included repetition of NEDS Card 1
records for each point, rather than one per facility, and dropping of trailing
zeros in fields with implied decimal points. The routines used to address
these problems are presented as follows.

This report discusses the development of the Northeast Corridor Regional
Modeling Project (NECRMP) annual regional emission inventory. The inventory
reflects 1979/1980 data and focuses on point, area and mobile source emissions of
Volatile Organic Compounds (VOC) and Nitrogen Oxides (NOX), although particulate,
sulfur oxides and carbon monoxide emissions were also compiled for point sources.
The study area includes the entire northeast quadrant of the United States from
longitude 69° to 82° West, and latitude 38° to 45° North. This Volume discusses
the emission inventory for Maryland.
