Environmental Management:
MAKING A DIFFERENCE
Since its inception, EPA has been a magnet attracting enormous expectations, continual
public scrutiny, a steady stream of law suits and a never ending agenda of recently discovered
environmental problems. But it also has attracted one of the most talented and committed workforce
of any Federal agency. Unlike the story of Samson, who lost his strength when his hair was cut, our
workforce has gained strength and competence as our 60's image was shorn and we
envolved into "real bureaucrats".
This strong commitment of both managers and staff overcame the cut and paste method used to
form EPA from parts of other Federal agencies and achieved a cohesive and quickly functioning unit
of government. This same commitment has carried us through 20 years of an ever expanding
agenda with little time to savor victories.
As EPA enters its third decade, faced with a new set of challenges, the Agency will need to become
increasingly more productive through the use of total quality management techniques in order
to free up resources necessary to deal with future challenges; as well as, ensure we are spending
resources on the highest priority needs, using good science and risk-based priority setting.
Today, as we do annually, we recognize individuals exceptional contributions to the Agency.
If the past is prologue, than we are comforted with the notion that the staff of EPA will rise to
whatever new challenges there are 20 years from now.

A. James Barnes
SPEAKER
Currently, A. James Barnes is dean and professor at Indiana University,
in the School of Public and Environmental Affairs. Dean Barnes teaches graduate courses
in environmental law and ethics.
In the 80's, Barnes served as General Counsel for EPA and as Deputy Administrator
from 1985 to 1988. His many contributions to the Agency include involvement
in the development of environmental legislation, law, policy and regulations; and
he had a major role in the development and implementation of the Agency's
human resources program.
