 Vehicle  Emission  Inventory

  EPA's Joint Emission Inventory
Oversight Group is initiating  research
projects with the goal of better quanti-
fying air pollution emissions in both
current and future years.  Highway ve-
hicles have been found to be important
contributors to organic, oxides of ni-
trogen, and carbon monoxide emis-
sions as well  as some hazardous air
pollutants,  despite the significant
emission reductions that have already
been achieved on a per vehicle basis.
Therefore, EPA is actively investigat-
ing research opportunities to improve
the state-of-the-art in estimating high-
way vehicle emissions.  This project
was an effort to solicit  research ideas
from outside EPA using  a workshop
forum.
  This Project Summary was developed
by EPA's Air and Energy Engineering
Research Laboratory,  Research  Tri-
angle Park, NC, to announce  key find-
Ings of the research project that is fully
documented in a separate report of the
same title (see Project Report ordering
information at back).

Introduction
  The proceedings summarize  the high-
way vehicle emission inventory research
recommendations made by non-EPA per-
sonnel with varied backgrounds in trans-
portation related air quality issues. These
recommendations were compiled from two
workshops on highway vehicle emission
inventories. The first workshop was held
in Washington, DC on July  19 and 20,
1990.  The second workshop was held in
Sacramento, CA, on August 21, 1990.

Conclusions
  According to the 20 participants at the
two workshops, highway vehicle emissions
represent an area where many fruitful re-
search projects could be initiated.   This
project resulted in 25 specific highway ve-
hicle research recommendations.  These
recommendations have been  sorted into
four categories: (1) characterizing per ve-
hicle emissions, (2) how vehicles are being
used,  (3)  coordinating  emissions  and
transportation  models, and (4) summary
issues, or projects that examine the other
three issues in aggregate.
  A major theme at both workshops was
the need to independently verify emission
estimates and  design the validation/verifi-
cation methods so that they parallel emis-
sion inventory efforts.
