Background and Purpose
During the last several years increasing attention has
been focused  on the solid waste management prob-
lems facing the nation. In particular, concerns have
been raised over solid waste landfills and the risks that
these facilities pose to the environment.
In October 1991 EPA published final  regulations
(Resource Conservation  and Recovery Act—
Subtitle D) that address the design, operation, and
closure of municipal solid waste landfills. This seminar
will provide technical guidance useful to those affected
by these recently published regulations. This seminar
is designed to assist owners and operators of munici-
pal solid waste landfills in addressing these new
requirements.  In addition, the technical and engineer-
ing information presented at this seminar will be very
useful to federal and state regulators and environmen-
tal consultants.
This seminar will be simultaneously translated from
English to Spanish to accommodate Spanish-speaking
attendees.

There is no registration fee for the seminar. Since
registration will be limited to 250 attendees, the
