Public Law-100-656, the Business Opportunity Development Reform Act of 1968, amended the Small Business Act to place greater emphasis on
acquisition planning as it pertains to socioeconomic concerns. The law requires Federal agencies/ departments to compile and make available
information on contracting opportunities for small and small disadvantaged firms. ' '

The Environmental Protection Agency (EPA), in compliance with P.L. 100-656, has developed a Fiscal Year 1995 Forecast of projected contract
actions above $25,000 that small and small disadvantaged firms may be able to perform through direct contract with the Government. The Forecast
consolidates anticipated acquisitions at each of EPA's headquarters and field buying activities into an awards acquisition planning report.

The EPA acquires a .variety of products and services from environmental, engineering to highly technical computer services and management
consulting services. For Fiscal Year 1994, the Agency's procurement obligations were approximately $1.4 billion. The Forecast is based on the
best information available at the lime of the publication arid may be revised if warranted. The addresses and telephone numbers of the Small
Business Representatives assigned to the Agency's buying facilities are included in the back of this publication.
