PART I
FACILITIES PROTECTION PLAN
GENERAL
A. Introduction. The danger of fire, bomb threat, explosions, and
hostage situations and other threats to safety of life and property
make it mandatory that a self-protection plan to protect personnel
and property against these hazards be established and implemented.
B. Authority. GSA requires development of a self-protection plan in
accordance with FPMR, Chapter D, Subpart 101-20.5, Physical Protection;
and HB, Disaster Control and Civil Defense in Federal Buildings (PBS
P 2460.1A) and HB, Physical Protection, Chapter II, (PBS P 5930.2A).
C. Purpose. This plan prescribes specific responsibilities and pro-
cedures to be followed in implementing the Facility Protection Plan
for the EPA Waterside Mall Complex. The plan has been designed to
assure the safety of employees in the event of an emergency.
D. Applicability. This plan is applicable only for the employees and
visitors at the EPA Headquarters, Waterside Mall Complex, Washington,
D.C. The complex is subdivided into three separate buildings, i.e.,
West Tower, Mall, and East Tower for evacuation purposes. The
emergency alarm systems are separate for each building.

PART II
DUTIES AND RESPONSIBILITIES
A. Director - Security & Inspection Division
Will be responsible for planning and coordinating all emergency evacu-
ation situations at the EPA Waterside Mall Complex. He will notify
and keep informed appropriate agency officials of all situations. He
will work with police and fire officials by rendering all assistance
possible.
B. Chief - Security Branch
Will act as second in command in the presence of the Director,
Security and Inspection Division. In the Director's absence, he will
assume all the Director's responsibilities.
C. Personnel - Security & Inspection Division
Assist the Director, Security & Inspection Division as required.
D. Uniformed Guard Force
Assist the Director, Security & Inspection Division as required.
E. EPA Health Unit
Render first aid to employees injured or requesting aid during an
evacuation situation.
P. Chief Warden
Is a member of the Security and Inspection Division and assists the
Director, Security and Inspection Division, as required.
G. Floor Wardens
Under the general direction of the Director, Security & Inspection
Division, the Floor Wardens will direct the evacuation of their floors
and/or areas. Their duties Include:
1. Directing a brisk and orderly flow of personnel by designated
routes.
2. Assuring that all persons have vacated' the floor and/or area
during an evacuation.

(3) Maintaining a current list of handicapped employees on their
floor and/or area. The list will be provided and updated by the Security
Office. Ihe Floor Warden will assist handicapped persons using procedures
outlined in this plan.
(4) Leaving the floor only when it is completely evacuated as
the hazard permits.
(5) Reporting the status of their floor's evacuation to the EPA
Security Evacuation Monitors at the exit to the evacuation zone.
H. Stairway Monitors. Lhder the direction of the Floor Warden, the
Stairway Monitor controls the movement of personnel in the stairway.
His duties include:
(1) Keeping door open to stairway.
(2) Keeping personnel in single file in stairway and instructing
them to grasp handrail.
(3) Keeping personnel moving steadily at a walking pace and not
permitting them to run.

(5) If an urgency exists requiring that particular floor to be
cleared immediiately obtain right-of-way from monitor below and assure
the stairway is cleared.
I. Security Evacuation Monitors. The Security Evacuation Monitors
will be assigned from personnel of the EPA Security and Inspection
Division. Under the general direction of the Director, Security and
Inspection Division, the Security Evacuation Monitors will help maintain
crowd control outside building and record evacuation reports from
Floor Wardens. These Monitors will be stationed outside of all exits
to an evacuation zone. They will be identified by a green armband
and equipped with a bullhorn and hand radio.

PART III
EMERGENCY EVACUATIONS
CHAPTER 1
A. General. The necessity of effecting an emergency evacuation of
part or all of EPA Headquarters may arise at any time. The reason
for the evacuation could be fire, explosion, bomb threats, or any
number of other reasons. This possibility requires a plan that ensures
the safety and orderly exodus from the building of all employees and
visitors.

C. Procedures
1. At all times when the building fire alarm sounds, employees should
evacuate the building. In the event an employee pulls the fire alarm,
accidentally or deliberately, the Security Office will immediately check
it out. This is necessary to determine the need to continue organized
evacuation procedures or advise agency employees that the fire alarm is
false. If the situation requires the need for continued evacuation,
for fire and other alarms, the EPA Security and Inspection Division will
be responsible for continuously announcing evacuation instructions over
the building public address system.
2. Floor Wardens and Stairwell Monitors will take up their assigned
positions and assist employees and visitors to evacuate the building in
an orderly fashion. The Wardens are to check each office in their area
to make sure all persons have left. Handicapped people who are not

capable of negotiating a stairway In a fire emergency should proceed
to a place adjacent to the nearest exit stairway and await further
instructions. In any event, the Floor Warden should have the Stairway
Monitor advise the Security Evacuation Monitor at the exit that a
handicapped person is still on the floor. In the event of fire, these
people may have to be physically carried out of the building by police
and firemen or others. The ELoor Warden is to report the complete clear-
ance of his area or if anyone refuses to evacuate, attempt to obtain
their name(s) and report it to the Security Evacuation Monitor.
3. Normally the Fire Department personnel will handle the actual
evacuation of handicapped employees. The Security and Inspection
Division will be responsible for identifying all handicapped employees
and maintaining a current list of these employees.
4. Uniformed security guards assigned to fixed posts within the Mall
shall maintain their post and will not allow personnel to re-enter
the building until an all clear is received. They shall abandon
their posts only if they are in immediate danger due to circumstances
surrounding the emergency situation.
5. The Health Unit personnel will be notified by the Chief Warden and
will stand by at the evacuation site to assist any Injured employees
or help as requested. Tne Health Unit is to be available until the all
clear is authorized.
6. Personnel of the Security and Inspection Division will assist In
the evacuation in a manner called for by specific plans, i.e., fire,
bomb threats, etc. Security and Inspection Division personnel will
assist police and fire units as needed. They are to help control the
crowd of employees and spectators outside the Immediate entrances to
the evacuation area. All Security and Inspection Division personnel
will carry hand radios if the situation requires it. Radios will be
utilized during a bomb threat on a selective basis so directed by the
Chief, Security Branch.
7. Tne Director, Security and Inspection Division or his designated
representative will keep appropriate agency officials advised of events
as they occur.
8. Outside public media people will be handled through the Public Aware-
ness Office.
9. In all cases, fire and police units will be notified as prescribed
in other specific incident plans.
10. Tne Director, Security and Inspection Division or his designated
representative, after consulting with fire and police officials, can
authorize employees to reenter the evacuated building.

11. A legible floor plan of each floor in the two towers and the mall
will be prominently posted on each floor. The plan will indicate the
stairwell exit of each floor.
D. Instructions. Floor Wardens and Stairwell Monitors will receive
periodic instructions as to their duties and responsibilities by the
Security and Inspection Division. Personnel of the Security and
Inspection Division will receive instructions on techniques for their
duties in an emergency situation. Special instruction will normally
be given by local fire and police departments.
Periodic EPAGram notices on emergency procedures will be generated
by the Security and Inspection Division to educate the Headquarters
employees.
E. Drills and Tests. Tests of the fire alarm and public address
systems will be conducted on a periodic basis under the authority
of the Director, Security and Inspection Division.
Fire drills will be conducted on an annual basis throughout the
Waterside Mall Complex. Ihese drills will be supervised by the Security
and Inspection Division.
P. Public Address System. This system will be used to apprise
employees of pertinent information during an emergency situation.
This system will give a rapid means of communicating with the maximum
number of employees. This plan divides the EPA Waterside Mall Complex
into three primary zones, i.e., the East Tower, West Tower, and
the Mall. The public address system will be zoned accordingly", and
be capable of contacting separate floors in a zone, if required by the
situation. A central control panel for the system will be located
in the agency uniformed guard control center. A remote panel will
be located in the Security and Inspection Division office.
G. Reports and Records. The Security and Inspection Division will
maintain an updated record of Floor Wardens and Stairwell Monitors.
A record of all physically handicapped employees will be maintained
and used for emergency evacuations only. The Security and Inspection
Division will notify the Floor Wardens of all the physically handi-
capped employees on their floors.
GSA Building Management will be notified of any discrepancies
in alarm systems, fire fighting apparatus, and egress facilities by
the Chief Warden. Periodic inspections of these systems will be
conducted by the Chief Warden.

FIRE
CHAPTER 2
A. General. There always exists the possibility of a fire within the
EPA Waterside Mall Complex or the commercial mall area. A fire in
either of these areas could severely affect the health and safety of
all EPA employees. In a situation of this type, rapid and orderly
evacuation is of the highest necessity.
B. Action Personnel.

C. Fire Alarm System. The fire alarm system of the Waterside Mall
Complex is divided into three zones, i.e., East lower, West Tower, and
Mall. These zones are separate from each other and operate independently.
D. Procedures.
1. Reporting - Fire alarm boxes are located on corridor walls of each
floor of every EPA building in the Waterside Mall Complex. Employees
should know the location of the alarm box nearest their office. In the
event of a fire, the employee should activate an alarm box and notify
the EPA Security Office by telephone, if time permits.
2. Alarm - Gongs or large bells in conjunction with the emergency
public address system will be used to notify employees and visitors of
the emergency.
3. Actions - When the fire alarm sounds, Floor Wardens and Stairway
Monitors will take their assigned positions and carry out their re-
ponsibilities. Security Evacuation Monitors will be dispatched to
the affected zone.

a. The Director, Security and Inspection Division, along with his
staff, will respond to the emergency to begin coordinating the evacua-
tion effort. A security officer will be sent to the guard control to
make appropriate notification to police and fire units. This security
officer will oversee the operation of a central public address system.
All available uniformed guards will be dispatched to the evacuation
zone to assist as directed by the Director, Security and Inspection
Division or his representative.
The Director, Security and Inspection Division will be responsible
for keeping appropriate agency officials notified of the situation.
b. The EPA Health Unit will be notified by the Security Office
to render assistance at the evacuation zone.
c. Outside media people will be handled through the EPA Public
Awareness Office.
d. The Director, Security and Inspection Division or his repre-
sentative, after consulting with fire and police officials, may
authorize employees to reenter the evacuated zone.
e. Elevators will normally not be used for evacuation purposes.
However, when a knowledgeable and authorized person determines that
it is safe to use the elevators, they may be used to evacuate handi-
capped persons. The location of the fire is a predominate factor in
making this decision. For instance, elevators remote from the fire
area may be safe to use. Normally the decision regarding the safety
of an elevator during a fire emeregency should be made by the
responding fire department and the elevator manually operated by its
personnel.

BOMB THREATS
CHAPTER 3
A. General. Bomb threat contingency plans are essential in today's
environment. Although most bcmb threats are false, it is necessary
to have the capability to evaluate threats and to assess the need to
evacuate. Bomb threats, whether real or not, can cause panic where
employees, particularly handicapped employees, can be harmed or
injured in reacting to the situations. These plans are to assist
employes in the event an orderly evacuation is necessary.

C. Area Designation. This plan is applicable to EPA Headquarters
at Waterside Mall. The Headquarters complex is divided into three
subdivisions; the East Tower, West Tower, and the Mall. These three
subdivisions - are the finite dividing lines in any bomb threat opera-
tion. In considering the mall, the commercial shopping center will
also be included and the Security and Inspection Division will work
in coordination with Town Center Management.
D. Procedures
1. Upon the receipt of a reported bomb threat within the Headquarters
complex, the Director, Security and Inspection Division or the Senior
Security official present must initiate a series of actions based on
the context of the bcmb threat.
2. Tne Senior Security Official present at the time of any bomb
threat will be responsible for notifying and keeping informed appro-
priate agency officials. These officials should be kept informed of
changes in the situation in the event an evacuation order is required.

3. The EPA Administrator or his designee will make the decision to
order an evacuation of part or all of the EPA Waterside Mall complex.
4. Depending on the situation, a Security Team may be dispatched to
the area. The team leader should have the capability of telephone and
radio communications with the Guard Control Center. Extreme care
must be taken in the use of a radio in an alleged bomb location; a
radio signal could trigger a real bomb. The team will make a thor-
ough search of the suspected bomb location. Measures are to be taken
not to alarm employees any more than is required by the search. Sus-
picious objects will not be physically inspected by the search team, but
identified for the U. S. Army (EOD) or police bomb squad people.
5. If the need to evacuate employees is determined, the finite Head-
quarters subdivision affected would normally be evacuated first. The
fire alarm would be activated and verbal instructions would be broad-
cast on the public address system from the guard control center or the
Security and Inspection Division. A team would be assigned to ensure
the safe evacuation of all handicapped employees in the area. Pro-
cedures outlined in the emergency evacuation plan are to be used in
this operation. Security officers along with uniformed security
guards will assist in crowd control outside of the evacuation zone.
6. The Health Unit will be present to assist any injured employees
or visitors from the building or area being cleared.
7. The MPD bomb search dog team cannot be used unless the alleged
bomb location is cleared of extraneous personnel and sealed off during
a search operation. The use of this dog team will entail the need
for an evacuation of the entire affected zone. Instruction on the
use of search dogs and the extent of evacuation will be based
on advice by MPD.
8. News .media people will be handled as outlined in the emergency
evacuation plan. Security and Inspection Division personnel are not
to release information concerning the incident on their own volition.
9. For bomb threats received after normal duty hours - past 4:00 p.m. -
the guard control center will notify GSA police immediately. Evacuation
procedures remain in effect the same as during normal duty hours.
10. The order to reenter will be the same as in the emergency evacua-
tion plan.
E. EPA Bomb Data Information Card. All agency telephones with num-
bers listed in the public telephone directory should have a copy of
EPA Form 1480-36 "EPA Bomb Data Information" readily available near

the telephone. This form outlines pertinent Information to look
for when an employee receives a bomb threat call. (See Chapter 3,
Appendix A.)
F. Training. All Security and Inspection Division personnel will
receive periodic training on bomb threats and procedures in conducting
searches. The U.S. Army 6 7th (EOD) will give the training on request.

HOSTAGE CONTINGENCY
CHAPTER 4
A. Purpose. Tne purpose of this plan is to set up contingency pro-
cedures for Security Branch Personnel in the event of a hostage situ-
ation at EPA Headquarters.
B. Action Personnel
1. Director, Security and Inspection Division
2. Chief, Security Branch

4. Wackenhut Guard Force
5. GSA Police and MPD
C. Procedures
1. If a report of a hostage situation is received at the Security
Office, the Chief of the Security Branch will dispatch two Security
Officers and the Captain of the Wackenhut Guards to the scene, and will
concurrently notify the Director, Security and Inspection Division.
The Security Officers are to confirm the report. One of the Security
Officers will carry a hand radio to relay information to the Security
Control Center. Tne radio is not to be used in the presence of the
hostage scene.
2. Upon verification of the hostage incident, the Security Officer will
make a rapid initial evaluation of the situation. He will irmiediately
report back to the Chief, Security Branch with all known details to
include:
a. Location of Incident
b. Any Weapons Seen
c. Number of Persons Involved
d. Description of Individual(s)
e. General Evaluation of Situation
The Chief, Security Branch will dispatch Security Officers and uniformed
guards to the scene as required, and notify the GSA Police and MPD.

Ihe Director, Security and Inspection Division will make appropriate
notification of the incident to Agency officials. Ihe Captain of the
Wackenhut guards will render any assistance as required by the situation
in consultation with the Security Officer.
3. Ihe Senior EPA Security Qffical at the scene shall assume leader-
ship of the Security Force. He will be responsible for evacuating and
insuring the safety of any employee in the immediate locale. The uni-
formed guards will block off all approaches to the hostage area and
insure that no unauthorized persons pass through. The area surround-
ing the incident is to be isolated as rapidly as possible.
4. The Chief, Security Branch will dispatch an EPA U.S. Marshal to the
EPA Administrator's Office. The Marshal is to provide security for the
Administrator. He will be armed and have a radio to maintain communi-
cation with the senior EPA Security Offical at the hostage scene. A
uniformed guard will be assigned to support the U. S. Marshal in his
mission.
5. A Security Officer will be assigned to meet GSA Police and MPD
Officers at the appropriate entrance to act as a guide. The senior EPA
Security Official will brief the senior Police Officials at the site of
the hostage incident. Once the GSA Police or the MPD arrive, they will
take over the situation and the EPA Security Force will work in cooper-
ation with the police.
6. The EPA Health Unit will be put on an alert status to provide
first aid in the event of injury to any individual(s).
7. The Director, Security and Inspection Division will keep the EPA
Administrator advised of the situation and direct overall EPA Security
Force Personnel. All Division personnel will be on an alert status
to provide support as needed. The Security and Inspection Division
Offices - Room 2806 - will serve as the Security Control Center
during the duration of the incident.
8. The Director, EPA Office of Public Awareness will be the only one
responsible for releasing information to the news media. The Director,
Security and Inspection will clear all information from Security and
Inspection Division personnel before it is referred to the Office
of Public Awareness. Security Personnel are not to release information
concerning the incident on their own volition.

EXPLOSIONS
CHAPTER 5
A. General. Within the confines of the EPA Headquarters Waterside
Mall Complex, there exists the possibility of an explosion. Whether
accidental or Intentional, an occurence of this type usually happens
unexpectedly or with very little warning. Although the possibility
of such an occurence is generally remote, plans must be developed to
ensure the safety of all employees and the imnediate treatment of any
injured.
B. Action Personnel

C. Procedures
1. Upon the report of an explosion within the EPA Waterside Mall com-
plex, the Director, Security and Inspection Divison or the Senior
Security Official present will immediately respond to the scene.
Security and Inspection Division personnel will go to their appropriate
fire evacuation stations. At the scene of the explosion, a rapid assess-
ment of any damage or injuries is made. On orders of the Senior Security
Official at the scene, a Security Officer in the guard control center
will make immediate telephonic notifications to police and fire units.
2. The uniformed guard force will be used to seal off the explosion
area from employees and visitors. This is to ensure employee safety
and minimize confusion. Tney will assist as needed after the arrival
of police and fire units.
3. Tne EPA Health Unit shall be notified immediately to assist in
rendering first aid to any injured personnel. The Health Unit should
stand by the explosion scene to assist rescue and ambulance units as
needed.

4. In the event an evacuation is deemed necessary, procedures used in
building fire evacuations are to be used. The EPA Administrator or
designee will make the decision to order an evacuation of part or all
of the EPA Waterside Mall. He will be kept advised of the situation at
the explosion site by the Director, Security and Inspection Division,
or the Senior Security Qffical present.
5. All Security and Inspection personnel will render any and all
assistance required by the emergency.
6. Standard news release practices are in efffect for an occurence
of this type.

CIVIL DEMONSTRATIONS
CHAPTER 6
A. General. Tne purpose of this plan is to outline an orderly pro-
cedure in the event of civil demonstrations directed against the
EPA Waterside Mall Complex, and concurrently provide for the protection
of Government personnel and property with the minimum disruption to the
conduct of Agency business.
B. Action Personnel
1. Director, Security and Inspection Division

3. All Personnel, Security and Inspection Division

C. Procedures
1. In the event it becomes necessary to implement this plan, the
Director, Security and Inspection Division will be the overall coordin-
ator for all matters affecting Security.
2. During any civil demonstration access to the EPA buildings will be
permitted by a valid EPA I. D. card, EPA building pass, or other valid
U. S. Government photo I. D. Card. Official visitors must be escorted
by a representative from the office to be visited. Access to the build-
ing will be under strict control during the incident.
3. Individuals involved in the demonstration will not generally be
allowed access. A representative group of demonstrators may be admitted
to the complex, but only with prior approval of the Administrator or his
designee. This group will be escorted at all times by members of
the Security and Inspection Division.
4. An EPA U.S. Marshal will be assigned to the protective detail for
the EPA Administrator or Deputy Administrator or both, depending upon
the situation. They will remain on duty for the duration of the incident.

5. Additional members of the uniformed guard force will be assigned
to the building entrance(s) area closest to any demonstration. Ihey
are to assist as needed and are under the direction of the Director,
Security and Inspection Division.
6. MPD and FPS will be notified immediately of the demonstration and
requested to assist. These police organizations will handle the situation
outside the confines of the buildings. The Director, Security and
Inspection Division will assist the police as needed.
7. The EPA Health Unit will be put on notice to render any assistance.
8. Normally the building will not be evacuated should a demonstration
occur. However, in the event it becomes necessary to evacuate the build-
ing during normal business hours or to provide assistance to employees,
the Director, Security and Inspection Division will determine the
safest routes and method of notifying employees. Avoidance of employee-
demonstrator confrontation will be a prime consideration in determining
evacuation routes.
9. In all matters pertaining to news media representatives, the Director,
Office of PLublic Awareness, will be the only one responsible for releasing
information. Security personnel are not to release information concerning
the incident on their own volition.
