INTRODUCTION

Secretary Hickel announced the establishment of several, enforcement
•workshops to discuss the water pollution abatement programs on a subbasin
basis. The following indicates the area of discussion for each workshop
location:

Location Subbasin Rivers
Toledo, Ohio Maumee River Basin Maumee and Tributaries

(Buffalo), N.Y. York Area

One of the most seriously polluted areas in the Lake Erie Basin
is the Greater Cleveland-Akron area. This area is heavily populated and
contains a very heavy industrial activity. The predominant industrial
activity is steel and rubber. Although this is one of the smaller
areas in the Lake Erie Basin, the streams in this area receive the larg-
est volume of discharges of municipal and industrial wastes than any
other area in the Lake Erie Basin except Southeast Michigan.

ABATEMENT SCHEDULES

At the March 22, 19&7 reconvening of the Lake Erie Enforcement Con-
ference, the conferees for each state submitted time schedules for abatement
of pollution from municipal and industrial waste discharges within the
Lake Erie basin. The following table summarizes the established schedules
for the Greater Cleveland-Akron area:

PHOSPHORUS REMOVAL SCHEDULES

Included in the recommendations of the Lake Erie Enforcement Con-
ference is the removal of phosphorus at sewage treatment plants "by 1971.
At the June 27, 19&9 progress evaluation meeting, compliance schedules
were submitted. The municipalities in the Greater Cleveland-Akron area
required to remove phosphorus and the compliance date established "by
the state for each plant is as follows:
