Purpose Air emissions from hazardous waste management pose a threat to human health and the environment. The chemicals processed during waste management operations can volatilize into the /atmosphere and cause carcinogenic or other toxic effects or contribute to ozone formation. Regulations have been developed to control air emissions from these operations. The Environmental Protection Agency (EPA) has promul- gated standards under the authority of Section 3004 of the Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act (RCRA) that limit organic air emissions from v\aste management units at hazardous waste treatment, storage, and disposal facilities requiring a permit under Subtitle C of the RCRA. In June of 1990, EPA promulgated stan- dards for process vents and equipment leaks; addi- tional RCRA standards were promulgated on Decem- ber 6, 1994, (effective; December 6, 1995) to limit air emissions from tanks, surface impoundments, and other containers used in managing hazardous wastes. Implementation of air emission controls on many types of waste management operations are now required by these RCRA air rules. A major focus of this seminar will be on the technical aspects of implementing the control technologies required by the air rules for tanks, surface impoundments, and containers at an affected facility. Presentations and case studies will be used to examine the waste management sources of air emissions, application of alternative control technolo- gies and test methods, as well as the specific require- ments of the RCRA regulations. Speakers will include the developers of the regulations The sessions are open to interested individuals and should be of interest to regulatory agency personnel, waste management facility owners/operators, consulting engineers, and others concerned with air emissions from waste management activities.
