                     Fourth Quarter FY 1985 Report

                                PREFACE
This quarterly report reviews Agency progress in meeting its priority
program commitments.  The report is a major component of the Agency
Strategic Planning and Management System (SPMS).  SPMS provides a
process for the Agency to identify national goals and priorities,
issue timely guidance to the field, identify measures of success and
track progress against them.  Each guarter the Office of Management
Systems and Evaluation publishes the report using information provided
by Headquarters,  regional offices and state agencies.  The Office of
Compliance Analysis and Program Operations is responsible for the
enforcement sections of this report.

We gratefully acknowledge the assistance and cooperation of the many
people throughout the environmental protection management network who
have made timely production of this report possible.

o  REGIONS PROCESSED 96% OF THE FY 1985 SIPs ON TIME.

o  REGIONS IMPROVED PERFORMANCE ON BOTH NSPS/NESHAPS DELEGATION  AND NAMS/
   SLAM REPORTING  DURING FY 1985.

O  AN INCREASING SIP BACKLOG IS OCCURING  IN HQ DUE LARGELY  TO  THE NUMBER
 '  OF UNRESOLVED PROGRAM AND POLICY ISSUES.

o  OAR COMPLETED A LARGE NUMBER OF ATS  (24) ITEMS IN FY 1985,  INCLUDING
   MANY LISTING DECISIONS (11, WITH 6  MORE IN OCTOBER).

o  INSPECTION  FREQUENCY RATES HAVE CONTINUED TO DECLINE.

O  THE REGIONS COLLECTIVELY MET THEIR  END OF YEAR TARGET  FOR ADDRESSING

o  ADMINISTRATIVE  ENFORCEMENT ACTIVITY REMAINED STRONG IN THE  FOURTH

    STATE  (MO)  MADE ITS SUBMITTAL  ON TIME AND THREE  STATE SUBMITTALS
    ARE IN VARIOUS STAGES OF PREPARATION.  REGARDING [THE OTHER PLAN
    REGION I IS WITHHOLDING $30,000 IN GRANT MONEY  FROM CONNECTICUT
    FOR NOT  COMPLETING 11 RACT DETERMINATIONS FOR NONnCTG SOURCES
    WHICH WERE DUE IN THIRD QUARTER.

LEAD SIPs

 -  THERE WERE ORIGINALLY 35 LEAD  SIP ACTIONS REQUIRED AS A RESULT  OF
    THE THE  NRDC SUIT.  27 OF  THOSE ACTIONS HAVE BEEN COMPLETED
    INCLUDING  5 IN THE FOURTH  QUARTER.

 -  8 ACTIONS  REMAIN OPEN AND  HAVE THE FOLLOWING STATUS:

    — 2 HAVE  NOT HAD COMMITMENT SCHEDULES NEGOTIATED WITH NRDC.
    — 6 ARE BEHIND SCHEDULE.

    IN THE THIRD QUARTER OAR REPORTED THAT NRDC  WAS  SATISFIED WITH
    EPA EFFORTS.  NRDC IS NOW  INDICATING A DESIRE TO MOVE AHEAD AND
    HAS ASKED  EPA TO SUBMIT SCHEDULES FOR PROPOSING  AND ADOPTING A
    PIP FOR  EACH AREA.  THESE  ACTIONS INVOLVE DIFFICULT ISSUES
    RELATING TO PLANT CLOSURES, AMBIENT AIR CONSIDERATIONS AND
    ECONOMIC FEASIBILITY.
