EPA and the federal government place a high
priority on ensuring that our nation has a large and
well-trained scientific and engineering workforce
that can address complex environmental issues.To
help achieve excellence in science and technology
education, EPA's National Center for Environmental
Research (NCER) awards fellowships each year
through its:

Science To Achieve Results
STAR  FELLOWSHIP

EPA's STAR graduate fellowship program supports
master's and doctoral candidates in environmental
studies. Each year, students in the United States
compete for STAR fellowships through a rigorous
review process. Students can pursue degrees in
traditionally recognized environmental disciplines
as well as other fields such as social anthropology,
urban and regional planning, and decision sciences.
Since the program began in 1995, EPA has awarded
approximately 1,500 STAR fellowships to students
in every state and most territories. Fellowships
have helped educate new academic researchers,
government scientists, science teachers, and
environmental engineers.
STAR fellowships are intended to help defray the
ever-increasing costs associated with studies leading
to advanced degrees in environmental sciences.The
actual amount awarded per year will vary depending
on the amount of tuition and fees and the number of
months the stipend is needed.
Benefits of an EPA STAR Fellowship Include:
Up to $37,000 per year of support, including $ 12,000
per year for tuition and fees, $20,000 per year in a
monthly stipend, and an annual expense allowance
of $5,000. Master's level students can receive support
for a  maximum of two years. Doctoral students can
be supported for a maximum of three years with
funding available, under certain circumstances, over
a period of four years.

Greater Research Opportunities
GRO FELLOWSHIP

EPA's GRO Fellowship program helps build capacity
in universities with limited funding for research
and development by awarding fellowships
to undergraduate and graduate students in
environmental fields. Each year, students in the
United States compete for GRO fellowships through
a rigorous review process. Students can pursue
degrees in traditionally recognized environmental
disciplines as well as other fields such as social
anthropology, urban and regional planning, and
environmental decision sciences.

Benefits of EPA's GRO Fellowships Include:
• Graduate Fellowships
These fellowships provide up to $37,000 per year
of support, including $12,000 per year for tuition
and fees, $20,000 per year in stipend, and an annual
expense allowance of $5,000. Master's level students
can receive support for a maximum of two years.
Doctoral students can be supported for a maximum
of three years with funding available, under certain
circumstances, over a period of four years.

• Undergraduate Fellowships
Eligible students receive support for their junior
and senior years of undergraduate study and an
internship at an EPA facility during the summer
between their junior and senior years. In addition,
students receive up to $17,000 per year of academic
support and $7,500 of support for the three-month
summer intership.

American Association for the Advancement
of Science
AAAS FELLOWS  PROGRAM

The Science and Engineering Fellows Program
places qualified technical professionals with a PhD
degree or equivalent in EPA headquarters for up
to two years to design and work on projects at the
interface of science and policy. In this way, Fellows
develop a better understanding of the needs of
policy-makers and how to make their research
more meaningful to those who depend on it. EPA's
interests are wide ranging, and Fellows can work on
any environmentally relevant issue that is within
EPA's jurisdiction.

Fellows are awarded annual stipends that are cur-
rently between approximately $67,000 and $87,000.
They also receive health insurance, local travel
subsidies, and a professional development budget.

Association of Schools of Public Health
ASPH  FELLOWS  PROGRAM
To enhance the training of highly qualified and
motivated public health professionals, EPA has
partnered with the Association of Schools of Public
Health (ASPH) to offer this professional development
program.Candidates should be graduates of
accredited U.S. schools of public health who have
received at least an MPH or equivalent degree
within the last five years.The goal of the program is
to provide real-world experience in environmental
public health issues and complement participants'
academic training. ASPH Fellows are placed in
EPA's laboratories, regional, program or research
management offices across the country. Fellows are
awarded stipends of approximately $40,000, funding
to defray health  insurance costs and a travel and

EPA Marshall
SCHOLARSHIP  PROGRAM

In 2005, EPA began a partnership with the
government of the United Kingdom under the
auspices of the highly regarded Marshall Scholarship
Program. Since 1953, the Marshall Scholarship
Program has provided opportunities for highly
motivated students to receive support for two years
of graduate study in Great Britain, culminating in
a Master's Degree.The EPA Marshall Scholarship
Program expands that opportunity for students who
are interested in environmental careers, particularly
those fields that address environmental problems
of a global nature or benefit from multi-lateral
efforts. Under this program, eligible students who
successfully complete the first two years as a Marshall
Scholar may receive up to three more years of
support towards the award of a doctoral degree,
either from a British or American university.
The Marshall Scholarship is open only to United
States citizens who (at the time they begin their
scholarship) hold a first degree from an accredited
four-year college or university in the United States
with a minimum GPA of 3.7. To be considered for an
EPA Marshall Scholarship,applicants must be pursuing
graduate studies in an environmentally related
technical discipline.

The deadline for applying is October 1 each year.

Marshall Scholars receive sufficient funds to cover
university tuition and fees, stipend, program-related
expenses,and travel to and from the United States
for the fellow and dependent spouse. Currently, this
amounts to approximately $40,000 per year.

All STAR and GRO applicants must attend a fully
accredited U.S. college or university. Applicants
must be citizens of the United States or its
territories or possessions, or be lawfully admitted to
the United States for permanent residence. Resident
aliens must include their green card number in their
application. EPA may choose to verify this number
with the Immigration and Naturalization Service.
AAAS Science and Technology applicants must
have a PhD or equivalent doctoral-level degree
from any physical, biological, medical, social science,
or any engineering discipline. Individuals with a
master's degree in engineering and at least three
years of post-graduate professional experience may
also apply. U.S. citizenship is required, and federal
employees are not eligible.
Additionally, GRO applicants must be attending a
U.S. institution that receives less than $35 million
in federal research and development expenditures.
EPA uses the data found in the National Science
Foundation's report "Federal Science and
Engineering Support to Universities, Colleges, and
Nonprofit Institutions: Fiscal Year 2005 (http://www.
nsf.gov/ statistics/nsf07333) to determine the
status of a college or university.
ASPH applicants must be graduates (or soon-
to-be-graduates) of accredited schools of public
health that are members of ASPH.They must also
be U.S. citizens or hold a visa permitting permanent
residence in the United States.
