   SIGNATURE IN EARLY JULY.

o  A WORKSHOP WAS HELD FOR REGIONAL OFFICES ON HOW TO  IMPLEMENT
   THE SCHEDULE IN THE AGREEMENT.  THE KEY DATES IN THE  SCHEDULE
   FOR STATES WITH LEAD PROBLEMS ARE:

   -  AUGUST 1, 1983:  STATES SUBMIT SIPs TO EPA.
   -  JANUARY 3, 1984:  EPA PROPOSES APPROVAL OR DISAPPROVAL.
   -  AUGUST 1, 1984:  EPA GIVES FINAL APPROVAL OR DISAPPROVAL.

o  THE SCHEDULE FOR STATES WITHOUT LEAD PROBLEMS IS SIMILAR  BUT
   DELAYED BY SIX MONTHS.

o  THE AGREEMENT REQUIRES THAT EPA MUST PROMULGATE FEDERAL LEAD PLANS

   ACCEPTABLE COMPLIANCE SCHEDULES.

o  THE NUMBER OF SIGNIFICANT VIOLATORS  IS CONTINUING TO INCREASE;

   HAS SLOWED AND TARGETS ARE BEING REVISED DOWNWARD DUB TO A CHANGE
   IN OBLIGATION AUTHORITY (SEE BELOW).  DURING THIRD QUARTER, $16.7
   MILLION WAS OBLIGATED FOR REMEDIAL ACTIVITIES.  THIS BRINGS THE
   CUMULATIVE AMOUNT OF FY 83 REMEDIAL FUNDS OBLIGATED TO $35 MILLION.
   OF THE $16.7 MILLION:

   -  $7.0 MILLION WAS OBLIGATED FOR (RI/FS) AT 12 NEW SITES, BRINGING
