IRECTIVE NO. 93-4
FISH PASSAGE GOALS
e the undersigned, adopt the Fish Passage Goals Policy in accordance
with the Fish Passage Strategy adopted by the Executive Council in January of 1989. The Fish Passage Strategy states
that all jurisdictions of the Chesapeake Bay watershed will "provide for fish passage at dams, and remove stream blockages
whenever necessary to restore natural passage for migratory fish." 2,526 blockages have been recognized to the historic spawning
areas of migratory fish. Because of the large number of blockages, a subgoal of opening fish passage to migratory fish
on the major tributaries has been developed. Anadromous fish such as shad and herring require access to tributaries
and small streams for successful spawning. By providing passage along the major Chesapeake Bay tributaries, the
anadromous fish will have access to a multitude of these areas, thus providing abundant spawning habitat.

T IS ESTIMATED THAT THE TOTAL NUMBER OF
miles of spawning area that would be opened if the major tributary
subgoal were met for all juridictions would be 1356.75 miles.
Of the 1356.75 mile major tributary subgoal, 148.7 miles have been
opened.

HEREFORE, TO FURTHER OUR COMMITMENTS
MADE IN THE CHESAPEAKE BAY AGREEMENT,
WE THE UNDERSIGNED:
0 Agree to a ten year target of opening 1356.75 miles of fish
spawning habitat along the major tributaries.
0 We also agree within five years to open 582.05 miles towards the
major tributary subgoal.
0 Recognize the importance offish passages in restoring spawning
habitat to migratory fish iri the Chesapeake Bay watershed. To en-
sure the continued progress of the Fish Passage Goals Strategy, we
agree to seek the necessary funding and to commit resources to carry
out the implementation of the policy.

y this DIRECTIVE, we reaffirm our commitments made in the Chesapeake Bay Agreement to restore and protect the ecological
Integrity, productivity and beneficial uses of the Chesapeake Bay. In recognition of our commitments, we the undersigned agree to further
our efforts through this directive which is hereby incorporated into the overall Chesapeake Bay Program.
