HAPPY BIRTHDAY To THE CHIEF BULLETIN BOARD
EIB's Electronic Bulletin Board is
over a year old now and still growing.
User activity keeps increasing, which
we hope means that the BB is helping
you do your job. About 500 people
have registered to use CHIEF, making
us a strong second among the nine
BBs in the OAQPS Technology
Transfer Network.
The number of user taps into the
BB is averaging around 250 per week.
So far, the most popular data base
download is the Surface Impoundment
Modeling System (SIMS). AFSEF
and SPECIATE were close contenders.
We've made some improvements
since the last Newsletter. Now, there's
no daily limit on BB system use.
Your password is not case sensitive.
And we've opened up more phone lines
for access. AFSEF has been modified
for use with 486 machines.
Remember all of the good things
you can use and can download from

Reflections - A Year In Review
Since the last Newsletter, I've
been thinking about the first
anniversary of the CHIEF BB and
some other milestones we've
passed. Here are but a few of the
things we've done in the past year
or so:
Jan 91 - CHIEF BB activated;
Clearinghouse Newsletter
assumes a quarterly schedule.
Feb 91 - David Mobley signs on as
head of the El Branch.
May 91 - Requirements of CAAA
Section 130 met; Arch MacQueen
retires at age 77, after over 21
years as the institutional memory
of emission factors.
Sep 91 - Emission Inventory
Conference in Durham.
Oct 91 - Supplement D printed.
Nov 91 - Air CHIEF CD-ROM,
new XATEF and SPECIATE
released; Complete review of AP-
42 initiated.
Dec 91 - AP-42 placed on the BB.
Jan 92 - Newsletter renamed The
CHIEF.
Mar 92 - BB registrants reached
390; weekly sign-ons averaging
close to 300.
AP-42 Update Program -
Because of temporary
contracting problems, we've
experienced some small delays in
the AP-42 "cover to cover" review
and update efforts. It's too early to
evaluate what, if any, effects the
delays will have on the program.
We'll keep you informed, and we're
sticking to our schedule of getting
Supplement E out around October.
Remember, all AP-42 drafts and
final sections will be put onto the
CHIEF BB when ready, without
waiting for the appearance of
Supplement E.
Future Technology Monitor -
A couple of issues back, we
mentioned that the Global
Positioning System (GPS), which

was widely used in Operation
Desert Storm, looked promising as
a way for inventory personnel to
determine or to verify emission
source location coordinates in the
field. The possibilities are
exciting, and they are likely to get
even better. According to the 2
March issue of Federal Computer
Week, Trimble Navigation is
marketing a GPS receiver hand unit
that weighs only 14 oz., with
batteries, and sells for about $1195.
Sony has a similar unit for about
$1395. As the popularity of these
things continues to grow, both
weight and price plummet, and
prices seem headed for the $500-600
range, possibly to only around
$300. We are considering funding a
test of GPS equipment to determine
its applicability to emission
inventory work. If any of our
readers have experience with these
items, please give us a call at the
Newsletter or send me a message
via CHIEF.
These have been exciting and
very busy times. We've met other
goals, too, and we hope this sort of
progress will continue. With an
increased budget and a great staff -
though strained and thinly spread at
times - we'll try to keep it up.

The Pollution Data Analysis Division (PDAD) of Environment Canada is in the process of compiling the 1990
inventory, with the collaboration of its Regional Offices and the Provincial Ministries Of The Environment. The Division
has undergone several changes over the past year and has acquired new people to compile a National Pollutant Release
Inventory (NPRI), which will be similar to the U. S.'s Toxics Release Inventory (TRI). The new acting chief of the
Pollution Data Analysis Division is Ron Solman, who had been with Environment Canada's Transportation Systems
Division for eight years. PDAD's Frank Vena and Tony Kosteltz have taken assignments with, respectively, the Industrial

EIB's Mexican Connection
On March 30 and 31, Inventory Guidance And Evaluation Section Chief Marty Martinez met in Mexico City with
representatives of the Mexican Government to provide technical assistance to them in compiling emission inventories for
international greenhouse gases and general urban pollutants. The meetings took place during a workshop on these topics
which was Mexico's first organized and sanctioned effort to deal with compiling emission inventory data and establishing a
regulatory infrastructure in that country. Marty's trip was at the invitation of the Mexican Commission For Energy
Conservation, and it was arranged by EPA's Office Of Program Planning And Evaluation. Mexico will be developing an
initial greenhouse gas inventory over the next five months, and the Commission has expressed a need for continuing
consultation with, and assistance from, U. S. experts in this effort and other environmental activities in that country.

THE LOCATING AND ESTIMATING... SERIES ON TOXIC SUBSTANCES
WORK IN PROGRESS
Work assignments are
progressing on developing L&E
reports for a number of compounds.
These reports will assist in locating
possible sources of air toxics and
then making preliminary estimates
of the emissions produced by these
sources. The reports describe
processes, variations and release
points within these sources, along
with available emissions data and
emission factor estimates that
indicate the potential for air toxic
compound release. An overview of
procedures is also provided, for
source sampling and analysis of
emissions from these sources.
L&Es are currently under
development for the following
compounds, and they should be
available for review in draft form
this summer. Anyone interested in,
or having information on, these
subjects should contact the EIB

AIR PROGRAMS/SUPERFUND COORDINATION
The Office Of Air Quality
Planning And Standards (OAQPS)
is responsible for developing and
improving the techniques available
for estimating air emissions at
Superfund sites. The Emission
Factor And Methodologies Section
is specifically responsible for
providing guidance on estimating
"baseline" emissions from these
sites. Emissions from site
remediation are the responsibility of
OAQPS's Emission Standards
Division (BSD), which investigates
techniques to mitigate air emissions
from site activity.
To facilitate the transfer of
technical information among
OAQPS and the Regional Offices,
OAQPS convenes periodic meet-
ings of personnel in the Air/
Superfund Coordination Program,

the most recent this past February
in Denver. Much of this meeting
focused on selecting projects to be
funded in FY-93. Projects selected
for funding are intended (1) to assist
personnel in the Superfund program
when developing air pathway risk
assessments for remediation
alternatives and (2) to assist
Air/Superfund Coordinators when
they review Records Of Decision

developed by the Superfund
Program which document the
selection of remediation alter-
natives. The next Air/ Super-fund
Coordination Meeting is tentatively
scheduled for early August in
Kansas City.

THE AIR CHIEF CD-ROM COMING SOON FROM GPO
EIB's newest emission estimating
product, the Air CHIEF Compact
Disk-Read Only Memory (CD-ROM),
is now available after months of
preparation. The Air CHIEF offers on
one small disk the literally thousands
of paper pages contained in some of
EPA's most widely used and asked for
documents. Air CHIEF contains:
the entire contents of the AP-42
series,
all of the Locating And
Estimating... reports,
the VOC/PM Speciation data base
management system, SPECIATE, and
the Crosswalk/Air Toxic Emission
Factor data base system, XATEF.
Air CHIEF is a powerful data
retrieval tool. It's designed to allow
easy access and retrieval of emission
estimation data, by pollutant or source
description, and it can be scanned and
searched in fine detail. Information
searches can be very broad or tightly
focused. For example, coal
combustion is mentioned in about
2000 "records", or places, on the disk.
Asking specifically for arsenic from
bituminous coal combustion in utility
boilers will lead the user to 8 records.
Also, all chemical elements and
compounds mentioned on the CD that
have Chemical Abstract Services
numbers can be scanned and searched.
Air CHIEF and its user's manual
will be updated annually, beginning in
Spring 1992. Single copies of the
beta version of the CD still can be
obtained by writing Anne Pope at the
Newsletter. Shortly after the Spring
'92 revision, Air CHIEF will be
available through the Government
Printing Office (GPO). GPO expects
to vend the disk for about $13.00, a
noticeable economy over buying paper
copies of it all (-$900.00).
Users need an IBM(TM) compatible
personal computer with EGA or VGA
monitor, MS-DOS(TM) version 3.0 or
later, 640 KB of free RAM, 2 MB
expanded memory, a CD-ROM drive,
interface card, and Microsoft DOS CD-
ROM Extensions (MSCDEX). Users
can help by sending any comments or
suggestions regarding Air CHIEF to

Beginning May 1, the Clearinghouse For Inventories And Emission Factors will activate a central

NEW CTC PRODUCTS
The Control Technology
Center has announced new
documents and software dealing
with several topics. Copies of
these items are available by calling
the CTC Hotline, (919) 541-

electronic bulletin board available.
A report is now available on
air quality concerns when burning
scrap vehicle tires, either as waste
products or as a refuse-derived fuel.
The report summarizes and
evaluates emission data, control
devices, and expected effects on air
quality. This activity involves
electric utilities, cement
manufacturers, pulp and paper
manufacturers, and others.
Operating problems, plant
modifications, advantages and cost
benefits are discussed in this report,
Burning Tires For Fuel And Tire
Pyrolysis: Air Implications, EPA-
450/3-91-024.
Also available now is the
Assessment Of VOC Emissions
And Their Control From Baker's
Yeast Manufacturing, EPA-450/3-
91-027, which has information on
the large quantities of ethanol and
acetaldehyde produced by the
fermentation process. There are 13
such plants located in the U. S.,
and 10 are in Ozone Nonattainment
Areas.
The CTC also is now offering
Landfill2 Air Emissions Model, a
modification of their PC program
for assessing landfills. This
version allows for calculations for
up to 50 years after closing of a
site, based on a first-order
decomposition equation. The
software is available through the
CTC BB. Call with any questions.
EPA's Center For
Environmental Research
Information (CERI) now has The
2d Edition of the HAP Manual,
Handbook: Control Technologies
For Hazardous Air Pollutants,
EPA-625/6-91-014.
Accompanying this book is HAP-
PRO, EPA-600/8-91-211a and b,
the user's manual and software
which supports the HAP manual.
This program is significantly
improved over that which supported
the first edition. Government
agencies can obtain these titles
directly from the CTC. Others
should order them from the CERI at

Missing Sources Report Now Available
The report, Identification And
Characterization Of Missing Or
Unaccounted For Area Source
Categories, EPA-600/R-92-006, has
been published, and copies are now
available. This document details the
work done thus far on emission
sources which are not now addressed
by the current area source methodology
used in either SIPs or AIRS. The
book contains preliminary assessments
of the importance of certain "missing"
sources and of how their emissions
may be included in an inventory.
All the source categories identified
through the search phase of the project
were evaluated, regardless of emissions
potential, and they have been digested
into a working list of 70 categories
considered the most important. To
facilitate the characterization process,
and to assure consistency, a template
was developed to be used in
characterizing each category. The
template defined the types of
information to be collected on a
source, in a common format:
- definition/description of category and
activity
- process breakdown
- importance of the category
- pollutants emitted
- estimated pollutant levels
- point/area source component
separation
- level of detail of available
information
- level of detail required by users
- emission factor requirements
- regional, seasonal or temporal
characteristics
- urban vs. rural characteristics
- potential emission estimation
methodology.
Characterizing the 70 categories
revealed a broad range of source types
and information sources. Research
indicates that, for developing emission
estimation strategies, the sources may
lack emission factors, current activity
data, or both. In some cases, such as
with backyard charcoal grilling, state
agencies (e. g., California) have begun
to consider including these sources in
their inventories and have some
research on them. Trade associations
may have statistics, research and test
data useful in describing these sources
and in developing source activity and
emission factors. Most of these
sources, however, lack a current
emission estimation method adequate
for either SIP or AIRS applications.
The document's characterizations
are intended to provide 1) an initial
overview of a process and its
emissions, 2) an indication and/or
summary of data available from
standard reference material and
contacts, 3) alternate method
development strategies, and 4) a basis
for ranking these source categories for
methodology development. More
research will be needed to provide a
practical and workable methodology,
which may involve data gathering and
analysis, measurement, and other
activity.

THE HUMAN FACTORS ... MICHAEL HAMLIN
This issue, we'd like to introduce
the man who runs the CHIEF Bulletin
Board and lots more here at the
Emission Inventory Branch. Besides
keeping things going on the BB,
Michael Wayne Hamlin also
coordinates the extensive source
testing program we have underway.
He oversees AP-42 Chapter 3,
"Stationary Internal Combustion
Sources", both the present material in
the chapter and the revision work now
being done on it.
Michael was born and reared in the
town of Leaksville, NC, now called
Eden, and is a product of the public
schools there. After high school, he
graduated from North Carolina A&T
University in Greensboro with a major
in Industrial Engineering. He then
went to work with Union Carbide in
Asheboro as a Supervisor/Industrial
Engineer, where he directed the
production of metal parts for dry cell
batteries. After a year and a half, he
was offered a spot in a joint A&T/US
Army Research program in
Champagne, IL toward a master's
degree in Robotics. He also completed
Nuclear Engineering training with the
Navy in Charleston, SC. In 1985, he
decided to join EPA here in the
Research Triangle, first directing
source tests and overseeing the wood
stove certification program, then
becoming an important part of the AP-
42 team.
Michael is married and has a son,
and the Hamlins live in Durham, NC,
not far from the office. He gets a great
deal of satisfaction from doing
community work back in his home
town, and he also tutors students at
Holton Middle School in Durham.
Michael has recruited for EPA at area
colleges, and he enjoys basketball,
working out and reading. You can get

TECH NOTES
§ Surface Coal Mining - Section 234 of the 1990 CAAA requires that emission factors and models applicable to
surface coal mining activities be reviewed and revised, to assure that they don't overpredict emissions. EIB, with the Source
Receptor Analysis Branch, is planning a multiyear program to meet the CAAA provision, and we will begin source testing
this Summer of high priority surface coal mining operations. For more information, contact Dennis Shipman at the

8§ O3/CO Inventory Preparation Plan (IPP) Status - Final IPPs for 43 States were due to the Regions on
October 1, 1991. Draft versions of all 43 plans have been received, 34 have been submitted in final form, and 17 plans have
been approved. EIB will continue to work with the Regions on their strategies for dealing with any problems. For more

86 Crushed Stone Processing - EIB has begun source testing of tertiary crushers and screens to develop PM-10
factors for AP-42 Section 8.19.2. Two facilities have been tested, and the next test is scheduled for early summer. For more

36 Federal Telecommunication System (FTS) Changes - Effective April 20, present FTS numbers will die,
and only their companion commercial numbers will remain. FTS users will first dial "8", then the 10-digit area code/
exchange/individual's number. For one month, both systems will work, then for 2 months, the dreaded "generic voice" will
break in to remind you of your lapse. The only exceptions to all of this involve Port Orchard, WA and Ada, OK. The best
reason for leaving these nice places out, when sent to your CHIEF Editor, and as selected by him, will win you a 7992 - Year
Of The Emission Inventory tee shirt (FTS staff excluded). For more information on the change, FTS users should call 8-700-
