United States Environmental Protection Agency Research and Development Risk Fteduction Engineering Laboratory Cincinnati, OH 45268 EPA/600/F-95/001 EPA New Report Available January 1995 Bibliography of Storm and Combined Sewer Pollution Control R&D Program Documents Compiled by Richard Field This report presents an update of an extensive chronological Bibliography of the Storm and Combined Sewer Pollu- tion Control Program comprising ap- proximately 350 references of research projects performed over a 30-yr period, beginning in the mid-1960s. As controls to reduce water pollution from traditional point sources were implemented, it became more evident that diffuse sources of pollutants, in- cluding discharges from separate storm- drainage systems and combined sewer overflows (CSO), are major causes of water quality problems. In response to this situation, Congress required the U.S. Environmental Protection Agency (EPA), by adding Section 402(p) to the Clean Water Act (CWA) in 1987, to regulate stormwater discharges by es- tablishing comprehensive programs for permit applications, guidance, and management and treatment require- ments. In addition, Section 319 was added to the CWA requiring states to develop nonpoint source assessment and management programs. The EPA has also recently implemented a "Na- tional CSO Control Strategy," and "Nine Minimum Controls" to ensure that CSO meet the technology and water quality- based requirements of the CWA. The Bibliography citations are handy references forthe user community faced with the challenges to combat urban wet-weather water pollution. They cover a range of engineering requirements, from pollution problem assessment and associated tools, to management and control, planning and design.
