This two-day seminar is sponsored by the U.S.
Environmental Protection Agency, Office of Research
 and Development, Risk Reduction Engineering
 Laboratory (RREL), the Environmental Industry
Associations (ElA), the Solid Waste Association of
North America (SWANA), the National Renewable
Energy .Research Laboratory (NREL), and the Dela-
ware Solid Waste Authority (DSWA) in cooperation
with the Center for Environmental Research Informa-
 tion.

 Background and Purpose

Research into the use of the municipal solid waste
landfill as a bioreactor has been conducted for over
twenty years. The research has progressed from
laboratory-scale reactors to pilot-scale lysimeters to
recent full-scale demonstration of landfill bioreactor
technology. Studies have shown that bioreactor
 operation (most frequently involving leachate
recirculation) provides an opportunity to control waste
 decomposition within the landfill environment,
minimizing long-term risk to human health and the
 environment.

The goal of this seminar is to provide an opportunity for
information exchange regarding the state-of-the-art of
landfill bioreactor technology and the future direction of
the operation of the landfill as an engineered treatment
unit. This seminar will provide an overview of
experiences and challenges in landfill bioreactor
design and operation, with papers that address the
 following:
  - Historical and future perspectives of the develop-
     ment of the bioreactor landfill
  - Regulatory perspective from both federal and
     state regulators
  - Engineering design issues related to leachate and
     gas management, instrumentation and monitoring,
    containment, and closure
  - Operational issues related to leachate and gas
management, daily operations, and long-term care
   - International perspective

Participants will be transported to the Delaware Solid
Waste Authority Sandtown Landfill and Test Cells on
the second day of the seminar to visit landfill bioreactor
 demonstration sites.

The seminar will be useful to landfill designers,
 regulators, operators, owners, and researchers.
Participants will include federal, state, and local
environmental agency personnel; university profes-
sors, researchers and students; private sector person-
nel including industry representatives, landfill owners,
and consultants; and other interested persons.
Speakers wiH'include federal and state environmental
 agency personnel, university researchers, and
 environmental consultants.
