Proceedings: 1991
International Conference on
Municipal Waste Combustion
Theodore G. Brna
The three volumes document 82 pre-
sentations by authors from 15 coun-
tries at the Second International Con-
ference on Municipal Solid Waste Com-
bustion (MWC) in Tampa, Florida, April
16-19, 1991. The Conference fostered
the exchange of current information on
research concerning MWC, ash dis-
posal and treatment, and flue gas clean-
ing as well as unit operating experi-
ence, regulatory developments, and
plant siting considerations. Topics dis-
cussed included overviews on MWC
from Canada, Europe, and the U.S.;
MWC processes; dry/wet flue gas clean-
ing developments and operating expe-
rience; ash characterization, treatment,
utilization, and disposal; chlorinated di-
oxin/furan control; environmental com-
pliance; health risk; quality control/as-
surance; municipal waste management;
mercury emission control; sampling
and analysis; economic and social is-
sues; and regulatory effects.
This Project Summary was developed
by EPA's Air and Energy Engineering
Research Laboratory, Research Tri-
angle Park, NC, to announce key find-
ings of the research project that is fully
documented in a separate report of the
same title (see Project Report ordering
information at back).
Overview
The Second International Conference
on Municipal Waste Combustion (MWC)
was held in Tampa, Florida, April 16-19,
1991, under the sponsorship of the U.S.
Environmental Protection Agency and the
Air and Waste Management Association
and with the participation of the American
Society of Mechanical Engineers and En-
vironment Canada. The Conference fos-
tered the exchange of current information
on research concerning MWC, ash dis-
posal and treatment, and flue gas clean-
ing as well as unit operating experience,
regulatory developments, and plant siting
considerations. Topics discussed included
overviews on MWC from Canada, Europe,
and the U.S.; MWC processes; dry/wet
flue gas cleaning developments and oper-
ating experience; ash characterization,
treatment, utilization, and disposal; chlori-
nated dioxin/furan control; environmental
compliance; health risk; quality control/as-
surance; municipal waste management;
mercury emission control; sampling and
analysis; economic and social issues; and
regulatory effects.
Authors from 15 countries contributed
to the 82 presentations made during three
parallel sessions. The opening plenary
session included the keynote address and
was followed by overviews from the Ca-
nadian, European, and U.S. perspectives.
While not reported, panelists discussed
U.S. environmental compliance require-
ments and their impact on MWC plant
operation in one plenary session and the
international outlook for environmental
regulation in the concluding plenary ses-
sion.
The proceedings are compiled in three
volumes, with papers on combustion, ash,
and flue gas cleaning grouped separately
in different volumes. To complete each
volume, papers on closely related topics
have been included where possible sub-
ject to limiting each volume to approxi-
mately the same number of papers. The
contents of each volume are referred to
the conference sessions as listed below.
