EPA has limited data on Category 3 facilities. Only their crude
processing capacity is known-froa Oil & Gas Journal's 1991 refinery survey1.
Category 3 contains 31 refineries and represents less than five percent of the,
total crude processing capacity (thfir individual crude processing capacities
range from 5,000 to 108.000 barrels per day).
To estiaate T waste generation at Category 3 facilities, EPA assumed
that their wastevater treatoent configuration is the sane as the most
prevalent wastewater treatment configuration of all "known" facilities (i.e.,
vasteuater treatment configuration belonging to Group 4 facilities, vhich is
described in detail in the aain text). Group 4 facilities have primary and
'secondary separation sections, but have no impoundments that vould accumulate
f wastes. Generation of. sludges nay occur, however, froo treatment tanks,
storage tanks, and seven. ' •
For Category 3 facilities, EPA took the ratio of total F waste
generation (i.e.,' generation of both FOJ7 and F038 wastes) to crude processing
capacity for all Category 2, Croup it' facilities having crude processing
capacity between 5,000 and 115.000 barrels/day, and calculated an average
ratio of total F waste generation to crude processing capacity. (Total F
waste generation from the knovn facilities"is 3,611.tons/year, and their total
.crude processing capacity is Si9,500 barrels/day; therefore, the total F waste
to crude capacity ratio i* 0.00657 tons/year of F waste barrel/day of crude"
processing capacity). EPA calculated the F waste generation at each Category
3 facility by multiplying this ratio by the crude processing capacity of each
facility.
