Audience
The primary audience for this manual is owners and operators of underground storage tank
(UST) systems, in particular anyone who performs or oversees the operation and
maintenance of UST systems that contain and dispense petroleum products.
Purpose
In this manual, EPA presents recommended inspection guidelines and best management
practices for sumps associated with underground storage tank systems. This manual will
help owners identify and inspect the sumps associated with their UST systems, including
equipment in the sumps; explain some simple steps owners can take to maintain their sumps
and the equipment in the sumps, as well as identify potential problems; and provide owners
with tips for fixing common problems before they cause a release of petroleum products to
the environment. The manual includes safety considerations; a general introduction to the
kinds of sumps; basic maintenance procedures for sumps and spill buckets; and a sump and
spill bucket inspection checklist.
Distribution
EPA sent one copy to each State UST Manager, State LUST Manager, and State Fund
Manager, as well as copies to U.S. EPA Regional UST Program Managers and their
Supervisors/Branch Chiefs and Division Directors. EPA also sent copies to various
organizations representing UST owners or service providers and other UST professionals.
