Water Quality Funding Sources for Schools
Introduction
The US Environmental Protection Agency (EPA) developed this guide to help schools and child care
providers identify potential funding sources for water quality related projects. In addition to water quality
projects, this guide can also be used to identify potential funding sources for a variety of programs related to
children's health and environment.
Background
EPA is concerned about the potential for elevated lead levels in the drinking water in schools and child care
facilities. In response to this concern, EPA created a suite of materials1 to help schools and child care
facilities implement programs and policies to reduce children's exposure to lead in drinking water. However,
implementing a drinking water quality program that includes testing, remediation, and outreach activities can
be costly. This guide provides potential funding resources to help school and child care facilities implement
drinking water quality programs.
The Benefit of This Guide
To help schools and child care facilities with the grantseeking process, EPA has compiled information on 65
funding sources that support schools and child care initiatives related to the environment and public health.
This resource includes information on organizations with a history of supporting school activities,
environmental programs, and children's health protection initiatives.
How This Information Was Compiled
This guide provides the most current and accurate information available at the time of publication. This
information was compiled through extensive research and analysis of funding information collected from
philanthropists with relevant funding priorities. Potential donors were identified primarily through Internet
searches of funding directories and information published by foundations, non-profit organizations, and
corporations. The researchers systematically excluded donors that did not support schools or child care
facilities as well as donors without funding priorities related to water quality programs. Organizations were
selected for this guide based only on the criteria described above. This guide is not a comprehensive list
of funding opportunities for environmental initiatives and inclusion in this guide does not
constitute endorsement by EPA.
How to Use This Guide
This guide includes information on the funding priorities, grant-making history, available funding, eligibility
criteria, and geographic focus of each donor. For each listing, grantseekers will find information on whether
a particular donor has a state-specific or national focus under National/State Focus. If the donor focuses on
a specific county or metropolitan region, this information will be listed under Regional Focus. Information
about specific school districts or types of schools emphasized by a donor can be found under School Focus.
The index contains a list of national funding sources (p. 71) and a listing of funding sources by state (p. 72).
Schools and child care facilities should review the funding sources listed under their state as well as the
national funders to identify potential sources of support for their programs. Because information on
funding priorities and contact information may change frequently, it is important for schools and child care
providers to confirm the information provided when they seek funding.

Water Quality Funding Sources for Schools
What are the Funding Sources in This Guide?
The majority of funding sources listed in this guide are foundations that provide support to a specific
community, state, or region. These foundations have a history of awarding grants to schools and child care
programs and many of them focus on environmental and health issues in their grant-making priorities.
Some of the foundations have programs explicitly focused on water quality projects in schools. For
example, The Virginia Environmental Endowment (p. 65) has a mini-grant program to help public schools
in Virginia implement water quality testing, monitoring, and awareness-building activities. Most of the
organizations listed here do not have specific grant programs for water quality projects. They were included
in this guide because of their focus on improving school facilities or reducing environmental toxins in places
where children spend their time. For example, the Peninsula Community Foundation (p. 36) in San Mateo,
California has made numerous grants to schools in Northern California for building renovation projects.
Such organizations may support water quality programs in schools and child care facilities.
Lead in Drinking Water at Schools
and Child Care Facilities
School officials and child care providers need to
know if the drinking water that children, teachers,
and staff consume contains elevated levels of lead.
Exposure to lead can cause serious health
problems, particularly for young children. EPA has
developed guidance documents to help schools
and child care facilities implement simple strategies
for managing the risks of lead in their drinking
water including:
• Identifying potential sources of lead in
their facilities.
• Monitoring their drinking water for
elevated lead levels.
• Resolving problems if elevated lead levels
are found.
• Communicating about their lead control
programs

This guide also provides information on national
foundations and corporations that have a strong
commitment to supporting school and child care
improvement initiatives. The national
organizations listed here provide funding for
environmental health, children's health, and
environmental education projects. In addition,
these organizations are committed to serving the
local communities where their employees and
customers live and work. For example, The
Home Depot (p. 57) funds school building and
refurbishment projects and supports programs
that encourage community involvement and
volunteering.
Other Funding Sources
EPA has compiled this guide as a helpful tool for
schools and child care facilities to find potential
donors but it is not an exhaustive listing of
funding opportunities. There are other resources
available to help identify non-profit, private, and
local government funding opportunities not listed
in this guide. For example, because there are
numerous local government funding sources in
each state, it is not possible to list them all here.
EPA encourages schools and child care facilities,
particularly those that do not find a funding
match in this guide, to contact their state and
local water authorities and departments of health
and education to inquire about technical
assistance and funding for water quality programs
and other activities.

The Foundation funds health programs that enrich the lives of youth and

approximately 50% of Carlisle grants have supported projects within greater
Boston and its suburbs. An additional 30% have supported projects throughout
the remainder of Massachusetts with 20% supporting projects in the other five
New England states.
The Carlisle Foundation has made grants to Framingham Public Schools for a
variety of programs. One of the Foundation's priority areas is children, youth,
and families. They prefer to fund projects that are new, innovative, creative
and/or demonstrate promise as models which might be replicated in other sites.
The Foundation does not typically fund child care programs.

curriculum development. The Foundation provided grant funding to Children's
Environmental Health Institute in Austin (TX) to develop a strategic plan for
minimizing children's exposure to adverse environmental conditions.
RGK Foundation does not accept unsolicited grant proposals. All applicants
must complete an electronic Letter of Inquiry from the Web site as the first step.
RGK Foundation will entertain one electronic Letter of Inquiry (LOI) per

include partnerships with non-profit groups.
