      THE INTERNATIONAL ENVIRONMENTAL

            INFORMATION FAIR, that is

The INFOTERRA/USA National Focal Point and the Office of Information Resources
Management, Information Management and Services Division, invite you to attend an
International Environmental Information Fair on April 8. The Fair will take place from 11:00
- 3:00 in the corridor outside the Washington Information Center (WIC) and EPA's
Telecommunications Office on the main level of the Waterside Mall.

  Exhibits by thirty governmental and non-governmental organizations will highlight international
environmental information products and sources. Among those exhibiting will be:

      U.S. Information Agency (USIA)
      Organization for Economic Co-operation and Development (OECD)
      UNIPUB (the U.S. distributor for United Nations and European Community publications)
      World Resources  Institute

   INFOTERRA staff will be showing the INFOTERRA/USA Directory of Environmental Sources and thi
INFOTERRA Database.
Displays will feature:

videos
new publications, and much, much more..
  The Fair will be a great way for EPA staff, and other invitees, to learn about the variety of information

Caribbean Conference Notice

 Wider Caribbean Environment and Development Conference

  INFOTERRA/USA will be represented at the Wider Caribbean
Environment and Development Conference. The conference, to be
held in San Juan, Puerto Rico, March 4-6,1992, will examine existing
economic and environmental conditions in the Wider Caribbean, organize
an Institute for Environment and Development, and discuss ways to
promote sustainable development in the Wider Caribbean.

     Look for a complete conference report in the April issue
        of the International Update.

Accounts Overdue:
Natural Resource Depreciation in Costa Rica.
World Resources Institute

    World Resources Institute, (WRI) in collaboration with the
 Tropical Science Center in Costa Rica, examines the issue of natural
 resource depreciation in developing countries.  The authors argue that
 traditional national accounting schemes, such as the United Nations
 System of National Accounts (SNA), present a misleading indication
 of a nation's wealth by failing to adequately factor in the depreciation
 of natural resources. Irreversible ecological damage may occur when
 natural resources are not as carefully guarded as a country's treasure.

    Sustainable development is seen by WRI as an imperative in
 developing nations. Policies which encourage environmentally
 responsible decision making  also support sound economic planning.
 Costa Rica is used as an example of the interrelation of economics
 and environment  Accounts Overdue suggests that nations which
 mismanage their natural resources jeopardize their economic and
 environmental sustainability.
