Capacity Building Support Documentfor Environmental Compliance and Enforcement Prog rams
1 PURPOSE
Six technical support documents serve as a general resource and technical supplement for
participants taking the Principles of Environmental Complianceand Enforcement Workshops. The topic areas
were selected to reflecta range of environmentalproblems found in most regions ofthe world corresponding
in turn to the six alternative case study subject areas available for delivery ofthe training exercises. These
overview/documents provide a broad perspective on key issues, prevention and control options and resource
materials sufficientto beginto motivateand supportconstructiveaction. They are intended to accompanythe
Principles of Environmental Enforcement Text and other materials used in the Principles of Environmental
EnforcementWorkshops and do not themselves focus on environmentalenforcement.
2 SUBJECT AREAS
Six Technical Support Documents address in turn the following topics: 1) Tourism; 2) Petroleum
Refining and Petrochemicals; 3) Residential and I ndustrial (Solid) Waste Disposal; 4) Mining: Metallic Ores and
Minerals; 5) Deforestation; and 6) TransboundaryTrade in Potentially Hazardous (Waste, Pesticide, Ozone
Depleting) Substances. Each document provides a brief overview ofthe relevant environmental impacts,
preventionandcontroloptionstominimizetheenvironmentalimpacts, countryexamplesofeffortstoaddress
adverse environmental impacts and an annotated bibliography of resource materials.
S The Tourism Technical Support Document addresses tourism-related operations and
coastal, alpine and inland ecosystems settings.
$ The Petroleum Refining and Petrochemicals Technical Support Document examines
the environmental, health and economic impacts of petroleum refining and petrochemicals,
available methods utilized to prevent, control and mitigate these impacts as well as regulatory
and voluntary approaches.
$ The Residential and Industrial (Solid) Waste Disposal Technical Support Document
addresses the environmental impact of solid waste and the available methods to prevent,
control and mitigate these effects focusing primarily on solid waste landfilling, the most
common method of solid waste disposal worldwide. It also touches on other solid waste
managementpractices: source reduction, collection, recycling, compostingand incineration.
$ The Mining: Metallic Ores and Minerals Technical Support Document focuses on the
metals mining process and the environmental damage resulting from mining metallic ores and
minerals, available methodsto preventand regulate these impacts including several specific
examples of environmental management approaches.
$ The DeforestationTechnicalSupportDocumentexaminesboreal.deciduousand tropical
forests and their characteristics, causes for global deforestation and its environmental
effects, some prevention and control methods to mitigate the adverse impacts to the
surroundingenvironment.
$ The Transboundary Trade in Potentially Hazardous (Waste, Pesticide, Ozone
Depleting) Substances Technical Support Documentprovides background information
on the environmentalproblems and potential solutionsassociated with legal and illegal trade
in hazardous wastes, pesticides and ozone depleting substances.
3 SCOPE
These Technical Support Documents focus on the environmental impact of these activities, current
alternatives used to prevent and control the pollution generated and adverse impacts of these activities/
sectors, and providean annotated bibliographyof selected reference materials. Althoughthey do not address
institutionaland program development issues surrounding regulatory and enforcementprograms, they may
also identify the availableinstitutionalmechanismsto control the adverseenvironmentalimpacts.
