      SUBJECT: Audit Report Number ElsJDO-03-0185-0100485
Report of Audit on Region III Oversight of
                 Post-Settlement Activities

      FROM: P. Ronald Gandolfo
                 Divisional Inspector General for A
                   i
      TO: Edwin B. Erickson
                 Regional Administrator

           We.performed a review of regional Superfund post-settlement
activities in order to examine the effectiveness of compliance
settlements, and the services provided to EPA by technical
enforcement support contractors. The audit was conducted in
accordance with the Government Auditing Standards issued by the
Comptroller General, of the United States as they apply to economy
and efficiency and program results audits. Our review included
tests of Agency records and other auditing procedures we considered
      necessary.

During our audit we examined ten Superfund remedial sites for
which the Region had negotiated Agreements of Consent with
potentially responsible parties (PRPs) during fiscal years 1987
through 1989. We also interviewed the regional remedial project
managers whose responsibility it was to ensure that the PRPs
adhered to the agreements in a timely manner. The results of our
review indicate.that although PRPs delayed compliance for'several
sites, these delays were monitored by the remedial project
managers, who in most, instances took appropriate measures to
alleviate the problem. Accordingly, we have no findings to report,
nor do we offer any recommendations. However, information
collected during our audit will in all likelihood be included in a
consolidated multi-regional audit report to be issued at a later
      date.
