Enclosed for your use is a revised Office of Air Quality
Planning and Standards fOAOPS) Directory of Information Services.
This directory is a summary of information services available
from OAQPS to help potential users determine what is available
and how to obtain it.
The OAQPS provides many types of information and technical
assistance to the U.S. Environmental Protection Agency (EPA)
Regional Offices, State and local agencies, consultants,
industry, and the general public. These include clearinghouses,
electronic bulletin boards, conferences, technical support
centers, reports and guidance documents, newsletters, and
training courses. We place a high priority on ensuring that
potential users are aware of the services we can provide. We
believe the enclosed directory is a significant step toward
accomplishing this effort.

PREFACE
The EPA Office of Air Quality Planning and Standards (OAQPS)
provides many types of information services to EPA Regional
Offices, State and local agencies, consultants, industry, and the
general public. The goal of this directory is to provide a brief
listing of these services so that users can more easily determine
what is available and how to obtain it.
A review of the table of contents should permit the reader to
quickly locate where needed information may be found. Information
is grouped into four major areas: pollutant/program services,
technical support services, administrative support services, and
compliance services. Each major area is further divided into sub-
categories. For example, the area of pollutant/program services
is subdivided into air toxics, new source review/prevention of
significant deterioration (NSR/PSD), etc.
Within each sub-category, line items describing information
services are categorized by the type of delivery mechanism used.
These include electronic bulletin boards, clearinghouses,
conferences, reports and other documents, newsletters, support
centers, workshops, and direct training such as classroom and
self-instructional courses. Each line item also contains a brief
description of the information available and the name and
telephone number of a contact person who will help you to obtain
it.
We plan to update this directory at least annually. Comments
and questions regarding it should be addressed to Bill Hamilton,

The XATEF is a data base management system developed for use on personal computers.
It contains crosswalk information consisting of pollutant/source association data
and air toxics emission factor information. The system is distributed on one 1.2
MB 5.25" diskette and is accompanied by a user's manual. The XATEF can also be
downloaded from the Clearinghouse for Inventories and Emission Factors (CHIEF) BBS
described elsewhere in this Directory.

This activity supports State and local programs that will be instituting private
sector training programs. The OAQPS support at this time is limited to single
copies of the course manual for reproduction by the State of local air pollution

A series of documents has been produced which provides information on how to locate
sources of, and estimate emissions from, various toxic air pollutants as well as
how to estimate emissions from several source categories of air toxics. The full

The purpose of the NSR Bulletin Board is to facilitate the timely transfer of up-
to-date NSR guidance and technical information within the NSR permitting community.
A user of the bulletin board may download or read the full text of recent NSR
policy and guidance material, view summaries of past guidance material, and solicit
or provide information to others in a given area of new source permitting.
The EPA has available a NSR Prevention of Significant Deterioration and
Nonattainment Area Guidance Notebook. The notebook is a compilation of EPA NSR
guidance material and is available to interested members of the public through the
Air and Waste Management Association.
The EPA has developed an updated draft version of its 1980 PSD Workshop Manual to
reflect current regulatory requirements and policy guidance. The updated training
material forms the basis for EPA NSR Workshops for State and local agencies and the
public.
The purpose of the Reasonably Available Control Technology/Best Available Control
Technology/Lowest Achievable Emission Rate (RACT/BACT/LAER) Clearinghouse is to
assist State and local air pollution control agencies in selecting RACT, BACT, or
LAER control levels in a nationally consistent manner. It provides information on
a case-by-case basis in order to promote communication, cooperation, and sharing of
control technology information among various agencies. Information is distributed
through the BACT/LAER Information System (BUS), which is a user-friendly computer
data base, and hard copy reports distributed periodically by EPA.

C. OPERATING PERMITS
A series of workshops will be held by EPA in FY 1992 to provide information on
EPA's operating permits program. EPA staff will review the operating permits
regulatory requirements at the workshops and will discuss these requirements with
the workshop participants. One series of workshops will be held for State and
local air pollution control agency personnel and another series will be held for
industry and general public participants.

This document contains model regulations covering 29 VOC categories that require
RACT to be applied pursuant to Title I of the Clean Air Act
EPA has begun development of control technology documents to assist State and local
agencies in the development of control strategies for attainment of the ozone
national ambient air quality standard. The documents. Control Technology
Guidelines (CTG's) and Available Control Technology documents (ACT'S), will provide
guidelines for the determination of Reasonably Available Control Technology for
various sources of volatile organic compounds.
The Ozone Design Value Study is required by Section 183 (g) of the 1990 Clean Air
Act Amendments. The study examines whether EPA's ozone design value methodology
provides a reasonable indicator of air quality. A report to Congress is required
by November 1993.
The Clean Air Act requires States to make corrections to certain volatile organic
compound (VOC) regulations contained in their ozone SIPs. The Blue Book describes
in detail the kinds of problems that currently exist in the VOC regulations as well
as the appropriate correction.
The VOC Policy Guidance System is available on the OAQPS Technology Transfer
Network BBS. It consists of various memoranda and other documents related to
implementing EPA policy related to volatile organic compounds.

In FY 1992, EPA will identify sources that may emit lead in quantities that
potentially violate the lead ambient air quality standard.
Several particulate matter nonattainment areas are located within farming
communities. Contacts have been established with the US Department of Agriculture
in order to utilize the Food Security Act's conservation compliance and reserve
provisions to support attainment of the PM-10 air quality standard.
In FY 1992, EPA will identify those sources of hazardous air pollutants that are
emitted as particles or condensibles and the sources of those emissions by Standard
Industrial Classification (SIC) code.

DESCRIPTION
The Lead Guideline is a document that contains an overview of current lead policy
and guidance that can be used for lead SIP development.
The PM-10 Guideline is a document that contains an overview of current PM-10 policy
and guidance that can be used for PM-10 SIP development.
The 1990 Clean Air Act Amendments require EPA to develop and issue guidance on
reasonably available and best available control technology for residential wood
combustion, prescribed burning, and fugitive dust. These documents will provide a
survey of effective emissions control practices for the source categories along
with methodologies for calculating costs and emission reduction potential on a
case- by- case basis.
In FY 1992, EPA will provide a database that will enable State and local air
pollution control agencies to identify areas where PM monitoring network reviews
are advisable, based on a concentration of industrial sources.
F. SULFUR DIOXIDE
The S02 Bulletin Board, which will be part of the more inclusive Management and
Accountability Process (MAPS) Bulletin Board which is described elsewhere in this
directory, will provide various information related to S02 SIP development. The S02
Bulletin Board will be operational in FY 1992.
The S02 Guideline is a document that contains an overview of current S02 policy and
guidance that can be used for S02 SIP development.
The S02 Yellow Book is a State-by-State compilation of S02 SIP enf orceabi I i ty
deficiencies. This information provides the basis for undertaking efforts to
correct S02 SIPs as necessary.

The Air Quality Modeling Guideline was originally issued in 1978 in response to
various provisions of the Clean Air Act. The purpose of the guideline is to
provide standardized modeling techniques and guidance for regulatory applications.
The Guideline is periodically updated through workshops with Regional Office
modeling contacts and through regulatory work groups.

Guidance on screening procedures and refined modeling techniques for a variety of
pollutant and source types has been released. This guidance and associated

The purpose of the EPA Model Clearinghouse is to promote consistency in air
quality modeling techniques. The audience for the Clearinghouse are modelers in the
EPA Regional Offices and in State and local air pollution control agencies. Annual
reports are distributed which summarize Clearinghouse activities and resolution of
major issues.

Workshop
Annual workshops are held with EPA Regional Office modeling contacts in order to
transfer information on new techniques, resource-intensive modeling issues, and
ensure consistency in application. Meetings with States at the Regional Office
level are also supported.

The Urban Airshed Model (UAM) will be widely used by States to support ozone SIP
Development. The EPA maintains UAM software through the Technology Transfer
Network and will issue an eight volume user's guide. Guidance regarding
application of the UAM in SIP's has also been issued. The Empirical Kinetics
Modeling Approach may also be used by several States. Software and guidance are
available in a similar fashion.

The AIRS is an integrated data system developed by EPA to replace existing
databases, files, and software used by EPA for storing and retrieving ambient air
quality data, stationary source emissions data, and facilities compliance data. A
five-volume users manual is available for AIRS users. A quarterly newsletter is
published by EPA to share information pertaining to AIRS. EPA holds a conference
each year which is open to all AIRS users, including those in State and local
agencies. This conference is in addition to the annual meeting held with AIRS
users in the Regional Offices in order to exchange information and share methods.
Workshops/classes at users' sites are sponsored by EPA on the air quality portion
of AIRS and for training users on the facility portion of AIRS.
The AIRS BBS encourages the exchange of information among State and local air
pollution control agencies. The BBS offers information on AIRS maintenance,
quality control, facility subsystems, and related software. Permitting information
and a permit software directory are also offered.

The Air Emissions Species Data Base provides speciat ion factors for volatile
organic compounds and particulate matter. It was developed for use on personal
computers. It consists of special ion factors which are weight percentages of the
compounds that make up total VOC's or total PM and are presented by source category
for approximately 300 source types. SPECIATE is distributed on a 1.2 MB 5.25"
diskette. A hard disk system with approximately 5 MB of available space is
required. A users guide is included.

AIR QUALITY TRENDS REPORT
Report/Document
This annual report summarizes national trends in air quality and emissions for
criteria (i.e. NAAQS-related) pollutants. A table of air quality levels with
respect to the NAAQS is presented for the most recent year of data for all areas
greater than 50,000 population.

DESCRIPTION
The personal computer version of the Biogenic Emissions Inventory System (PC-BEIS)
has been developed in order to allow users to estimate hourly emissions of biogenic
nonmethane hydrocarbons for any county in the contiguous United States. The
software and documentation is available from the Clearinghouse for Inventories and
Emission Factors (CHIEF) BBS described elsewhere in this Directory.
This project will identify, develop, and track indicators of the impact of Clean
Air Act implementation. The primary focus will be on environmental indicators and
case studies but regulatory activity indicators will also be considered initially.
The purposes of the Emission Factor Clearinghouse are to exchange emission factor
information and to provide guidance to emission factor and inventory users.
Information is disseminated through a quarterly newsletter to EPA Regional Offices
and to State and local air pollution control agencies.
This activity is designed to provide all toxic and criteria emission factor
documents in an electronic CD-ROM format which can be searched almost instantly by
word or by emission factor.
The National Emission Trends 1940-19xx document is published each year with
detailed analyses of the national emissions of criteria air pollutants.
The EPA regularly conducts workshops to share air monitoring information, data, and
plans. Two meetings for EPA Headquarters and Regional Office air monitoring
contacts are generally held each year.
The SIP Emission Inventory System (SAMS) consists of PC disks and a users manual
that enable users to compile emission inventories (El) for ozone and carbon
monoxide nonattainment areas. Enhanced software for the system is distributed by
EPA. In addition, EPA plans to hold workshops on the development of emission
inventories for SIP purposes to focus on the emission inventory implications of the
1990 Clean Air Act Amendments. The ERA'S Air Pollution Training Institute (APTI)
also offers courses on this topic.
Guidelines are available for assistance in network and design siting criteria for
ambient air monitoring networks for the criteria pollutants and the enhanced ozone
monitoring program. Guidance is also available for the noncriteria pollutants as
well as for monitoring for prevention of significant deterioration programs.

The purpose of the Control Technology Center is to assist State and local air
pollution control agencies and EPA Regional Offices in their implementation of
programs to control air toxics, volatile organic compounds, and other pollutant
emissions and to assist them in their implementation of small business assistance
programs under the Clean Air Act. Three levels of support are provided - a hotline
for rapid response to questions, direct engineering assistance for more in-depth
support, and technical guidance projects for dissemination of information of broad
national interest.

A variety of self-study courses in air pollution control are available from EPA's
Air Pollution Training Institute (APTI). These are provided on a loan basis at no
cost. Applicants must submit a completed APTI course application. In addition,
some 25 specialized short courses in air pollution topics are offered. Courses are
scheduled at several locations across the country. Applicants should submit a
completed APTI course application for approval. Fees may apply.
The Air Pollution Training Institute also presents a number of workshops and

The Air Programs Contacts Directory provides a listing of individuals in the EPA
Regional Offices and in OAQPS who are responsible for specific program areas and
who are capable of responding to questions in these areas.
The MAPS is a PC-based system that provides information by pollutant and by EPA
Region to EPA Headquarters and Regional Offices. It allows for interactive data
transfer and also has file transfer capabilities.
Each year OAQPS sponsors a workshop that is intended to serve as a training
opportunity for individuals involved in air quality management within EPA. All
facets of the various EPA air quality management programs are presented. Workshop
attendees are EPA personnel from the Regional Offices and from Headquarters.
Each year, EPA publishes a document which contains 1-2 page summaries of the status
of over 75 air pollution control programs. The report is distributed to those
individuals who are involved with the implementation of air pollution control
programs at the Federal, State, and local levels.
The EPA provides Regional Offices and other Headquarters offices with contractual
support for the implementation of air quality management programs. The Work
Assignment Guidance Manual provides information on how to prepare, submit, and
monitor work assignments issued under this contract.

B. SIP PROCESSING
The SIP Processing Procedures Manual describes the procedures for development of
Federal Register notices which announce EPA's actions on State-submitted changes to
their federally-approved State implementation plans. The document also explains
the processing procedures used by EPA in reviewing such actions.
SIP TRAX II is a PC-based data system that contains information on the status of
EPA review of State- submitted changes to the federally-approved State
implementation plans. Access to SIP TRAX II is limited to EPA Regional Offices and

This activity provides various compliance-related materials on procedures, methods,
evaluations, and analyses including operation and maintenance techniques,
participate matter, continuous enforcement monitoring, stack sampling, and
training.
This activity provides policy and technical support for the use of pollution
prevention conditions in enforcement settlements and compliance negotiations.
Activities include distribution of guidance and management of Regional/State pilot
programs.
This activity consists of EPA Headquarters air compliance program liaison with the
EPA Regional Offices. Assistance with Regional, State, and local
policies/commitment reviews is provided.
This activity consists of technical coordination of national programs to develop
and maintain consistent State compliance determinations. It consists of a network
of EPA Regional Offices and State and local agencies. Demonstration projects are
part of this activity.
COMPLI is part of the OAQPS Technology Transfer Network BBS. It is in the
developmental stage and should be partially functioning by June 1992. COMPLI will
provide current information and responses to questions on EPA's national compliance
program activities such as guidance, reports, workshops, work groups, cases, and
program status. Information will be available to EPA Regional Offices and to State
and local air pollution control agencies.
