                             Introduction
     The purpose of the Core List of Environmental References is to identify key books,
reports, and documents for research in the areas of environmental protection,
management, and science. The Core List was developed by the Environmental
Protection Agency's Library Network for EPA librarians and information professionals,
State environmental librarians, and other individuals involved in building or managing
collections of environmental information resources.

     The Core List was compiled under the direction of Jonda Byrd, Library Network
Program Manager, by Mary Hoffman (contractor), Library Network Coordinator, with the
assistance and support of the EPA Library Network. The titles included on the list are
those used most frequently by librarians and their staffs working in Environmental
Protection Agency libraries in support of the Agency's mission.  The books and
documents contain information about conservation, pollution, environmental law,
atmospheric trends, water quality, alternative and renewable energy, waste
management, public policy, endangered species, and many other environmental
issues too numerous to mention.

     All of the books and documents included in this core list were in print at the time
the list was compiled. In fact, a number of titles were omitted from the list because they
were not readily available when the list was compiled. Most of the titles on the list were
published between 1985 and 1993, and some of them were published serially.

Using the Core List
                                                          i
     The Core List is divided into seventeen sections.  Most relate to environmental
topics such as "air" or "toxic waste." A few sections are composed of specific types of
documents such as directories and encyclopedias.  At the beginning of the Core List
there is a brief list of background documents that may be found in non-
environmental collections, but which are useful for researching regulatory or legislative
environmental information, and a table of the acronyms used throughout the List. At the
end of the Core List you will find a list of companies that publish or distribute
environmental information sources, and an index.

     Entries are arranged alphabetically within each section.  Each entry includes the
title, author or editor, publication date, publisher or distributor, and ordering information,
if it was available at the time the list was compiled.  The prices listed are the published
price estimates for the items at the time the list was compiled.  We recommend that all
prices be verified with the publisher or distributor.

     The entries marked with asterisks (* or * *) are the recommended and highly
recommended titles. The entries marked with one asterisk (*) were recommended by two of
the EPA librarians; those with two asterisks (* *) were recommended for the list by more than
two of the librarians.

Updating the Core List

     The EPA Library Network plans to update the Core List periodically, expanding it to
include annotations for the entries, and additional sections for items that can be categorized
under topics such as "Health Effects," "International Sources," and" Chemical Properties."
Currently the list includes selected entries that would fall into these categories, but there were
not enough of these titles to warrant the inclusion of separate sections at the time of
compilation.

     The Network also plans to identify key journals, CD-ROMs, and other key environmental
information sources for future editions of the Core List, or for supplementary volumes.

   final regulations having general
   applicability and legal effect that have

 Federal Regulatory Directory - contains
 comprehensive profiles of 13 of the
 largest Federal regulatory agencies,
 including the Environmental Protection
 Agency. Each profile includes information
 on the agency's history, powers and
 authority; personnel by function; relevant
 Congressional committees and legislation;
 and information sources within the
 agency.

Standard Industrial Classification
Manual - covers the  entire field of
economic activities and defines industries
in accordance with the composition and
structure of the economy. The Standard
Industrial Classification (SIC) is the
statistical classification standard

  Federal economic statistics classified
  by industry.

  U.S. Code Congressional and
  Administrative News - contains the full
  text of public laws, legislative histories,
  executive orders, presidential
  proclamations, administrative regulations,

  U.S. Government Manual - contains data
  about each government agency and its
  subdivisions. The names of officials,
  history of the creation of agencies and
  their functions, and addresses and phone
  numbers of field officers are included.
