IJC and Water Quality Board Programs to Implement Agreement Amendments
The Water Qulaity Board met January 16 and 17, 1988 to discuss the new
provisions in the Great Lakes Water Quality Agreement of 1987 and how
the Board should redirect its efforts in response. A central issue is
the new emphasis on the parties (governments) taking more direct
actions and completing reports/ while the Board and the Commission
focus on evaluating progress in meeting the Agreement. This has
resulted in a major review of existing IJC activities as well as review
of future plans.
Taking direction from the WQB, its programs Committee met for two days
the following week to further thrash out a consensus on responses to
the many new provisions in the Agreement. Working papers from the
sessions are being developed by Dr. Bratzel, with Committee Co-Chairs
Finch and Shimizu, assisted by Kent Fuller. Upon completion and
revision of the papers they will be submitted to the Water Quality
Board and become the basis for revisions in the WQB Strategy and the
IJC budget.

WAYNE WILLFORD, CHIEF
Atmospheric Deposition - Green Bay Master Site
Wayne Willford and Ed Klappenbach met with Don Gatz and Clyde Sweet of
the Illinois State Water Survey/ and Tom Murphy of De Paul
University, to discuss the status of the Green Bay Master Site. Dr.
Murphy showed us his laboratory space and equipment for measuring
trace organic compounds collected in the XAD-2 resin cartridges. Dr.
Murphy has encountered some problems in attempts to remove all of the
organics from the resin columns prior to shipping them back to Green
Bay for further use in the field. Methylene chloride is being
considered as a method of preventing this problem.
Data furnished by the Illinois State Water Survey has been on time;
however/ a few days of meteorological data are missing because of
operator problems.

Planning for IJC Monitoring Workshop Continues
The Steering Committee for the IJC's Tributary Monitoring Workshop met
at the IJC offices in Windsor on December 17th, with Sarah Pavlovic
representing GLNPO. The Co-Chairs of the working groups were also
invited to this meeting whose purpose was to give further direction and
guidance to the work groups and to allow coordination among them.
Several of the working groups have met; however/ due to delays in
organizing during the fall, it is anticipated that the March workshop
will require additional follow-up to provide a final product (tributary
monitoring guidance document).
Dr. R. Peter Richards of Heidelberg College presented the work that he
has been doing for GLNPO to characterize the hydrology of U.S.
tributaries as a basis for recommending sampling frequency and
patterns. Similar information will be developed for the Canadian
tributaries and will be distributed to all working groups, along with
various other sources of basic information identified by the planning
group.
The next Steering Committee meeting has been scheduled for February
17th, 1988 at Windsor, Ontario.

New Employees in Surveillance & Research Staff
Administrative Assistant Joins Green Bay Program
Herb Hersh has become an Administrative Assistant for the Green Bay
.Mass Balance program, working for the American Association of Retired
Persons. He is a physical chemist and has worked as a physicist and a
materials scientist at Zenith Electronics Corp. and at Argonne
National Laboratory. He has extensive experience in management of
research and development projects. Herb has a Doctor of Philosophy
degree in Physical Chemistry from Ohio State University.
Programmer Jason Z. Tung Works on Automation
Jason Z. Tung is a programmer working for Computer Sciences
Corporation. He is utilizing his analytical skills and extensive
experience in BASIC to continue the automation of the Laboratory aboard
the R.v. Simons.
Jason has a Bachelor of Science degree in computer science and
mathematics from the University of Wisconsin at Stavens Point. He is
currently enrolled at De Paul University in the computer science
program seeking a Master's degree.
Word Processor With Many Skills
Valeshia Cash is a data technician (word processing operator) for
Computer Sciences Corporation. She has an Associate of Applied Science
degree in Secretarial Science and Advanced Certificate from Loop
College. She is currently enrolled at Harold Washington (Loop) College
her future plans are to enroll at De Paul University to pursue a
Bachelor's Degree in Business Administration-Accounting.
She formerly worked for the Bureau of Alcohol/ Tobacco and Firearms as
a clerk-typist, using the IBM PC and Displaywrite 3-4. Before that she
worked in the Finance Department of the Comptroller's Office in City
Hall, using the WYSE system, and IBM-PC with WordPerfect and Lotus 1-2-
3.

Tri-State Conservation Tillage Steering Committee
A Tri-State Conservation Tillage Steering Coiranittee meeting was held
January 19, 1988 in Defiance, Ohio to finalize the Annual Tri-State
Conservation Tillage Training Workshop Program. This training workshop
will assist local soil and water conservation agency personnel to be
brought up to date on the current state of the art for conservation
management, including fertilizer and pesticides use. The workshop
will be held Mar 8, 1988 at Perrysville, OH. Michigan, Indiana and
Ohio are the focus audience.

National Association of Conservation Districts (NACD) Meeting
Ralph Christensen attended a steering committee meeting for planning a
national NFS Water Quality Conference to be held Apr. 24-26, 1989. The
meeting was attended by OSDA-Soil Conservation Service (SCS), USEPA,
National Association of State Departments of Agriculture (NASDA),
Association of State and Interstate Water Pollution Control
Administrators (ASIWPCA), and NACD. The conference will be directed
at guiding state and local governments on how to implement nonpoint
source Best Management Practices under Section 319 of the Clean Water
Act of 1987,

REMEDIAL PROGRAM STAFF
VACYS SAULYS,'CHIEF
New Employee in Remedial Programs
William (Bill) Roth is a chemist who is replacing Larry Fink in the
Remedial Programs Staff. Bill will be defending his Ph.D. thesis in
Biochemistry toward the end of February or early March. His thesis
work concerned biochemical effects of compounds called Ah-inducers,
which include dioxins, several PCBs and PAHs such as Benzo(A)pyrene.
Prior to his Ph.D. work, Bill performed mathematical modeling work for
the Michigan Dept. of Natural Resources while completing an M.S. degree
in Systems Engineering at Michigan State University.

Interagency CDF_ Task Force Meeting
Anthony Kizlauskas and William Roth from GLNPO and Howard Zar
and Marc Tuchman from Water Division participated in a meeting
of the Interagency CDF Task Force at the North Central
Division, Corps of Engineers, offices in Chicago on January
27-28, 1988. The Task Force consists of members from the
USEPA, the Corps of Engineers, and the US Fish and Wildlife
Service who are concerned with ensuring that the use of
confined disposal sites (CDFs) is an environmentally
acceptable method for disposal of contaminated dredged
material.
Mr. Ian Orchard from Environment Canada presented a
perspective on CDFs in Canada. Canada is currently engaged in
research on the leachate from CDFs and the effects of
contaminants on plants growing in the CDFs.
Researchers from all three of the member agencies presented
reports on the results of recent research on CDFs, including
physical, chemical, and biological studies on existing CDFs.
Reports were also presented on the progress of efforts
underway to predict the potential impacts on water quality,
flora and fauna using laboratory tests or mathematical models.
USEPA discussed the probable regulatory climate for future CDF
approval, including engineering and treatment requirements.

Upper Great Lakes Connecting Channels Study Workshop Convened
The Upper Great Lakes Connecting Channels Study Synthesis Team Workshop
was held on January 25, 1988 through January 26, 1988 at NUAA's Great
Lakes Environmental Research Laboratory in Ann Arbor, MI. The Workshop
was attended by 29 participants in the UGLCC Study. The participants
consisted of Synthesis Team writers (responsible for preparation of the
Area of Concern portion of the Final Report); workgroups and task force
chairs and key members of the individual workgroups. The Workshop was
chaired by Vacys Saulys and Daryl Cowell, US and Canadian Co-chairs of
the Activities Integration Committee. Paul Bertram, Cynthia Fuller,
Paul Horvatin, Pranas Pranckevicius and George Zeigenhorn also partici-
pated in the Workshop.
The Workgroup Chairs presented the media specific findings conclusions
and recommendations; identified data gaps; ensured that Synthesis Team
writers had complete sets of level II reports; identified additional
information in the pipeline and whether it would be tendered next week.
Discussion identified questions needing responses from the workgroups
the following week. Many of the reports were in handwritten form.
Modeling Workgroup received the last of analytical data from Large Lakes
Research Station on January 26, 1988. It was agreed with Tom Fontaine
that the Modeling Workgroup level II report, written to focus on outputs,
would form the basis for a separate chapter on the modeling effort. The
chapter would come before the AOC portion of the report. It should be
noted that much of the modeling work has been completed; models have been
adopted but not verified. The workshop was advised that the Management
Committee will receive a draft of the Final Report in March, 1988, no
matter what stage it is in. The entire effort is currently being focused
on producing a Final Report. This is to the detriment of the.further anal-
ysis of the information and will delay the completion of some individual
project reports. I expect that this latter activity will continue for the
next 2 years after the UGLCC Study Report is finished.

IJC Sediment Subcommittee Assessment Work Group Meeting
Mr. Anthony Kizlauskas presided over a meeting of the IJC Sediment
Subcommittee's Assessment Work Group at the Canada Centre for Inland
Waters in Burlington, Ontario, Canada on January 20, 1988. The purpose
of the meeting was to discuss needed revisions in the Work Group's draft
guidance on assessment of contaminated bottom sediments that the Work
Group presented at the IJC Remedial Action Plan Forum in Toledo, Ohio in
November, 1987. The comments received to date were reviewed as were
other suggestions for revisions from the Work Group members themselves.
Based on the discussions, writing assignments were made. The current
schedule for finalizing the assessment portion of the guidance document
calls for a second draft to be tendered to the full Sediment Subcommittee
in the beginning of March, 1988. After Sediment Subcommittee review and
approval, the guidance document would be submitted to the IJC process for
approval for publication.

Facilitator Training
On January 27 and 28, Cyndee Fuller participated in the final 2 (of 4)
days of the "Risk and Decision Making Workshop" Facilitator training.
The purpose of the course was to provide a basic familiarity with risk
assessment and risk communications through lectures and a participatory
case study. As one of eleven Region V Facilitators, Cyndee will assist
in the training of over 900 Region V technical, supervisory and
administrative staff over the next 18 months. Training of "virtually all
managers and technical staff" in a basic risk assessment and
communication course is a result of Lee Thomas' May 8, 1987 directive.
Training of Regional staff will begin on February 24 and 25; two people
from GLNPO will be nominated for training in the next few weeks.
