Financial Capability Analysis
The U.S. EPA has developed a two-phase approach
to assess financial capability and establish
affordability parameters for CSO controls. The first
phase review provides an understanding of the level
of affordability for wastewater and CSO controls, and
the second phase review evaluates the debt,
socioeconomic, and financial management conditions
that affect a community's financial capability. Since
the two-phase approach provides a general under-
standing of a community's financial capability,
communities can use it to evaluate the effect of
alternate CSO-related construction and financing
costs to identify responsible and economically
achievable CSO controls.
A special workshop addressing financial capability
analysis will be conducted concurrently with this
seminar. The workshop will be conducted during the
afternoon (1:05 PM-4:20 PM) of Day One. The
workshop will present a detailed description of the
financial capability analysis procedures developed by
U.S. EPA. The workshop is intended for those
individuals dealing in financial analysis of municipal
infrastructure investment.

These two-day seminars are sponsored by the U.S.
EPA, Office of Research and Development, Center for
Environmental Research Information, Cincinnati, Ohio,
and Office of Water, Office of Wastewater Enforcement
and Compliance, Washington, DC.
Background and Purpose
Combined sewer systems are designed to collect both
domestic wastewater and stormwater runoff. During
dry weather, these systems collect and transport
sanitary, industrial, and commercial wastewater to
publicly owned treatment plants. However, during wet
weather conditions these systems often cannot handle
the increased flows resulting from the inflow of
stormwater runoff. As a result, these systems overflow
into nearby streams, lakes, and harbors, discharging
large volumes of mostly untreated sewage and
stormwater. These overflows are referred to as
combined sewer overflows, or CSOs.
CSOs often result in severe degradation of receiving
waters. CSOs can result in the closing of beaches and
shellfish beds. CSOs often contribute unsightly floating
materials often associated with raw sewage.
Nearly 1,100 communities in the U.S. have combined
sewer systems that overflow from as many as 15,000
outfalls. Many of these systems overflow from 50 to 80
times per year. Due to their intermittent nature and
variable pollutant and flow characteristics, CSOs are
very difficult to control.
On April 11, 1994, the U.S. EPA issued its CSO
Control Policy. The policy establishes guidelines for
CSO communities to develop CSO control plans and
implement cost-effective CSO controls. The cost to
control these CSOs is estimated to be about $41
billion.
These two-day seminars will discuss the details of the
CSO Policy, including discussions of several guidance
documents currently being developed, and present
detailed technical information on selecting and
implementing controls. These seminars will be
especially valuable to CSO communities. The semi-
nars will also be helpful to state and federal regulators,
engineering consultants, and other interested individu-
als.
