 Dear NPDES Permit Holder:
 In 1998, the U.S. EPA and State Agencies are continuing a quality assurance program known as the
 Discharge Monitoring Report - Quality Assurance (DMR-QA) study. This program is intended for all major
 and selected minor permittees under the National Pollutant Discharge Elimination System (NPDES). The
 purpose is to evaluate the analytical and reporting ability of the laboratories routinely performing the
 inorganic chemistry and whole-effluent toxicity self-monitoring analyses required in your NPDES permit.
 Please use the enclosed documents to complete the requirements listed  in the NPDES Permittee
 Instructions on the next page of this Announcement.

 Your participation in this program, including proper analyses, reporting and record retention, is mandatory
 based on the authority of Section 308 (a) of the Clean Water Act. The Agency's legal opinions, dated
 August 1 1 ,  1 977 and January 9, 1 989, reaffirm this authority.

 All of the analytes listed on your permit may not be included in the DMR-QA Study.  You are only required
 to report results of analytes listed in your permit, provided they are included in the DMR-QA Study 18
 samples. Study analytes not listed in your permit may be reported as voluntary analytes.

 If after reading this Announcement, or at any other point during the study, you have any questions, please
 contact your state DMR-QA coordinator, whose name, address and telephone number are enclosed.
 Please reference your NPDES permit and telephone numbers on all correspondence. Your region and/or
 state will play an important role in reviewing your results from analyses of the study samples and in
 providing any follow-up action or guidance that may be appropriate after study reports are distributed.

 This is the last DMR-QA study to be available directly from a USEPA contractor.  DMR-QA studies after
 Study 18 will be announced by the EPA, but samples and subsequent permittee performance evaluation
 reports will be provided by your choice from among a list of commercial sources to be identified later.

                        NPDES PERMITTEE INSTRUCTIONS
Permittee Requirements:
1.     Identify the chemistry/toxicity analytes that must be analyzed to satisfy your permit
      requirements and any voluntary analytes you would like to report for the NPDES
      permit number on this announcement's mailing label.

2.     Inform each chemistry support laboratory, in-house or contracted, routinely
      performing DMR data for your NPDES permit, which analyses they must conduct and
      report to you. Also, send them a copy of the following enclosures:

            a)     Chemistry Laboratory Ordering Instructions/Form.
            b)     DMR-QA State Coordinators List.
            c)     WP State/Regional Coordinators List.

3.     Inform each toxicity support laboratory which analyses they must conduct and report
      to you.  Also, send them a copy of the following enclosures:

            a)     Toxicity Laboratory Ordering Instructions/Form.
            b)     DMR-QA State Coordinators List.

4.     Ensure that your in-house and/or contracted laboratories complete all requirements.

            Laboratories must:

            a)     Order the appropriate samples as identified by the permittee, using the
                  appropriate laboratory ordering procedure (see chemistry and toxicity
                  ordering instructions/forms).
            b)     Perform the requested analyses.
            c)     Provide the permittee with the results of the analyses on the NPDES
                  Chemistry and/or Toxicity Laboratory Data Report Form received with
                  the sample kit.

5.     Once you have received results from your chemistry and/or toxicity laboratory(ies),
      you must transfer all data required by your permit and the related USEPA Labcodes to
      the NPDES Permittee Data Report Form.  You will receive the Permittee Data Report
      Form and Reporting Instructions at your NPDES permittee mailing address in the
      summer of 1998.

6.     To amend your NPDES permittee mailing address (see mailing label on the back of
      this Announcement), you must return the NPDES Permittee Change of Address Form
      located inside the back cover of this Announcement no later than 5/11/98.

                     CHEMISTRY LABORATORY ORDERING INSTRUCTIONS/FORM


Your laboratory has been selected to participate in DMR-QA Study 18 by a National Pollutant Discharge
Elimination System (NPDES) permittee.  The permittee is required to participate in this study and has selected
your laboratory to perform routine discharge monitoring analyses. Each laboratory, in-house or contracted,
participating in this study must complete one of the following ordering procedures:

        If you must participate in both the Water Pollution Study 40 (WP040) and the DMR-QA Study 18. do not
        submit this order form. Instead, you must order the samples you need by contacting your
        respective WP coordinator (see the attached WP State/Regional Coordinators List).  You will use the
        same ampules and resulting data to complete WP and DMR-QA reporting requirements. Make sure you
        have consolidated the needs of ALL your permittees with your WP needs.

•       If you must participate in only DMR-QA Study 18. you must complete this order form to obtain
        chemistry samples.  Consolidate the needs of all permittees you support and submit only one order
        form.

QA Study 17 or any WP or WS study within the last few years, you can find your Labcode on the label attached to the data
reporting form received in these studies. If you have never been assigned a USEPA Labcode or cannot find it, leave this field

LJ  Set 1   -   Contains two ampuls: Demand (may be analyzed for COD, TOC, BOD, and CBOD) and Residue (analyze for
               TSS).

LJ  Set 2   -   Contains three ampuls: Nutrients #1 (may be analyzed for ammonia, nitrate and orthophosphate), Nutrients
               #2 (may be analyzed for TKN and total phosphorus) and Oil & Grease (analyze gravimetrically for oil and
               grease).

LJ  Set 3   -   -Contains three ampuls: Trace Metals #1 (may be analyzed for aluminum, arsenic, beryllium, cadmium,
               chromium, cobalt, copper, iron, lead, manganese, mercury, nickel, selenium, vanadium and zinc), Total
               Cyanide (analyze for total cyanide) and Total Phenolics (analyze for total phenols using the 4AAP method).

                              bahia and sheepshead minnow (Cyprinodon variegatus).  The plastic bottle contains
                              approximately 200 grams of a solid toxicant.
