 WHAT IS RPAS?

 SPA's Regufatory Public Access System (RPAS) is
 an electronic docket system that provides elec-
 tronic access to documents used and produced
 as part of EPA's administrative rule making
 process. It was developed to encourage public
 participation in the rulemaking process and to
 make public access to electronic docket materi-
 als easier and more efficient. Anyone can review
 these documents and  submit comments on
 rulemaking actions online.

 You can access RPAS through the following URL:

        www.epa.gov/rpas

 From the RPAS home page, select either "Quick
 Search" or "Advanced  Search" to search for and
 retrieve dockets and docket materials. You can
 also enter comments or submit comment files
 by selecting "Submit Comment."

 WHAT DOCKET FILES ARE IN RPAS?
 SPAS contains £PA Headquarters docket files
 created during the rulemaking process for
 regulations pertaining to waste, water, air,
 Superfund, and toxics. These files include sup-
 port documents and comments for dockets
 published on or after December 2001. Docket
 materials for previous rulemakings are available
 by contacting the appropriate docket directly.
 Support documents include Federal Register
 notices,  reports, studies, and hearing tran-
 scripts.
 RPAS also references but does not contain:

 *   Documents containing Confidential
     Business Information
 ®   Copyrighted material
 ®   Audio
, ®   Video
 ®   Oversized (greater than 11" x 14")
     printed material
 9   Other physical items
 Please contact the appropriate docket to view
 or obtain copies of these items. However,
 Confidential Business Information is not for
 viewing  or release.

 HOW CAN I  USE RPAS?
 Finding Dockets or Documents
 You can search for either dockets or documents
 using RPAS's search features. Select Quick
 Search to search using key words or dates. It
 usually provides the broadest range of search
 results. Advanced Search allows you to narrow
 your search criteria to find something more
 specific.

 Submitting Comments
 RPAS allows the public to submit comments on
 rulemaking actions pertaining to waste, water,
 air, Superfund, and toxics.
Each Federal Register document tells you
whether comments are requested, and how,
when, and where to comment. EPA frequency
requests comments from the public, industry,
academia, and other government agencies on
various Agency actions.

Submit comments online by clicking "Submit
Comment"; on the RPAS home page. You can
type your comments into an online form,
attach a filfe containing your comments, or
both.

When submitting comments,  remember to:

@  Follow the instructions in the Federal
    Register - EPA may ask you to respond to
    specific questions or label comments with
    CFR parts or section numbers

©  Cite rulemaking by docket number and
    other identifying information (subject
    heading, Federal Register date and page
    number)

®  Explain why you agree or disagree;
    suggest alternative approaches to and/or
    substitute wording for the proposed
    actions.

The comments will be processed upon receipt
by docket staff and incorporated into RPAS
accordingly.

If you do not wish to submit your comments
electronically through RPAS, you may also
submit them by mail, fax, or in person at the
address specified in the rulemaking notice.

You should contact the appropriate docket or'
check the Federal Register document for infor-
mation regarding these alternative means of
communication.

Help is available online to assist you in using
RPAS. Click on the "Help" link from any screen
within RPAS  to access Help.
