« All EPA data in these tables was extracted from the EPAYS (EPA Personnel/Pa}roll) database.
As used herein, the term minority refers to racial and ethnic groups as defined by the U.S. Equal Employment Opportunity Commission (EEOC).
Data in these tables are shown separately for each of the five ethnic/racial groups represented in the EPA Workforce, with women (F) and men (M) shown
separately for each.
Where no column or row heading shows for an ethnic/gender group, organization, grade level, fiscal year, etc., it indicated that there were no applicable
employees or personnel actions in EPAYS.
Data is for permanent EPA employees only, including SES, SL/ST, 'AD', PHS Commissioned Officers, as well as GS and GM, except where otherwise noted in
the table heading. Employees on temporary, term, expert/consultant, or other time-limited appointments -- or such non-EPA employees as AARP, SEE, and
contractor employees are not included in any of the tables.
Data on average grade, promotions, time-in-grade and grade advancement is limited to permanent employees in pay plans GS and GM only. For some of these,
comparative data is shown for all 13 AAships or all 10 Regions collectively.
The data used for these tables is as of July 5, 1997 (end of 3rd quarter 1997). For certain current date and FY 1997 personnel action tables, the data is broken
down at the primary sub-organization level (see next page). Data for prior fiscal years is limited to the AAship/Region level.
Percentage distributions or averages are shown in most tables, along with the counts of employees or personnel actions or award dollar totals. Where percentages
are shown, they read across the page totaling '100.0' in the far right column.
Where employees are broken-out by occupation, we have used the standard position category ('PATCO') breakout, rather than individual occupation series:
Professional = Scientists, Engineers, Attorneys, Accountants, Auditors, Economists, and other occupations for which at least a
bachelors degree is generally required for minimum qualifications.
Administrative = Environmental Protection Specialists, Program Analysts, Investigators, Administrative Support Specialists, and other
non-Professional occupations in the "two-grade interval" line of promotion (i.e. 05-07-09-11-12-13-14-15).
"1 Grade Interval" = Secretaries, Clerks, Assistants, Technicians, Wage-Grade Employees, and others not in the "two-grade-interval."
