Problem Reporting
If you are having any problems, please do not hesitate to call or
write. We again ask you, when reporting a problem, to complete and send
to us a Problem Reporting Form to ensure that we understand the exact
nature of your problem. This form has been modified to a one-page form
so that it will be easier and less time-consuming to complete.
Prior to reporting your problem, you should have incorpo-
rated all updates into the appropriate programs of your
particular subsystem. It is essential that you in-
corporate these updates as supplied so that we will be
looking at the same version of the programs in question.
These updates must be incorporated sequentially. If you
have not incorporated the updates and are experiencing
problems, there is a good possibility that the problems
have already been solved by a previous update.

users, please send us an abstract of the program for publication in
the Users Bulletin. THE USER IS REMINDED THAT HE. AND NOT NADB OR THE
NADB CONTRACTOR, IS RESPONSIBLE FOR THE MAINTENANCE OF THESE PROGRAMS.
A copy of the program abstract form is included in
this issue of the Bulletin. Complete the form and
return it to Sam Colon-Velez or Betty Abramson if
you have such a program.
If you have any other information which you desire to share with
other State and local agencies, submit a typewritten summary along with
the appropriate name, address and phone number of the contact in your
agency. Such summaries will be published in the COHS Users Bulletin.

IMPORTANT NOTICES
NOTICE 1 - UPDATES TO EIS/PS PROGRAMS
NADB is currently directing the development of updates to several of
the EIS/PS programs. The updates will correct several errors and problems
that have been detected since update P-4 was released during the spring of
1984. Also, the EIS to NEDS conversion routine will be enhanced to follow
the procedures for data submittals recommended at the NEDS/NAPAP Emission
Inventory Workshop. Specifically, options will be added to EIS to allow
States to submit data that represent a full replacement of all data for
sources (plants) emitting over 100 tons of criteria pollutants.
Any program "bugs" that have been detected by EIS/PS users should be
reported as soon as possible so that they may be resolved during the develop-
ment of this update. If you have detected program "bugs", please contact Ed
Sabo of Pacific Environmental Services, Inc. at (703) 255-3004.
NOTICE 2 - AVAILABILITY OF NEDS EDIT PROGRAM
A version of the NEDS edit program suitable for distribution to the
States is currently being developed. This program would allow States to
perform preliminary error checking of their NEDS data submittal before the
data is sent to the EPA Regional Office. This program will give States
the opportunity to incorporate as many error checks as possible in the
initial quality assurance of the data, and will reduce the time required
for follow-up efforts required to resolve questions once the data are sent
to the Regional Office.
NOTICE 3 - ATTENTION NCC USERS
Please be aware that as of December 31, 1986, the Office of Data Pro-
cessing (OOP) plans to remove WYLBUR from the National Computer Center
(NCC) IBM mainframe 3090. This is in regard to the many complaints received
concerning response times and WYLBUR's incompatibility with some of the
newer software available only under TSO.
A pilot program has been established to monitor the WYLBUR/TSO conver-
sion training of users. The first phase of the program involved 25 exclusive
WYLBUR users with various data processing backgrounds and experience. The
users were given a reference manual and one week of classes. After only
two and one-half weeks using TSO, the users were asked for comments on TSO.
All of the users had little or no problems under TSO.
Phase 1 was successful in converting the 25 WYLBUR users to TSO, and
the Phase 2 program will focus on a larger group of users, such as a State
agency. Due to the success of Phase 1, the research team recommended to OOP
that the target removal date of December 31, 1986, be upheld.

NADB Is reviewing the WYLBUR phase out to determine the implications
for CDHS users at the NCC. Users will be kept informed of the WYLBUR phase
out during the coming months. Any questions should be directed to Ed Sabo
