   The Emergency Planning and Community
   Right-to-Know Act became federal law in
1986. Also known as Title III of the Superfund
Amendments and Reauthorization Act, this law
deals with the public's right to know about toxic
chemicals present in a community and those
released into the local environment.
  The law contains far-reaching provisions that,
in effect, have created a new partnership among
governments at the federal,  state, and local level;
industry; environmental groups; and the general
public in planning for and responding to
chemical accidents.
  What It Means to You is a 15-minute videotape
that tells businesses  and community
members about actions they can take to learn
about chemicals in the community and steps
they can take to plan for the possibility of
chemical accidents. Viewers also learn how to
obtain information about any routine releases of
toxic chemicals that may take place.
  The videotape, produced by EPA, provides a
straightforward, non-technical introduction to
the law, outlining its far-reaching scope, and
touching on a number of key provisions that are
not yet widely known or used. The videotape
may be broadcast by local TV stations, used as
background for news programs, or shown in
schools, libraries, and town meetings.
   Accompanying each tape is a copy of the EPA
pamphlet, Chemicals In Your Community, which
contains a more detailed guide to provisions of
the law. Both pamphlet and tape tell where to
obtain additional information.
