write. Ue again ask you, when reporting a problem, to complete and send
to us a Problem Reporting Form to ensure that we understand the exact
nature of your problem. This form has been modified to a one-page form
so that it will be easier and less time-consuming to complete.
Prior to reporting your problem, you should have incorpo-
rated all updates into the appropriate programs of your
particular subsystem. It is essential that you in-
corporate these updates as supplied so that we will be
looking at the same version of the programs in question.

IMPORTANT NOTICES
NOTICE 1 - EIS/PS UPDATE P-5 RELEASED
NADB has released Update P-5 to EIS/PS. The updates and new programs
have been incorporated in the central version at NCC and have been sent on
tape to non-NCC users. The update consists of modi ficati'ons to four pro-
grams, three new programs, and three new cataloged procedures for the annual
NEDS submittal. The update enhances the capabilities of EIS/PS and corrects
several user reported program "bugs". Specifically, the following modifica-
tions have been made:
1. A new EPA annual report package is released. This package consists of
four programs: the plant emission ranking program, PRPRANK; the master
file split program, PRTSPLT; the master file conversion program, PRPENTR;
and the master file merge program, PMSMERG. Three cataloged procedures
are also released to execute these programs: EPRPM05, EPRPM15, and
EPMSM20. The annual report package enables the user to generate a com-
plete replacement inventory for submittal to NEDS for only those plants
that emit more than a specified amount for each criteria pollutant. The
new annual report package is documented in the revised Section 6.2 of the
EIS/PS User's Guide. This revised documentation is included in this
update package.
2. PCENETR, the NEDS to EIS/PS transaction conversion program, has been
modified to properly convert NEDS DP2 and DP6 cards into EIS/PS 11D and
21 D internal transactions.
3. PEDMSTR, the EIS/PS transaction edit program, has been modified to allow
the user to change the hours per day, days per week, and weeks per year
fields on the 11 cards individually. Previously, these five bytes were
treated as a single field. The values for valid control equipment codes
were updated to be consistent with AEROS documentation. Also, a new edit
check was added to reject transactions when the estimation method is '6'
or '7' (plant closed or not yet operating) and the emission estimate is
greater than zero.
4. PMSEFIN, the emission factor insertion program, has been modified to
correct an error that caused error messages 005 and 008 to be written
improperly.
5. PFMMSTR, the master file maintenance program, no longer moves an asterisk
to fields in the master file that are to be changed to spaces. Instead,
spaces are now moved to the master file fields. With the modifications
to PRPENTR, it is no longer necessary to use an asterisk to indicate that
a field is to be blanked out. Also, when an emission factor is present
for a particular pollutant and the pollutant does not appear in Segment
1, the pollutant will be added to Segment 1 with an estimation method of

3, unless the existing estimation method for another pollutant is 6 or 7.
In that case, the pollutant will be added to Segment 1 with an estimation
method of 6 or 7, with blanks in the estimated emissions field.
6. PRPRANK, the plant emission ranking report, is a new report that allows
the user to identify and rank plants by emission level by pollutant based
upon user specified emission cutoff levels. The program is also used to
create
a key file that can be used to retrieve records from the master file based
upon plant level emissions. Please refer to the revised Section 6.2 of
the EIS/PS User's Guide for further information.
7. PRTSPLT, the master file split program, is a new program that allows the
user to retrieve data from the master file based upon plant level emis-
sions. The output key file from PRPRANK is used to divide the existing
EIS/PS master file into two files: an 'accepted' answer file that contains
all records for plants that meet the emission cutoff criteria of PRPRANK,
and a 'rejected1 answer file for those plants that emit less than the
user selected emission cutoffs. Refer to the revised Section 6.2 of the
EIS/PS User's Guide for further information.
8. PRPENTR, the master file to NEDS transaction conversion program, has been
modified to prepare NEDS transactions {or EIS/PS internal transactions)
that would represent a full replacement inventory. Previously, PRPENTR
would create add, change, and delete transactions for those records with
a status flag of 'A', 'C', or 'D1, respectively. No transactions were
prepared when the record status flag was 'S' (previously sent). The new
version of PRPENTR creates add transactions for all records with status
flags of 'A', 'C1, or 'S'. No transactions are prepared when the record
status flag is '0' or 'E1. Also, the program was modified to blank out
asterisks in the output transaction file in fields that have been changed
to spaces via change transactions. An error was corrected that created
output transactions only for Segment 2 records with a SCC sequence number
of '00'. Now, all SCCs are sent to the output file. Finally, an error
was corrected that moved measured emissions to the NEDS P4 card when the
estimation method was '!'. The program now always moves estimated emis-
sions to the NEDS P4 card, regardless of estimation method.
9. PMSMERG, the master file merge program, is a new program that allows the
user to merge two EIS/PS master files into one output master file. The
program is used primarily to merge the 'accepted' and 'rejected1 answer
files created by PRTSPLT.
10. EPRPM05, the new cataloged procedure for the EPA annual submittal, allows
the user to execute the four programs that make up the new annual submit-
tal package: PRPRANK, PRTSPLT, PRPENTR, and PMSMERG.
11. EPRPM15 is the new cataloged procedure for the plant emission ranking pro-
gram, PRPRANK.
12, EPMSM20 is the new cataloged procedure for the master file merge program,
PMSMERG.

NOTICE 2 - AVAILABILITY OF NEDS EDIT PROGRAM
A version of the NEDS edit program has been developed for use by State
and local agencies as part of the 1985 NEDS/NAPAP data submittal. The State
version NEDS editor performs the same error checking routines as those per-
formed by the EPA Regional Offices and NADB. The new program allows the
States to subject their data to the NEDS edit routines and to perform a
"trial" update before submittal to the EPA Regional Offices.
The NEDS edit package is scheduled to be released by the end of May.
Those States that are interested in obtaining the package should contact
their NEDS representative at the EPA Regional Office.
For States that have accounts at EPA's National Computer Center (NCC)
at Research Triangle Park, the NEDS edit package can be accessed directly
through WYLBUR or TSO. An on-line data set has been created to help States
execute the NEDS edit package. The name of the partitioned data set is
LMHA087.NEDS.EDIT.LIB, and contains a member named LISTPDS that can be used
to list the contents of the PDS. Detailed information concerning the NEDS
editor usage on the NCC-IBM, sample JCL, cataloged procedures, and sample
reports may be found in the on-line data set. Please contact Ed Sabo at

NOTICE 3 - EIS/PS VERSUS NEDS EDIT PROGRAMS
The editing capabilities of EIS/PS are similar but not identical to
those of the NEDS edit program used by the EPA Regional Offices and NADB.
The EIS/PS user should be aware of the major differences between the two
editors that may cause data that was accepted by EIS/PS to be rejected by the
NEDS editor.
First, the NEDS edit program performs a table look-up to determine
whether a county code is valid for a given State. If the county code on the
transaction cannot be found in the look-up table, the transaction is rejected.
The EIS/PS editor only checks for a numeric county code.
Second, EIS/PS allows the user to add any numeric SCC to the master
file. However, the NEDS editor will only accept SCCs that appear in the
official NADB Source Classification Code table.
Third, the NEDS editor will reject transactions with an estimation
method of "0" when the official NADB emission factor for that pollutant is
not zero. EIS/PS does not perform this check.
These are the major differences in the EIS/PS and NEDS editors that
would cause data that previously has been accepted by EIS/PS to be rejected
by NEDS.

NOTICE 4 - WARNING TO USERS OF GENERATION DATA GROUPS
CDHS cataloged procedures ending in "U" (AQFMM1UU, EPFMMlulJ, etc) are
set up to take advantage of the IBM feature of generation data group indexing,
which allows the creation of a new master file without the need for using a
different data set name each time the update is run. Usually, the generation
data group consists of the current master file, the previous version of the
file that existed before the last update was run, and two or three versions
previous to these. Thus, the user can go back to a previous version and
start over if serious errors were detected during the update that would cause
loss of data. The user must be aware that when an update creates a new version
of the master file, the oldest version of the file is dropped and is no
longer available. The user must make sure that all records (except those
flagged for deletion) are passed to the new version by carefully checking the
output messages. If the update ends with an "ABORT" or "DISASTER" message,
it is probable that some records were not written to the new version of the
file. The master file produced by this run should be scratched and the
update run again after the error condition is resolved. Otherwise, the
master file thus created will be used in the next update. If updating is
continued past this point and the situation is not corrected, the data may
never be recovered, especially if the files are on tape.
NOTICE 5 - ATTENTION NCC USERS
As mentioned in the last issue of the CDHS Users Bulletin, EPA's Office
of Data Processing is considering a plan to remove WYLBUR from the National
Computer Center. The plan calls for an Agency-wide conversion to TSO in
order to expand services to support full-screen processing. A WYLBUR-to-TSO
conversion guide has been developed that compares WYLBUR commands to commands
in TSO that perform similar functions. The conversion guide is available to
users in the on-line data set JUSD.CONVERT.GUIDE. Users interested in obtain-
ing the guide or finding out more about TSO should contact Steve Boone at
(703) 2b5-3004.
NOTICE 6 - AIRS STATUS
The AIRS Facility Subsystem will be developed jointly by the Monitoring
and Data Analysis Division (MDAD) and the Stationary Source and Compliance
Division (SSCD). A menu-driven NEDS/CDS integrated prototype system has
been installed at the EPA National Computer Center (NCC) to be used by a
soon-to-be formed Facility Users Group. This group will include re^resenta-
tives from State/local agencies, Regional Offices, the National Computer
Center, MDAD, SSCD and others. The Facility Users Group will address software,
hardware, data management, policy, system design and operation issues. Their
work will be guided by the use of the prototype system.

The Facility Users Group will produce a specific set of recommendations
by October 1, 1986. These recommendations will be used by a contractor to
modify the prototype system into EFA's integrated emission and compliance
inventory system. This new system will provide MDAO and SSCD with new National
software capabilities. Additionally, it will serve as a depository of States'
data and provide States with a usable, modern, menu-driven interactive system.
The Facility Subsystem of AIRS is scheduled to go into production during the
first quarter of FY'39.
A comprehensive hardware and telecommunications requirement plan was
recently developed by MDAD and the NCC. This plan addresses all the AIRS
hardware and telecommunications requirements through FY'91. The Office of
Information Resources Management (OIRM) will review and present this plan
to OMB. Appropriate funding for each phase of AIRS implementation is ex-
pected as a result of this plan.
