                     FOURTH QUARTER FY 1987 REPORT



                                PREFACE
     This quarterly report reviews Agency progress in meeting its
priority program commitments.  The report is a major component of the
Agency Strategic Planning and Management System (SPMS).   SPMS provides
a process for the Agency to identify national goals and priorities,
issue timely guidance to the field, identify measures of success and
track progress against them.  Each quarter the Office of Management
Systems and Evaluation (OMSE) publishes the report using information
provided by Headquarters, Regional Offices, and State agencies.  The
Office of Compliance Analysis and Program Operations is responsible for
the enforcement section of this report.

     We gratefully acknowledge the assistance and cooperation of the
many people through the environmental protection management network who
have made timely production of this report possible.

                       FOURTH QUARTER HIGHLIGHTS

o  OAR HAS REPORTED THREE YEARS OF OZONE MONITORING DATA FOR 37 AREAS
   WITH HIGH DESIGN VALUES.  CURRENT DATA SHOWS A NUMBER OF REDUCTIONS
   IN DESIGN VALUES AND EXPECTED EXCEEDANCES.

o  OAR AND STATES HAVE COMBINED EFFORTS TO MEASURE THE RADON PROBLEM
   ACROSS THE COUNTRY AND TO EDUCATE THE PUBLIC ABOUT RADON'S RISKS AND
   MITIGATION.

o  FOR SIP ACTIONS WHICH REGIONS AND HQ HAVE DESIGNATED AS HIGH
   PRIORITY, 324, OR 70%, OF 470 TARGET DATES WERE MET IN FY 1987.

O  FOR SIP PROCESSING, THE REGIONS ARE MAINTAINING CONTROL OVER AN
   INCREASING VOLUME OF SIP ACTIONS.  AT HEADQUARTERS THE NUMBER OF
   OVERDUE SIPS INCREASED TO 161 COMPARED TO 69 A YEAR AGO.

o  STATES AND AGENCIES ESTABLISHED 57 "ADEQUATE" MULTI-YEAR PLANS FOR
   DEVELOPING AIR TOXICS PROGRAMS.  OAR REPORTS THAT PLAN
   IMPLEMENTATION WILL BE THE FY 88 FOCUS OF THE MYDP PROGRAM.

O  THE REGIONS COLLECTIVELY EXCEEDED THEIR END OF YEAR TARGETS FOR
   ADDRESSING SIGNIFICANT VIOLATORS.  THE REGIONS IDENTIFIED 586 NEW
   SIGNIFICANT VIOLATORS DURING FY 1987; 138 WERE RETURNED TO
   COMPLIANCE AND 49 WERE PLACED ON AN ACCEPTABLE SCHEDULE.

o  OAR TRACKS ESTABLISHMENT OF PM10 MONITORING SITES.  REGIONS HAVE
   MONITORS OPERATING AT 81% OF URBAN AREAS (90% OF FY 87 TARGET) AND
   AT 32% OF GROUP I AND GROUP II AREAS (85% OF FY 87 TARGET). THE
   TARGETS HAVE BEEN DELAYED UNTIL JANUARY 1988 FOR SUBMITTAL OF
   MONITORING NETWORK DESCRIPTIONS BY STATES.

o  FOUR NEW ANTITAMPERING PROGRAMS IN FY 87 BROUGHT THE NATIONAL TOTAL
   OF OPERATING PROGRAMS TO 36.  REGIONS FELL SHORT OF TARGETS IN THE
   ANTITAMPERING AND INSPECTION AND .MAINTENANCE PROGRAMS.

o  FEWER AREAS ARE OUT OF ATTAINMENT OF THE NATIONAL AMBIENT AIR
   QUALITY STANDARD FOR OZONE NOW THAN IN 1984.  A RECENT EPA PRESS
   RELEASE ATTRIBUTES MUCH OF THE OZONE PROBLEM TO ABOUT .60
   METROPOLITAN AREAS WITH OZONE DESIGN VALUES ABOVE 0.12.

o  TO TRACK PROGRESS IN THE WORST AREAS, SPMS BEGAN TO TRACK A UNIVERSE
   OF AREAS WITH DESIGN VALUES ABOVE 0.15.  OAR HAS REPORTED DESIGN
   VALUES AND EXCEEDANCES DATA FOR THESE AREAS, FOR THREE PERIODS (82-
   84, 83-85 AND 84-86).  DESIGN VALUES INDICATE THE MAGNITUDE OF THE
   AIR QUALITY PROBLEM IN AN AREA; EXPECTED EXCEEDANCES DESCRIBE THE
   NUMBER OF DAYS THE AIR STANDARD IS VIOLATED.

   — A REVIEW OF THE THREE-YEAR MONITORING DATA SHOWS THAT THE DESIGN
      VALUES AND EXPECTED EXCEEDANCES HAVE DECREASED.  THE TREND HAS
      ARISEN PARTLY BECAUSE IN 1983, IN MANY AREAS OF THE COUNTRY,
      WEATHER CONDITIONS WERE MORE CONDUCIVE TO OZONE FORMATION THAN IN
      1984, 1985 OR 1986.  FURTHERMORE, OAR REPORTS THAT 1987 DATA WILL
      LIKELY SHOW HIGH LEVELS OF OZONE, AGAIN DUE LARGELY TO
      METEOROLOGICAL CONDITIONS.
   — SINCE TWO YEARS AGO, 27 SITES HAVE HAD DESIGN VALUES FALL; 9
      INCREASED; AND ONE DID NOT CHANGE.  DESIGN VALUES DECREASED AN
      AVERAGE OF 0.013.  EXPECTED EXCEEDANCES FELL IN 26 AREAS,
      INCREASED IN 7 AND DID NOT CHANGE IN 4 AREAS.  AVERAGE DECREASE
      WAS 2.4 EXCEEDANCES.
   — TWO NEW AREAS WITH 0.15 DESIGN VALUES HAVE JOINED THE LIST.

   NETWORK AREAS.

   -  THE SUBMITTAL OF PM10 NETWORK DESCRIPTIONS BY THE STATES.
   -  THE ESTABLISHMENT OF OPERATING MONITORING SITES IN URBAN AREAS
      AND OTHER GROUP I AND GROUP II AREAS.

NETWORK DESCRIPTIONS

o  OAR AND THE REGIONS ORIGINALLY TARGETED STATES TO SUBMIT NAMS AND

   AREAS, OR 90% OF TARGET, HAD A SITE OPERATING COMPARED TO A TARGET
   OF 133.
   -  REGIONS I, III, VI, VII, VIII AND IX MET THEIR TARGET.

o  IN EARLY FY 1987, OAR HAD IDENTIFIED A TOTAL OF 207 GROUP I AND
   GROUP II AREAS WHICH NEEDED AN OPERATING PM10 MONITOR (MINIMUM OF
   ONE).  REGIONS MET 85% OF THEIR TARGET AND HAVE MONITORS OPERATING
   AT 32% OF THE GROUP I AND GROUP II SITES.

o  REGIONS COMMITTED TO HAVING 79 AREAS WITH SITES OPERATING BY THE
   FOURTH QUARTER.  REGIONS REPORT 33 GROUP I AREAS (TARGET OF 25) AND

                  AIR TOXICS MULTI-YEAR DEVELOPMENT PLANS

O  THE MAJOR FOCUS IN FY 1987 HAS BEEN ON THE DEVELOPMENT AND SUBMITTAL
   OF "ADEQUATE" MULTI-YEAR DEVELOPMENT PLANS BY THE STATES AND MAJOR
   INDEPENDENT LOCAL AGENCIES.  OAR HAS BEEN EVALUATING THE SUBMITTED
   PLANS FOR ADEQUACY, AND THE REGIONS ARE NEGOTIATING WITH THE STATE
   AND LOCAL AGENCIES WHERE THERE ARE PROBLEMS.

O  DURING THE FOURTH QUARTER OAR REPORTED THAT THEY AND THE REGIONS
   WERE IN AGREEMENT THAT 57 PLANS WERE ADEQUATE EXCEEDING THE FOURTH
   QUARTER TARGET FOR 48 ADEQUATE PLANS.

o  THE ESTABLISHMENT OF A MYDP HAS A MOVING GOAL (CONTINUING
   IMPROVEMENT OF AN EXISTING AIR TOXICS PROGRAM).   THEREFORE ONCE A
   STATE OR LOCAL AGENCY SUBMITS A PLAN WHICH EPA FINDS "ADEQUATE" AND
   PROCEEDS WITH IMPLEMENTATION OF A PROGRAM, THE AGENCY WILL REVISE
   THE MYDP ANNUALLY TO REFLECT ITS CONTINUING GROWTH.  THE CRITERIA
   FOR "ADEQUATE" CHANGES AS THE PROGRAM PROGRESSES.

        NATIONAL ACID PRECIPITATION ASSESSMENT PROGRAM

OAR REPORTS THAT THE DATABASE OF 1985 EMISSIONS RELATED TO ACID
PRECIPITATION WAS COMPLETED IN FOURTH QUARTER OF FY  1987.  THE
DATA WILL BE USED FOR ATMOSPHERIC RESEARCH AND FOR SETTING OF
BASELINES FOR CURRENT AND FUTURE EMISSIONS.  THE DATABASE HAS TWO
PARTS:  EMISSIONS BY POINT SOURCES AND EMISSIONS BY  AREA SOURCES.

REGIONS AND STATES SUBMITTED DATA TO OAR, WHICH CHECKED THE DATA
FOR QUALITY AND COMPLETENESS.  THESE EMISSIONS DATA  COMPLEMENT
DATA COLLECTED ABOUT 1980 EMISSIONS.
             DELEGATION OF NSPS. NESHAPs AND PSD

OVER THE LAST SEVERAL YEARS THE NATIONAL RATES FOR NSPS AND NESHAP
DELEGATIONS HAVE REMAINED FAIRLY CONSTANT AT 92% AND 95%.
REGIONS V, VI AND IX HAVE 100% DELEGATION FOR NSPSs, AND
REGIONS IV, V, VI AND IX HAVE 100% DELEGATION FOR NESHAPs.

IN FY 1987 THE REGIONS TARGETED 115 NEW NSPS AND 30 NEW NESHAP
DELEGATIONS.  THE REGIONS ACCOMPLISHED 119 NSPS AND 36 NESHAP
DELEGATIONS FOR 103% AND 120% OF TARGET, RESPECTIVELY.  ALL BUT
ONE REGION MET OR EXCEEDED ITS TARGET.

IN FY 1987, EPA AND STATES HAVE WORKED TO IDENTIFY THE EXTENT OF THE

RADON PROBLEM, TO PROVIDE INFORMATION TO AFFECTED PARTIES AND TO ASSESS

THE RESOURCES IN PLACE FOR MITIGATION.


SURVEYING THE PROBLEM

O    RESULTS FROM COOPERATIVE SURVEYS BETWEEN EPA AND STATES IN TEN
     STATES SHOWED ELEVATED RADON LEVELS IN 21% OF 11,600 HOMES.  IN
     1987, SEVERAL OTHER STATES AND LOCALITIES CONDUCTED INDEPENDENT
     SURVEYS; FOR EXAMPLE, SURVEYS IN FOUR STATES FOUND ELEVATED RADON
     LEVELS IN 33% OF 7,746 HOMES AND STRUCTURES.

o    FOUR PICOCURIES OF RADIATION PER LITER OF AIR (4pCi/L) IS THE
     LEVEL AT WHICH EPA RECOMMENDS THAT REMEDIES SHOULD BE CONSIDERED.
     THE HIGHEST VALUES IN EACH OF THE TEN EPA-STUDIED STATES RANGED
     FROM 80 pCi/L TO 180 pCi/L.  THE INDEPENDENT STUDIES FOUND HIGHEST
     LEVELS FROM 43 pCi/L TO 246 pCi/L IN READING PRONG, NJ.

O    FOUR ADDITIONAL STATES WILL FINISH SURVEYS WITH EPA THIS WINTER.
     SEVEN STATES AND INDIAN LANDS IN REGION V WILL COOPERATE WITH EPA
     TO CONDUCT SURVEYS IN FY 1988.  SEVERAL OTHER STATES AND
     LOCALITIES HAVE BEGUN INDEPENDENT STUDIES OF WIDELY VARYING
     DESIGNS AND PURPOSES.

O    THE PRESENCE OF RADON GAS IN SCHOOLS AS WELL AS HOMES IS DRAWING
     ATTENTION.  VERMONT, NEW JERSEY, RHODE ISLAND AND OTHER STATES
     HAVE BEGUN TO ASSESS THIS PROBLEM.

MITIGATION
     STATES AND EPA HAVE VERY LITTLE  INFORMATION  ON  THE  NUMBER OF
     HOUSES WHERE HIGH RADON LEVELS HAVE  BEEN MITIGATED.   THE PROGRAM
     IS SEEKING WAYS TO DISCOVER RATES AND  PATTERNS  OF MITIGATION.

     ONLY LIMITED INFORMATION IS AVAILABLE  ABOUT  FOLLOW-UP ACTIONS
     TAKEN BY HOMEOWNERS WHO HAVE RECEIVED  HIGH SCREENING MEASUREMENTS,
     RADON PROBLEMS IN 70 HOMES IN NY, NJ,  VI, OH, TN AND THE SENECA
     INDIAN NATION ARE BEING MITIGATED THROUGH THE HOUSE EVALUATION
     PROGRAM.
INFORMATION DISTRIBUTION AND TRAINING

o    IN THE FOURTH QUARTER STATES RESPONDED TO THOUSANDS OF  PUBLIC
     INQUIRIES.  FOR EXAMPLE, NEW JERSEY IS RECEIVING APPROXIMATELY
     3000 CALLS PER MONTH, ILLINOIS OVER 500 CALLS PER MONTH,  VERMONT
     50.  ALL STATES PARTICIPATING IN THE FY 1987 EPA/STATE  RADON
     SURVEY RECEIVED MORE CALLS AFTER THE AUGUST PRESS RELEASE
     DESCRIBING THE RESULTS.

o    ALL BUT THREE STATES PROVIDE EPA LITERATURE ABOUT RADON TO
     INDIVIDUALS AND ORGANIZATIONS; APPROXIMATELY 280,000 COPIES OF THE
     MOST POPULAR "CITIZEN'S GUIDE" HAVE BEEN DISTRIBUTED.   EPA
     RELEASED THREE NEW RADON PAMPHLETS THIS QUARTER.

O    EPA EVALUATES DEVICES AND TECHNIQUES OF FIRMS WHICH PROVIDE
     MEASURING SERVICES.  BY THE END OF FY 1987, TESTS MADE  BY OVER 600
     FIRMS GAVE RESULTS WITHIN AN ACCEPTABLE RANGE OF ACCURACY.
     ALTHOUGH EVALUATION IS IN HIGH DEMAND, OAR STATES THAT  THIS
     PROGRAM LACKS FUNDING; 700 MORE COMPANIES HAVE EXPRESSED  INTEREST
     IN RECEIVING THE SERVICE OF MONEY IS AVAILABLE.

o    EPA GAVE NINE DIAGNOSIS AND MITIGATION TRAINING COURSES IN FY
     1987.  FIVE STATES PLAN TO USE THE VIDEO OF THIS COURSE FOR
     TRAINING THIS WINTER, AND MANY OTHER STATES ARE COPYING THE TAPE.

EPA AND THE STATES HAVE REISSUED NPDES PERMITS TO 2,440 MAJOR
MUNICIPALS, MORE THAN THE NUMBER OF PERMITS EXPIRED, OVER THE LAST
