How To Use . . .
This brochure is a guide to the procedures used by the Environmental Protection
Agency to evaluate and issue national approval of measurement methods to be used
in the regulatory programs administered by the Agency. The guide is designed to help
the user expeditiously identify the organization and individual within EPA to contact
to obtain timely review of a new method. Since regulatory programs are often known
by.different names (e.g., CERCLA, Superfund, Contract Laboratory Program), the user
should first refer to the Regulatory Program Index and the Table of Contents on the
inside of the back cover to identify the correct section of this brochure to refer to. Those
characteristics of the regulatory approval process that are common to a number of
programs are described in Appendix A. A glossary of abbreviations used in this
brochure is presented in Appendix B.

Appendix A
Regulatory Approval Process

1. Method and Federal Register Notice of Proposed
Rulemaking (NPRM) proposing that the Agencywill
approve the method is submitted to Agency Work
Group for technical review. The Work Group consists
of staff level experts representing a cross section of EPA
offices and laboratories.
2. After Work Group approval, Method and NPRM is
subm,ttedtoRegulatorySteeringCommittee.TheRegulatory
Steering Committee consists of representatives from each
tKAAss.stantAdministratorshipandistasked with reviewing
proposed actions for cross^edia impact and, where
necessary, resolving remaining issues.
3. After approval by Steering Committee, or through
Work Group closure, package is submitted for Red
Border review. Red Border is the formal mechanism by
which senior management (Assistant Administrators
and General Council) review and approve regulatory
packages before they are presented to the Administrator
They resolve issues not resolved at the Steering Committee
stage.
4. Prior to submittal to the Administrator, all proposed
regulations are submitted to the White House Office of
Management and Budget (OMB) for review.
5. After OMB approval, proposed regulation is sent to the
Administrator for approval.
6. Onceapproved, NPRM is published in Federal Register
with request for public comment.
7. After comment period, EPA evaluates comments
prepares final method and Federal Register notice, and
submits them to the Work Group.
8. Final Method and Notice of Promulgation (i.e., Notice
ot Rulemaking) are subjected to steps 2 through 5.
9. After the Notice is signed by the Administrator and the
Notice of Rulemaking is published in the Federal
Reg.ster, the Method becomes officially approved
