SECTION 1
INTRODUCTION
BACKGROUND
On a nationwide basis, nonattainment of the National Ambient Air Quality
Standard (NAAQS) for ozone is one of the most serious and widespread air
pollution problems facing the air quality management community. The Northeast
Corridor, a megalopolis of urban and suburban areas extending from Washington
to Boston, bears a large extent of the ozone problem. The United States
Environmental Protection Agency (USEPA), in cooperation with the northeastern
states, local agencies and Metropolitan Planning Organizations (MPOs), has
undertaken the Northeast Corridor Regional Modeling Project (NECRMP) to
develop regional and urban ozone control strategies through the use of
photochemical air quality simulation models.
To conduct a regional model, an inventory of point and area source
emissions covering the entire NECRMP study area had to be assembled and placed
into a common format. Unfortunately, existing data bases were inadequate to
either properly test or validate a regional model. To this end, USEPA's
Office of Air Quality Planning and Standards retained GCA Corporation,
GCA/Technology Division to complete an annual inventory for use in NECRMP.
The study area shown in Figure 1, includes the entire northeast quadrant of
the United States from longitude 69 degrees to 84 degrees West, and latitude
38 degrees to 45 degrees North. The Virginia counties included in the study
area are shown in Figure 2.
OBJECTIVES
The objective of the effort reported in this volume was to assemble the
most current, comprehensive and accurate emission inventory possible for the
Commonwealth of Virginia. This was achieved through the cooperation of the
Virginia State Air Pollution Control Board (VSAPCB) and U.S. EPA/Region III.
The intent of the program was to avoid direct contact between GCA and
individual facilities in Virginia. Rather, GCA worked directly with the
VSAPCB who in turn contacted sources when necessary. GCA reviewed the State
supplied data and submitted a list of potential errors back to the VSAPCB, who
was responsible for confirming the data or supplying corrections, as
necessary. The major pollutants of interest were VOC and NOX, although TSP,
SOX, and CO were also compiled for point sources. Because of this emphasis,
quality assurance checks mainly focused on sources of VOC and NOX.

The completed inventories were computerized for further use in the NECRMP
study. Point source data were computerized in the format specified in the
Emission Inventory System/Point Source (EIS/PS) User's Guide^ and area
source data were coded into EIS/AS^ format.
REPORT ORGANIZATION
The results of the NECRMP annual emission inventory are reported in an 18
volume set of documents. Volume I in this series describes the background of
the program and discusses the methods used to compile and verify the annual
emission inventory. Volumes II through XVI present a more detailed discussion
of each state's inventory effort. Volume XVII describes the spatial,
temporal, and species allocation factors developed to allow for the creation
of modeler's tapes from the completed inventory. Volume XVIII presents a
summary of the point and area source inventories for the entire study area.
Also included in Volume XVIII is a detailed analysis of the overall quality of
the data base and an assessment of the data's suitability for use in
photochemical modeling. A directory of the NECRMP annual emission inventory
reports is presented in Table 1.
This volume, which presents a discussion of the annual emission inventory
for Virginia, consists of five sections. Section 2 describes the project
history and includes a summary of the major events that relate to the Virginia
inventory development. Section 3 discusses in greater detail the point source
inventory task while the area source inventory development is covered in
Section 4. All references cited in the volume are identified in Section 5.
Appendices A and B present county emissions for point and area sources,
respectively.

PROJECT HISTORY
AGENCY CONTACTS
The EPA Project Officer provided agency contacts in the Virginia State
Air Pollution Control Board (VSAPCB) and the Environmental Protection Agency's
Region III Office (EPA/Region III). The VSAPCB contact was responsible for
confirming data, supplying required corrections or additional data,
interfacing with individual sources as necessary, and concurring on the
comprehensiveness and accuracy of the final data base. The agency also
provided information, as needed, to assist in a detailed review of the point
source data for errors, inconsistencies and missing data elements.
The Virginia point and area source inventories are annually updated by
the VSAPCB. While an objective of the NECRMP Annual Emission Inventory was to
utilize 1980 data whenever possible, the 1980 Virginia inventory data were not
scheduled to become available during the performance of the NECRMP inventory
program. Therefore, 1979 data were procured for use in the NECRMP inventory.

SUMMARY OF EVENTS
Summaries of major milestones pertaining to the Virginia portion of the
NECRMP annual emission inventories are provided separately for point source
data and area source data, as follows.
Point Sources
Most work on the Virginia point source inventory was performed between
December, 1980 and May, 1981. However, the completed inventory was not
forwarded to EPA until March, 1982 due to delays in settling data
confidentiality issues. Resolution of the data confidentiality problem was
reached between EPA/Region III and the Virginia State Air Pollution Control
Board in March, 1982 enabling GCA to provide the EIS/PS master file to EPA
after deletion of the agreed upon data fields. This is discussed in greater
detail in Section 3. All major events are identified below.

POINT SOURCE INVENTORY
DATA PROCUREMENT
A computer tape containing the Virginia 1979 point source inventory was
procured from the Virginia State Air Pollution Control Board (VSAPCB) on
December 15, 1980. The inventory was received in NEDS format as converted by
the VSAPCB from EIS/P&R. The file reflected data on 2,641 individual emission
points at 1,628 facilities located within the NECRMP study area (see
Figure 2). The Virginia point source emission inventory is routinely updated
annually and the 1979 file represented the most current data expected to be
available during the performance period of the NECRMP Annual Emission
Inventory.
DATA REVIEW AND UPDATE
The Virginia NEDS data were converted into EIS/PS format using the
GCA-modified version of the NEDS to EIS/PS Conversion-Editor1 described
o
previously in Volume I. The data were then subjected to the quality
assurance (QA) measures presented in Volume I.
One QA measure involved cross checking the VOC sources listed in the
Virginia inventory against those listed in the RACI Directory, the Organic
Chemical Producers Data Base,-* and the SURE Inventory to identify
potential omissions. Given the number of major VOC sources in Virginia, the
coverage of these facilities in Virginia is exceptional compared with many
other NECRMP states. Table 2 presents a list of sources included in the above
data bases, but not in the Virginia inventory, and the VSAPCBs resolution of
these potential omissions.
A manual review was undertaken of all sources emitting more than 100
tons/yr of VOC or NOX or 500 tons/yr of any other criteria pollutant. In
addition, all "error," "conditional," or "warning" messages resulting from the
conversion of data from NEDS format to EIS/PS format were examined.
In general, the Virginia inventory was found to be complete and well
prepared. One problem with the data, however, involved emissions measured by
stack tests. All stack tested emissions (estimation code = 1) were missing
from the Virginia-supplied NEDS data. The problem resulted from a "bug" in
the EIS/P&R to NEDS conversion performed by the VSAPCB. All stack tested
emissions lost in the data conversion were supplied by the VSAPCB. A list of
these and all other questions and/or problems related to the Virginia

inventory were forwarded to the VSAPCB on April 10, 1981. A visit was made to
that Agency on April 21, 1981 to resolve these questions.
All corrections, additions, and deletions resulting from that visit were
coded on NEDS coding forms in compliance with the instructions given in AEROS,
Volume II. ° The NEDS update transactions were edited and translated into
EIS/PS update transactions using the NEDS to EIS Conversion-Editor. The
EIS/PS Masterfile was updated using the EIS/PS update transactions and the
EIS/PS Masterfile Maintenance Program. A detailed list of the changes,
additions, and deletions performed is provided in Table 3.
GROWTH FACTORS
The Virginia point source inventory reflected 1979 data and had to be
adjusted to 1980 for NECRMP. GCA developed growth factors to 1980 on a
2-digit SIC basis. County-specific factors were developed for the nine SIC
codes which accounted for 90 percent of the VOC and NOX emissions in the
1979 inventory, and statewide growth factors were developed for the remaining
SICs.
Growth factors were calculated based on employment data from County
Business Patterns, 9,10 using the following equation:

As shown in the above equation, employment change from 1978 to 1979 was
assumed to approximate 1979 to 1980 change. This approach was used due to the
unavailability of 1980 employment information. Table 4 presents the county-
specific growth factors used for the nine most significant SICs, while Table 5
presents the statewide growth factors used for the remaining SICs.
The calculated Virginia growth factors were reviewed and found to be
somewhat suspicious. As shown in Tables 4 and 5, calculated growth factors
ranged from 0.642 to 3.855. Examination of previous years' data revealed
similar fluctuations. Also, a number of counties were determined to have
facilities with a certain SIC in the Virginia inventory, yet no employment for
that SIC was reported in County Business Patterns. ^> ^-®
As discussed in Volume I, ^ it was determined that for all states that
supplied 1979 inventories, the 1979 emissions were probably a more accurate
estimate of 1980 emissions than the adjusted emissions were. More accurate
adjustment techniques would have required significant additional resources and
were not explored. As a result, only 1979 data are reported here, although
both 1979 and 1980 data were supplied to EPA on computer tape.
RESULTS
For reporting purposes, point source emissions for 1979 were aggregated
into 70 categories based on specific SCC-SIC combinations. A complete
description of the codes used to aggregate emissions is presented in
Volume I. For points with multiple SCCs, no attempt was made to split
emissions into more than one category. In these instances, the primary SCC
was used to account for all emissions at that point.

A list of major facilities was developed by totaling emissions at each
facility and using a criteria of 100 tons/year of VOC or NOX to define a
major source. These facilities, and their reported 1979 emissions for all
five criteria pollutants, are presented in Table 7.
DATA CONFIDENTIALITY
Under the Air Pollution Control Law of Virginia, the VSAPCB can not
release point-specific process information. In order to obtain Virginia's
point source inventory, GCA had to consent to a confidentiality agreement
prohibiting the release of the process data considered confidential by the
Commonwealth of Virginia.
Originally, the VSAPCB indicated that the following fields would have to
be deleted from the inventory data prior to release to EPA;H

Withholding of the SCC would have seriously affected the further use of
the Virginia data in NECRMP. Temporal and pollutant species patterns will be
determined by SCC in developing modeling files from the inventory data.
Further, application of various control scenarios in subsequent modeling
analyses will likely be dependent on the SCC.
EPA and the Commonwealth of Virginia were able to work out a solution
that enabled release of the SCC without compromising any provision of the Air
Pollution Control Law of Virginia. This entailed deleting the following
fields from each EIS point source record:-^
• boiler capacity (columns 65 to 69 on card 11)
• emission estimation method (column 64 on card 13)
• fuel, process, solid waste operating rate (columns 37 to 43 on
card 21)
• maximum design rate (columns 44 to 50 on card 21)
• emission factor origin (column 31 on card 23)
• emission factor (columns 38 to 46 and 54 to 62 on card 23)
The completed Virginia EIS/PS point source inventory was written onto
computer tape after deletion of the above fields and supplied to EPA on
March 17, 1982. Further evaluation of this inventory and improvements made
can be found in Volume XVIII.

SECTION 4
AREA SOURCE INVENTORY DEVELOPMENT
OBJECTIVES
The area source emission inventory task entailed reviewing area source
inventories prepared by the states for technical accuracy and consistency with
EPA-prescribed procedures and developing these area source inventories where
state-developed inventories were unavailable. The major objective of this
effort was to ensure that all emissions of VOC and NOX were accounted for
and that the procedures used to develop the inventories were consistent from
state to state. It was also important that the inventories be disaggregated
into sufficient categories to allow for application of temporal and pollutant
allocation factors and the evaluation of control scenarios in subsequent
modeling efforts.
DATA PROCUREMENT AND REVIEW
The 1979 Virginia area source emission inventory was received in hard
copy format on February 6, 1981 from the VSAPCB. The inventory reflected
county summaries of area source emissions for all five criteria pollutants
from most of the 54 NECRMP area source categories. However, for reporting
purposes, many of the categories had been aggregated together and, therefore,
did not conform with the NECRMP categories.
Emissions from small degreasers, dry cleaning, auto body refinishing,
surface coating, graphic arts, commercial/consumer solvent use, cutback
asphalt, and pesticides were not reported individually. Rather one category
labeled solvent evaporation was provided. Similarly, on-highway mobile source
emissions and gasoline handling were combined into a single category; fuel
combustion was not broken down by fuel type; aircraft emissions were not
disaggregated by aircraft type; vessels emissions were not broken down by fuel
type; and onsite incineration and open burning were combined into a single
solid waste category. Also, five categories were determined to have been
excluded from the inventory:
• Off-highway gas vehicles
• Off-highway diesel vehicles
• Structural fires
• Field/slash burning
• Forest fires

The documentation supplied with the inventory summary was reviewed for
consistency with the Volume 1^ recommended procedures and the EPA-approved
emission factors. In general, the methodologies used by Virginia were
consistent with those recommended as the standard in Volume I.-' The basic
problem with the provided inventory was the aggregation of categories for
reporting purposes. A letter outlining the additional information needed for
NECRMP was forwarded to the VSAPCB on April 10, 1981 and most of the questions
were resolved during a meeting with the VSAPCB contact on April 22, 1981. The
remaining data was supplied by the VSAPCB between then and June 5, 1981.
Resolution of the above issues is discussed, by category, below.
Gasoline Marketing
The VSAPCB supplied gasoline sales data statewide and vehicle-miles
traveled (VMT) data for each county. Statewide gasoline use was apportioned
to counties on the basis of VMT, and GCA calculated emissions for the
following four categories using the methodology presented in Volume 1:^
• Tank truck unloading (Stage I)
• Vehicle fueling (Stage II)
• Storage tank breathing
• Loading/transit losses
Since Virginia's point source inventory contains emissions from each of
the above categories, those point source emissions were subtracted from the
area source totals on a county-specific basis.
Small Industrial/Commercial Degreasing and Surface Coating
Virginia's point source inventory does not have a minimum size cutoff and
the VSAPCB believes all degreasing and surface coating emissions are covered
in the point source inventory. Therefore, area source emissions from these
categories were assumed to be negligible.
Dry Cleaning
GCA calculated dry cleaning emissions using a 1.5 Ib per-capita emission
factor and the 1980 Census. Point source emissions were deducted as described

in Volume IJ to derive area source emissions.
Graphic Arts and Commercial/Consumer Solvent Use
GCA calculated emissions from graphic arts and commercial/consumer
solvent use using the per-capita emission factors and point source balancing
methodology presented in Volume I.

Pesticide Application
GCA calculated pesticide application emissions of VOC using a 3.5 Ib/acre
factor and harvested acreage statistics from the U.S. Department of
Commerce.^
Cutback Asphalt
The VSAPCB provided data on the amount, type, diluent content and solvent
density of all cutback and emulsified asphalts applied in Virginia during
1980. Emissions were calculated using the Volume I methodology for each
highway district in the study area portion of Virginia. Emissions were then
apportioned to counties on the basis of VMT.
Commercial/Institutional and Industrial Fuel Use
Total statewide fuel use for 1978 or 1979 was obtained, by fuel, from the
following sources:

Historical data back to 1970 were obtained from earlier versions of the same
references. Total 1980 fuel use was estimated through linear regression of
the 1970 to 1978/79 data. For each fuel, area source use in the commercial/
institutional and industrial sectors was calculated using the following
equation:
C/I & 'SO-* ' (T80-x) - (R80-x} - (P80-x}
where C/I & ^80-x = Commercial/Institutional and Industrial area source
use of fuel x in 1980.
T80-x = Total use of fuel-x in 1980 (estimated previously
through linear regression).
= Residential use of fuel-x in 1980 provided directly
by the VSAPCB.
- = Point source use of fuel-x in 1980 (determined from
point source inventory).

Because Virginia's point source inventory has no minimum size cutoff, it was
determined that essentially all industrial sector use was accounted for in the
point source inventory. Therefore, all fuel use calculated above was assumed
accountable to the commercial/institutional sector and industrial sector area
source emissions were assumed to be zero. Emissions from
Commercial/Institutional fuel use were apportioned to counties based on
commercial/institutional employment from County Business Patterns.^"
Aircraft and Vessels
The VSAPCB supplied county-specific emissions from military, civil, and
commercial aircraft. They were also able to separate the earlier supplied
vessel emissions by fuel type.
Off-highway Vehicles
GCA calculated emissions from off-highway gasoline and diesel vehicles
using the fuel use reported in the NEDS Fuel Use Report.^ The 1980 use was
estimated through linear regression of 1973 to 1978 data. Emissions were
calculated statewide using the Volume I methodology and apportioned to
counties based on population.
Structural Fires, Forest Fires, Field/Slash Burning
Emissions from structural fires were calculated by GCA using the per-
capita method presented in Volume I. The VSAPCB provided acreage burned in
forest fires and in prescribed burning which were used with AP-42 emission
factors to determine emissions.
DEVELOPMENT OF THE EIS/AS MASTER FILE
After emissions were verified for all area source categories on a
countywide basis, the completed inventory was coded and keypunched in EIS/AS
format and subjected to the series of computerized QA checks included in the
EIS/AS System.2 The completed Master File was then manually verified for
accuracy before the finalized data were written onto computer tape for
delivery to EPA.
Table 8 presents a list of the area source categories included in the
Virginia portion of the NECRMP inventory. Also identified for each category
is the type of VOC represented by the emission factor (total or reactive).
RESULTS
Regionwide totals of VOC and NOX emissions from area sources in the
Virginia portion of the NECRMP study area are provided in Table 9. Countywide
summaries are presented in Appendix B.

5. ABSTRACT
This report discusses the development of the Northeast Corridor Regional
Modeling Project (NECRMP) annual regional emission inventory. The inventory
reflects 1979/1980 data and focuses on point, area and mobile source emissions of
Volatile Organic Compounds (VOC) and Nitrogen Oxides (NOX), although particulate,
sulfur oxides and carbon monoxide emissions were also compiled for point sources.
The study area includes the entire northeast quadrant of the United States from
longitude 69° to 82° West, and latitude 38° to 45° North. This Volume discusses
the emission inventory for Virginia.
