at Selected Sites in Arkansas, Louisiana and Texas." This study involved follow-
up monitoring of National Bioaccumulation Study sites where 2,3,7,8-
tetrachlorodihenzo-p-dioxin (2378-TCDD) was found in edible fish tissue. Seven
of the nine sites investigated are believed to be a potential long-term human
health concern based on exceedances of the EPA fish tissue criterion derived

EXECUTIVE SUMMARY
In 1986-87, as part of the U.S. Environmental Protection Agency's
(EPA) National Bioaccumulation Study (NBS), samples of edible fish
tissue were collected and analyzed for 2,3,7,8-Tetrachlorodibenzo-
p-dioxin (2,3,7,8-TCDD) at 39 sites in Region 6. Eleven sites in
Arkansas, Louisiana and Texas exceeded 0.7 parts per trillion
(ppt) , the EPA criterion which applies to a risk level of 1 x 10"5
(1:100,000). The majority of these waterbodies were located
downstream from bleached kraft pulp and paper mill discharges. To
better appreciate possible human health risk associated with these
sites, EPA-Region 6 decided to collect additional data for 2,3,7,8-
TCDD in edible fish tissue, for multiple species of fish such that
risk from consumption of these different species could be compared.
EPA-Region 6 requested the state's assistance in collecting
samples. Chemical analysis for 2,3,7,8-TCDD, as well as some other
important congeners, was conducted by Triangle Laboratories,
Research Triangle Park, North Carolina, and the EPA Environmental
Research Laboratory, Duluth, Minnesota. The Region decided to
screen results against the EPA fish tissue criterion at a 1 x 10"4
(1:10,000) risk level. A fish consumption rate of 6.5 g/day was
assumed, except for Louisiana, where a 20 g/day was used, based on
application of this value in the state water quality standards.
Risk was evaluated in terms of 2,3,7,8-TCDD, as well as the
combined cummulative risk of this and other congeners analyzed.
Exceedance of the 1 x 10" risk level for a given species signified
to the Region that a fish consumption advisory should be
considered, while exceedance of the 1 x 10"3 level would signify the
need for considering a fish consumption ban for that particular
species. Exceedance of these levels in two or more species would
indicate that these recommendations should apply to the fishery as
a whole. Where these risk levels are exceeded, the state may wish
to further evaluate risk to human health using alternative
calculations of risk, or development of policy which addresses
allowable risk.
None of the sites sampled in this investigation exceeded the 1 x
10"3 risk level. The following locations and species exceeded the
1 x 10"4 risk level: (1) Red River at Index, blue catfish; (2)
Mississippi River below Zachary, channel catfish and white crappie;
(3) Anacoco Creek near DeRidder, channel catfish; (4) Ouachita
River near the state line, channel catfish and carp; (5) Houston
Ship Channel (tidal San Jacinto River) at Morgans Point, sea
catfish and oysters; (6) Houston Ship Channel at San Jacinto
Monument, blue crab; and (7) Neches River downstream of Evadale,
spotted gar. The highest concentrations of 2,3,7,8-TCDD were found
in fish from the Red River (40.73 parts per trillion) and crabs
from the Houston Ship Channel (54.8 ppt). These values approach
the 1 x 10"3 EPA risk level and exceed the FDA Level of Concern (25
ppt) . Other sites not sampled in the present study, but which
warrant concern are the Arkansas River below Pine Bluff, and Wham
Brake, Louisiana.

These data serve to further reinforce the need for the states to
develop water quality criteria for 2,3,7,8-TCDD.

INTRODUCTION
Background
As part of the U.S. Environmental Protection Agency (EPA) National
Bioaccumulation Study (NBS), fish were collected from 47 sites in
Region 6 and analyzed in the late 1980's for chlorinated dibenzo-
p-dioxins and chlorinated dibenzofurans (CDDs and CDFs) dioxin and
furan compounds, as well as other bioaccumulative pollutants.
Edible fish tissue samples were analyzed at 39 of these sites, and
2,3,7,8-tetrachlorodibenzo-p-dioxin (2,3,7,8-TCDD) was detected in
edible tissue at 13 sites. With the exceptions of Bayou Meto and
Bayou DeLoutre, Arkansas, and the tidal Brazos River near Freeport,
Texas, all of these sites were located below bleached kraft pulp
and paper mills. This strongly suggests that bleached kraft pulp
and paper mills are a primary source of 2,3,7,8-TCDD in fish
tissue.
Except for Wham Brake in Louisiana, and the Arkansas River below
Pine Bluff, samples of edible tissue were analyzed on only one
occassion. Edible tissue from 11 sites were greater than or equal
to 0.7 parts per trillion (ppt), which based on EPA's risk
assessment approach, corresponds to a cancer risk level of 1 x
10"5, or one chance in 100,000 of an individual developing cancer
(Table 1). This assumption is based on an average consumption of
6.5 g/day over a 70-year period of exposure (U.S. EPA 1980).
Edible tissue from two sites was greater than 7 ppt (corresponding
to the 1 x 10"4 risk level) , with one site exceeding the less
conservative FDA Level of Concern of 25 ppt. EPA-Region 6
determined that additional data were needed to resolve uncertainty
concerning health risks associated with fish consumption at the
targeted sites.
Purpose and Objectives
The purpose of this study was to determine if there is an elevated
risk to human health resulting from consumption of fish due to
bioaccumulation of TCDDs and the related furans (TCDFs) in edible
fish tissue downstream from discharges of bleached kraft pulp and
paper mills or other potential point sources of dioxin in Region
6. The objective was to collect composite samples of multiple
species of fish or other seafood organisms from NBS sites which had
not since been resampled, and where EPA-derived tissue criteria for
2,3,7,8-TCDD equalled or exceeded a risk level of 1 x 10"5. In the
case of Bayou DeLoutre, Arkansas, the tissue concentration fell
slightly below this level. However, both EPA Region 6 and the State
of Louisiana were interested in evaluating this waterbody below the
state line, thus it was included.
Scope

in the states of Arkansas, Louisiana and Texas. Edible tissue was
analyzed for 2,3,7,8-TCDD, total TCDD, 2,3,7,8-Tetrachloro-
dibenzofuran (2,3,7,8-TCDF), and total TCDF. Risks are evaluated
using EPA's risk assessment approach.
Bayou Meto, the Arkansas River at Pine Bluff, Wham Brake, Bayou
Lafourche, and the tidal Brazos River were not resampled. Wham
Brake has been resampled, and additional sampling of both Wham
Brake and Bayou Lafourche (located downstream of Wham Brake) is
being conducted by International Paper. Bayou Meto is a Superfund
site, and contamination is being addressed under that program. The
Arkansas River at Pine Bluff was extensively resampled, with
analyses contracted by International Paper.
METHODS AND MATERIALS
Site and Species Selection
Nine sites were selected for collection and analysis of fish based
on data generated from the NBS (Table 2) . Data from this study
showed elevated dioxin levels in fish collected from these sites
(Table 1) . Eight of the nine sites were located downstream of
bleached kraft pulp and paper mills. The discharge of dioxin from
bleached kraft mills has been well documented (U.S. EPA 1988). The
exception was Bayou DeLoutre, which was located downstream of
several possible pollution sources including a PCB incinerator
(ENSCO), a wood treater (El Dorado Pole and Piling), and a chemical
manufacturing plant (Great Lakes Chemicals). It was included
because dioxin was detected in a fillet sample of a largemouth bass
analyzed during the NBS.
During the NBS, some fish samples were collected more than ten
miles downstream of the targeted discharger. For this study
sampling crews attempted to collect fish two miles or less
downstream of targetted dischargers. However, in some cases this
was not possible.
The NBS analyzed only one fillet composite per site. It is
difficult to make definitive statements on risk with such limited
data. For most sites edible tissue composites of three different
species were to be collected for analysis. The target number of
fish for each composite was five to six individuals. Each target
species was a popular game fish consumed by the public.
For freshwater sites the preferred fish were: one catfish species
(blue or channel preferred), one bass species, one sunfish or
crappie species, or other popular game fish species. From the
Houston Ship Channel/Tidal San Jacinto River it was decided to
collect a composite of blue crabs and a composite of oysters in
addition to fish. Preferred species for the Houston Ship Channel
were croaker or spot and flounder. However, since these species
were not collected, blue catfish from the San Jacinto Monument, and
sea catfish from Morgans Point were submitted for analysis.

Sampling Procedures
Sample collection information is presented in Appendix 1. Sampling
was conducted by state agencies at the request of EPA Region 6.
Instructions were provided to field personnel covering species
selection, processing and shipping of fish samples. Fish were
collected using electroshocking, gill nets, and hoop nets. Field
personnel were encouraged to collect three composites of fish,
targeting five to six fresh fish of one species and similar size
per composite.
Once selected for analysis, individual fish were measured, weighed,
wrapped in aluminum foil and taped together with other fish in the
composite. A chain of custody tag was completed and taped onto the
composite. Once prepared the composite sample was refrigerated and
frozen upon return to the state office.
Prior to shipping of samples, chain of custody forms were completed
and the original place into the cooler being shipped. Frozen
samples were shipped on ice via overnight delivery to the lab where
they were to be analyzed.
Chemical Analysis
Lab analyses were performed by Triangle Laboratories, Research
Triangle Park, North Carolina (17 samples), and the EPA
Environmental Research Laboratory, Duluth, Minnesota (6 samples;
sites included Red River at Index, Mississippi River at Zachary and
Ouachita River north of Sterlington).
Triangle Laboratories followed EPA Method 8290 with modifications
in the internal standards used (Triangle Labs 1989). Procedures
used by the EPA lab are documented in U.S. EPA-ERL (1989).
Fish were filleted at the respective labs and the skin-off fillets
were ground and homogenized. A 20 gram aliquot of the homogenized
composite was spiked with an internal standard solution and
extracted in a Soxhlet extractor with a hexane/methlyene chloride
solvent. The extract is then cleaned up using chromatographic
columns and concentrated prior to analysis by high resolution gas
chromatography/high resolution mass spectrometry.
Quality Assurance/Quality Control
The EPA lab followed quality assurance/quality control (QA/QC)
procedures listed in U.S. EPA-ERL (1989), while Triangle Labs
followed QA/QC procedures described in Triangle Labs (1989). Both
labs conducted system performance and calibration checks in
addition to conducting duplicate analyses of selected samples.
Data were reviewed against QA/QC criteria. Data generated by
Triangle Labs was reviewed and found to be acceptable by the EPA
Region 6 lab in Houston, Texas. This review is presented in
Appendix 2.

Data Presentation
TCDD/TCDF data collected for the NBS and during the present study
were tabulated. These tables include, sample location, organism
analyzed, number of individuals constituting the composite, TCDD
and TCDF data, and risk level. Overall risk waa estimated from the
concentrations of 2,3,7,8-TCDD as well as total risk, which would
include toxicity of other TCDDs and TCDFs. Samples analyzed by
ERL-Duluth included results from other chlorinated dibenzo-p-
dioxins and dibenzofurans (CDD/CDF), and these values were also
taken into account in the calculation of overall risk (see below).
Estimation of Risk
Potential risk to human health from exposure to 2,3,7,8-TCDD was
calculated using the following calculation:

This approach is consistent with EPA guidelines and methodology
(U.S. EPA 1980; 1986; 1989a). The unit risk is defined as the
lifetime risk due to lifetime exposure of one unit of cancer
concentration expressed as (mg/kg/day)"1. A ql* of 156,000
(mg/kg/day)"1 [B2] was used in developing the EPA water quality
criteria for protection of human health (U.S. EPA 1984). A
standard consumption rate of 6.5 g/day (0.0065 kg/day) was applied
for the states of Arkansas and Texas. The U.S. EPA presently uses
this value in calculating water quality criteria for protection of
human health. Arkansas and Texas have not yet promulgated human
health standards, thus, the EPA consumption rate was used as the
default value. Louisiana has promulgated human health water
quality standards which incorporate a consumption rate of 20 g/day
(0.020 kg/day). This value was used for assessing Louisiana sites
in the present study. The body weight value of 70 kg is also a
standard assumption used by EPA and other agencies. Fish tissue
concentrations of 0.07 parts per trillion (ppt) , 0.7 ppt, and 7 ppt
2,3,7,8-TCDD equate to incremental cancer risks of 1 x 10"6, 10"5 and
10"4, respectively, if a consumption rate of 6.5 g/day is used.
Using a consumption rate of 20 g/day, these criteria are 0.02, 0.2,
and 2 ppt, respectively.
The EPA risk-based approach described above is considered to be
more appropriate for defining human health risk for particular
waterbodies than the U.S. Food and Drug Administration (FDA) Level

of Concern of 25 ppt. First, the FDA value is area-specific in
that it was developed for the Great Lakes region. The EPA approach
is applicable nation-wide and can be modified to reflect local
consumption patterns. Second, the FDA assumes only bottom feeding
species are contaminated and that they constitute only 10% of the
fish consumed, while EPA assumes other types of fish are also
contaminated. This assumption is supported by NBS fish tissue
data. Third, FDA Action Levels and Levels of Concern relate to the
suitability of seafood products for interstate commerce. EPA
criteria are designed for long-term protection of consumers of
locally caught fish and shellfish. Data were assessed in terms of
2,3,7,8-TCDD alone, as well as in combination with other TCDDs and
TCDFs using Toxicity Equivalence Factors (TEFs) as described in
U.S. EPA (1989b). TEFs are toxicity values for CDD/CDF compounds
relative to 2,3,7,8-TCDD. For example, 2,3,7,8-TCDD is the most
potent CDD/CDF, with a TEF value of 1.0, while 2,3,7,8-TCDF is
considered one-tenth as potent, with a TEF of 0.1. To assess
overall risk, congener concentrations are multiplied by the TEFs,
and the products are then summed to obtain the total 2,3,7,8-TCDD
toxicity equivalency concentration (TEC) in the sample. This value
represents the best estimate of overall risk from consumption of
a particular species.
RESULTS AND DISCUSSION
Approach
The data generated in this study serve to provide a better basis
for decision-making concerning risk associated with fish
consumption in Region 6 waterbodies receiving bleached kraft pulp
and paper mill discharges. Fish tissue concentration results are
assessed using EPA-derived criteria in the following manner:
-Where the 1 x 10"4 fish tissue criterion is exceeded, the
state should consider issuing a fish consumption advisory for the
species of concern, and when it is exceeded by more than one
species, an advisory for the entire fishery.
-If the 1 x 10"3 criterion is exceeded the state should
consider issuing a fish consumption ban for that species, and when
it is exceeded by more than one species, a ban for the entire
fishery.
-The state may establish other criteria, possibly through the
use of alternate risk estimation procedures or policy to address
allowable risk in edible fish tissue.
The analytical results are evaluated in terms of both 2,3,7,8-TCDD
concentrations and overall risk (TECs). Any alternative risk
evaluation methods should be technically sound and defensible. The
state may also wish to conduct additional sampling to further
delineate and verify areas of concern. Where the state concludes
there is significant risk to human health due to consumption, the
public should be informed.

Use of EPA's risk approach was a management decison based on best
professional judgement. It does not constitute formal Regional
policy. It appeared to be the most viable means by which to
address suitability of fish tissue containing TCDDs/TCDFs for human
consumption. EPA used a risk level of 1 x 10"4 as the value above
which the Region feels some action should be considered by the
state.
Fish Tissue Results
Fish tissue results are summarized by site in Table 3, and are
discussed below. Raw data are presented in Appendix 3. The 1 x
10" risk level criteria used in evaluating data were 7 ppt for
Arkansas and Texas, and 2 ppt for Louisiana.
Red River
Samples were collected just below the Nekoosa-Edwards discharge
canal. The blue catfish had the second highest 2,3,7,8-TCDD
concentration of the sites sampled in this study. The 40.73 ppt
concentration equates to a risk level of about 6 x 10~4' This
concentration also exceeds the FDA 25 ppt Level of Concern. The
six specimens making up the composite were relatively large, with
an average length and weight of 46 cm (18.5 in.) and 1.8 kg (3.9
lb.), respectively. Other species collected which had
concentrations below the risk level of 1 x 10"4 include flathead
catfish, and a sucker (collected for the NBS). Overall risk
associated with edible tissues from these species was 3.3 to 3.8
x 10"5. A whole fish sample (smallmouth buffalo) was also analyzed.
This sample contained 9.01 ppt 2,3,7,8-TCDD.
Mississippi River
Channel catfish and white crappie samples had TECs of 7.06 ppt and
2.48 ppt, respectively, both of which exceeded the l x 10"4
criterion. These samples were collected approximately one-half
mile downstream of the Georgia-Pacific discharge. The channel
catfish was a composite of six fish which had an average length and
weight of 35 cm (14 in.) and 0.42 kg (1 lb.), respectively. The
crappie sample consisted of four specimens averaging 20 cm (8 in.)
in length and 0.1 kg (0.23 lb.) in weight. Blue catfish also
collected at this site earlier in the year had a risk of 6.6 x
10"5. Bigmouth buffalo collected at Port Allen for the NBS, also
had a relatively high risk (1.15 x 10"4) . A largemouth bass sample
taken at St. Francisville, about four miles upstream of the Zachary
site during the NBS, had a risk level of 4.2 x 10"5.
Anacoco Creek
A channel catfish sample had a tissue concentration of 7.4 ppt
2,3,7,8-TCDD, which exceeded the 1 x 10"4 risk level. This sample
was collected about 4 miles downstream of the Boise-Southern mill.
The composite sample consisted of five individuals with an average

length and weight of 30 cm (12 in.) and 0.29 kg (0.6 lb.). Other
species sampled which had 2,3,7,8-TCDD levels below the 10"4 risk
level include longear sunfish, bluegill sunfish (collected during
the NBS) and striped mullet. Risk levels for these species ranged
from 7.3 to 9.4 x 10"5.
Ouachita River
Channel catfish and carp samples had a tissue concentration of 3.14
ppt and 6.46 ppt 2,3,7,8-TCDD, respectively, which exceeded the 1
x 10** risk level. These samples were collected just below the
Arkansas/Louisiana state line, about 16 miles downstream of the
Georgia-Pacific mill. The catfish sample consisted of three
individuals with an average length and weight of 33.5 cm (13.4 in.)
and 0.53 kg (1.2 Ibs.), respectively. The carp sample consisted
of three individuals averaging 54.3 cm (21.4 in.) in length and 2.2
kg (4.9 Ibs.) in weight. The other species sampled was largemouth
bass (two samples, one of which was collected during NBS), with
risk levels of 1.0 and 4.7 x 10"5. It should be noted that the bass
sample collected during the NBS about 65 miles downstream of the
mill, had a tissue concentration of about 1 ppt 2,3,7,8-TCDD.
Bayou DeLoutre
None of the samples collected during the present study had
detectable 2,3,7,8-TCDD, thus risk level was considered to be
negligable. Sampling was conducted below the Arkansas/Louisiana
state line approximately 25 miles downstream of El Dorado, where
several industries discharge, including a hazardous waste
incinerator. This was the only case in the present study where
sampling was done downstream of non-paper mill industrial
facilities. A tissue sample from a single largemouth bass
collected much farther upstream in El Dorado, Arkansas, during the
NBS had a concentration of 0.62 ppt 2,3,7,8-TCDD and an overall
risk of 2.3 x 10"5, based on the TEC. Overall, this stream is
considered to be of relatively low concern.
Houston Ship Channel/Tidal San Jacinto River
Two sites were evaluated in this system during the study, the
Houston Ship Channel at about one mile upstream of the San Jacinto
Monument in the vicinity of the state monitoring station 10060100,
and the tidal portion of the San Jacinto River at Morgans Point,
near state monitoring station 10050100. The Monument site is
located approximately 5 miles downstream of the Champion mill and
10 miles below the Gulf Coast Waste Disposal Authority Washburn
Tunnel discharge, while the Morgans Point site is located about 14
and 19 miles below these facilities, respectively.
At the Monument, blue crabs had a tissue concentration of 54.8 ppt
2,3,7,8-TCDD, while blue catfish had much lower concentration at
3.2 ppt. The crab concentration was the highest found in this
study. TCDFs were also highly elevated in the crabs, in comparison
to the catfish. The crab sample, consisted of a composite of nine

individuals with a mean carapace width of 12.3 cm (5 in.)- All
soft tissue was analyzed which includes the edible flesh as well
as the hepatopancreas. The hepatopancreas, or "mustard", which is
occasionally consumed by humans, generally contains higher
concentrations of toxicants than the associated flesh. Inclusion
of this organ in the analysis could have elevated the overall
concentration, although this may be appropriate considering it is
consumed by some persons. The risk level associated with the crab
flesh was about 9 x 10"4' The tissue concentration also exceeded
the FDA Level of Concern. Although segment 1006 does not have a
fishery use designated in the state water quality standards (TWC
1988), based on state and EPA observations, there is an actual use
of crabbing. Both commercial crabbing using crab pots, and
recreation crabbing, particularly near the San Jacinto Monument,
has been frequently observed during warm weather months.
The blue catfish is a freshwater species which enters tidally
influenced waters during low salinity periods. Salinity of the
Ship Channel at the time of sample collection was unusually low.
Because this is considered to be a transient species in this
waterbody, its tissue concentration may underestimate health risk
associated with consumption of more indigenous species. Based on
our observations, we believe commercial or recreational harvest of
finfish in segment 1006 is relatively insignificant.
In terms of the Morgans Point site, where there is an an aquatic
life use designated in the water quality standards, both sea
catfish and oysters were analyzed. The concentration of 14.8 ppt
2,3,7,8-TCDD in sea catfish equates to a risk level of about 2 x
10"4. The TEC of 7.69 ppt in oysters equates to a risk level of
about 1.1 x 10~4. It be recognized, however, that sea catfish are
rarely sought after and consumed by humans. The concentrations of
2,3,7,8-TCDD and 2,3,7,8-TCDF in oysters found in the present study
agreed closely with those found at this site during the NBS, which
suggests that tissue concentrations are in equilibrium and are
stable over time.
These results show that, based on the the highly bioaccumulative
tendency of 2,3,7,8-TCDD, this compound has far-reaching influence
in the aquatic food chain and results in elevated concentrations
in seafood many miles downstream from potentially responsible point
sources.
Lake Sam Rayburn
None of the three species analyzed in this study (freshwater drum,
crappie, and bluegill sunfish) had fish tissue concentrations above
the 10"4 risk level. Risk ranged from undefined to about 6 x 10"6.
A white bass sample collected during the NBS had slightly higher
tissue concentration (0.94 ppt), with a risk level of 1.6 x 10"5.
These samples were collected in the lake headwaters about 2.5 miles
downstream of Papermill Creek confluence with the Angelina River.

Neches River
A spotted gar sample had a tissue level of 9.1 ppt, which exceeded
the 10"4 risk level. This composite sample, collected one-half mile
below the Temple-Eastex discharge canal on the east side of the
river, consisted of five individuals with an average length and
weight of 48.6 cm (19 in.) and 0.46 kg (1 lb.). A largemouth bass
sample had a 2,3,7,8-TCDD concentration of 4.7 ppt, with an
associated risk of about 7 x 10~5. Previous sampling during the NBS
found risk of 1.1 x 10~5 for sheepshead in the tidal portion of the
Neches River, approximately 50 miles downstream of the mill.
Again, this demonstrates the far-reaching bioaccumulative effects
of dioxin on the ecosystem, and in relation to potential risk to
human health.
Other Sites
Two other sites for which some data are available, but which were
not sampled in this investigation are the Arkansas River below Pine
Bluff and Wham Brake, Louisiana. Risk levels for these two sites
were greater than 1 x 10~4 and 1 x 10"3, respectively, based on NBS
data (Table 1) , as well as some follow-up analyses conducted by
EPA. The states are presently concerned with these sites and are
working with the paper mills to collect additional data.
Relevance of Water Quality Standards for 2f3.7.8-TCDD
The data, which show exceedances of EPA fish tissue criteria,
demonstrate the need for the states to adopt water quality
standards for 2,3,7,8-TCDD. Such standards would be the mechanism
for water quality-based toxics control of dioxin in pulp and paper
mill effluents. The assessments of risk also demonstrate the
utility for use of chemical specific numeric criteria for fish
tissue.
CONCLUSIONS
Concentrations of 2,3,7,8-TCDD, and/or TECs in edible tissue
exceeded EPA criteria at the 10 risk level for the following
locations and species: (1) Red River at Index, blue catfish; (2)
Mississippi River below Zachary, channel catfish and white crappie;
(3) Anacoco Creek near DeRidder, channel catfish; (4) Ouachita
River near the state line, channel catfish and carp; (5) Houston
Ship Channel (tidal San Jacinto River) at Morgans Point, sea
catfish and oysters; (6) Houston Ship Channel at San Jacinto
Monument, blue crab; and (7) the Neches River downstream of
Evadale, spotted gar. Although not sampled during this study, the
Arkansas River below Pine Bluff and Wham Brake, Louisiana are also
a concern with regard to human health. Due to the relatively low
TCDD/TCDF concentrations found at Bayou DeLoutre, Louisiana, and
Lake Sam Rayburn, Texas, these sites appear to be of lesser
concern.

Due to the relatively high concentrations of 2,3,7,8-TCDD found,
the Red River and Houston Ship Channel are of greatest concern.
From some multiple location sampling within given waterbodies, it
is evident that the bioaccumulative effects of 2,3,7,8-TCDD are
far-reaching, as elevated tissue levels were found many miles
downstream of the potentially responsible point sources.
RECOMMENDATIONS
It is recommended that the states consider issuing fish consumption
advisories for water bodies where fish tissue concentrations of
2,3,7,8-TCDD alone or in combination with congeners, exceed a risk
level of 1 x 10"4. The states may wish to evaluate risk using
alternative methods and/or establish a policy by which to address
contaminants in edible fish tissue. It is recommended that the
states develop water quality standards for 2,3,7,8-TCDD to ensure
adequate water quality-based control of bleached kraft paper mill
discharges.

as marginally high (132%). The MS/MSD recoveries demonstrated excellent
recision.
Compound Identity/Data Completeness - Acceptable. The compounds
,3,7,8-TCDD/TCDF were reported above 10 ppt in samples DF0253-07, 09, and
0. TCDD and/or TCDF met identification criteria and were reported in all
amples except DF0252-08. Results reported for the DB-5 and DB-225 columns
ere very consistent. The data package was complete upon receipt of
aboratory resubmissions.
Case Assessment - Sample DF0253-04 is unacceptable because it was
ccidentally destroyed by the laboratory.

TCDF/TCDD analysis in reference to the TL1 Project No.: 14270;
14341 and 14418. The responses follow structure of your ques-
tions:

A. General.
1. Copies of raw data for initial calibrations on
are enclosed.
2. The initial calibrations were developed to accommodate all
types ("A","AA" and "B") of samples. These give uniform response
factors and calculation formulas for all analytes and internal
standards. Surrogate standard recoveries for "A" and "AA" type
samples are calculates differently than those of "B" samples,
however. For samples "A" and "AA" surrogate are calculated
against relevant internal standards and RRFs reported for Initial
Calibration may be applied directly.
Surrogate standards of the "B" samples, such as the fish
tissue in question, are calculated against recovery standards,
therefore both surrogate vs internal and internal vs recovery
standards RRFs have to be used for the computation. Moreover, in
the case of 37CL4-TCDD only one (M/Z 332) peak area is utilized
in calculation.
The . surrogate standard recovery for the TLI Blank (column
DB225; file name T894682; I-Cal. date 08/18/89) serve as an
example calculation:

The "B" flag is used as a warning that an analyte has been
found in the associate blank, particularly when 2,3,7,8-TCDF was
identified using specific for this analyte DB225 column.

Eighteen fish samples were received from RESEARCH TRIANGLE INSTI-
TUTE in good condition September 6, 1989 and stored in a refrig-
erator at 4°C. The samples were extracted and analyzed accord-
ing to procedures described in the Triangle Labs User Manual
provided with this data package. Any particular difficulties
encountered during the sample handling by Triangle Labs will be
discussed in the QA/QC remark section below.
Qua!ity Assurance/Qua!ity Control Samples
A laboratory method blank — identified as the TLI Blank — is
prepared along with the batch of samples.
Remarks
The release of this particular set of RESEARCH TRIANGLE INSTITUTE
analytical data by Triangle Labs was authorized by the Quality
Assurance Officer who has reviewed each sample data package
individually following a series of inspections/reviews conducted
at two other levels of the data production line. When applica-
ble, general deviations from acceptable QA/QC requirements are
identified below. Comments on the effect of these deviations
upon the validity and reliability of the results can be obtained
from the User Manual (Data Quality Objectives; Section 5).
Specific QA/QC Problems Associated with this Particular Project
are:
Sample Preparation Laboratory: None
Mass Spectrometry: None
Data Review:
Matrix spike recoveries and duplication were within quality
control limits with the single exception of 2,3,7,8-TCDD recovery
from sample DF0253-MS (TLItt 22-15-12). 132% recovery is only
marginally above the QC limit (which is 130*), and the matrix
spike duplicate presented similar recoveries within the QC
criteria; no action is warranted. Matrix spikes, matrix spike
recoveries, and sample criteria for the matrix spikes are
discussed in sections 5.1.3.6 and 5.2.2 of the Data User's
Manual.
