PREFACE
This publication contains: 1) an alphabetical listing of all chemicals which have been, or are
being, handled under the Rebuttable Presumption Against Registration [RPAR] process, (revisions
to the process and name change to Special Review are planned), 2) an alphabetical listing of the
chemicals which have been through or are now active in the Registration Standard development
process, and 3) identification by cluster of the chemicals which have been through or are being
processed in the Data Call-in program. These processes are managed by the Registration Division,
Office of Pesticide Programs, Office of Pesticides and Toxic Substances, EPA.
This listing is intended for internal use and is updated semi-annually. Users of this
document are encouraged to contact the appropriate PM or Branch Chief, as noted, if they have
any questions or corrections regarding the entries in this listing.
Sections of the law referred to in this document are from the Federal Insecticide,
Fungicide and Rodenticide Act (FIFRA) as amended 7 U.S.C. Section 136a(c)(2)(B).
All chemicals are listed by the names under which they were or are being reviewed. Other widely
used common or chemical names may also appear in the Index.

RPAR PROCESS *
Definitions of the risk criteria that, when met or exceeded, can trigger RPAR analyses,
can be found in the Federal Register of July 3, 1975 (40 CFR 162.11). These risk criteria
are concerned with the following areas:

RPAR CATEGORIES
The name of this process will be changed from "RPAR" to "Special Review" pursuant to the new
regulations which are planned for proposal in the near future. That is why for purposes of this
report the terms may be used interchangeably. This report is divided into a number of categories
to enable the reader to conveniently determine the current status of a particular pesticide.
Pre-RPAR — This is the initial risk investigation phase that involves an intensive review of
the scientific studies of the chemical in question that suggest that the RPAR criteria may have
been exceeded. A validation of these studies of the chemical in question is conducted by Agency
scientists. During this period, the registrants of the pesticide are informed of the review and
are often requested to submit additional information. If "trigger studies" are found to be
valid, an effort is made to gather and preliminarily assess available information on the exposure
to the pesticide. If such data are not available, the Agericy extrapolates from models or analogs
and develops exposure assumptions to hypothesize the potential risk of the pesticide under
review. Major "trigger studies" undergo peer review (in accordance with Section 25e of FIFRA)
to confirm the EPA validation. Discussions are held with registrants and other interested
parties in an attempt to reduce exposure to acceptable levels. If the risk is reduced, or is
found through review to be acceptable, the RPAR review is terminated.
If risk is determined to be unacceptable, the validation of the "trigger studies" and the
combination of this hazard information with the exposure analysis produce the Agency's
preliminary position on the potential risk of the pesticide. The document describing this
position on risk is referred to as position document one (PD 1). Upon approval by the Agency, a
notice of the availability of the PD 1 along with a formal Notice of Rebuttable Presumption
Against Registration is published in the Federal Register.

Issuance of an RPAR—After a PD 1 is published, a 45 day period is allowed for comment
on the presumptions against registration presented in PD 1. A 60 day extension is granted,
if justified. Therefore, there is typically a 105 day period within which the Agency's
presumptions may be rebutted.
Risks may be rebutted by interested parties submitting to the Agency: (1) proof that the
study or studies upon which the presumption is based are not scientifically valid or (2)
proof that actual exposure to the compound will not cause the effects described. This phase
of the process can be characterized as focusing on the gathering of additional information
in the form of:
—rebuttal comments.
—additional information on risk.
—input from other agencies: primarily the United States Department of
Agriculture for information on benefits and exposure, and the United States
Department of Interior, Office of Endangered Species for information on the
implications of an environmental trigger.
In the event that all the triggers have been successfully rebutted, the pesticide is re-
turned to the registration process and the RPAR is terminated for all or some of the uses. The
results of this phase of the analysis is incorporated into a second position document (PD 2)
which states the Agency's regulatory action for the pesticide. Any new information surfaced
during the rebuttal period is, of course, incorporated. If the rebuttal is successful for all
or some of the uses, a PD 2 is published and becomes the final document of the RPAR process.
The Agency only produces and publishes a separate PD 2 in those cases where the rebuttal
has been successful. When the rebuttal is not successful, the rebuttal assessment, the
risk analysis, the benefits analysis, risk/benefit synthesis and the proposed regulatory
position are presented in a document termed PD 2/3.
A PD 2/3 is composed of the
—introductory chapter which reviews the RPAR criteria which gave rise to the
RPAR on the pesticide in question,
—the risk analysis which reviews rebuttal comments, estimates exposure and calculates
risks for the registered uses of the pesticide,
—the benefit analysis which represents the impact of total cancellation of the
pesticide in question,
—the risk/benefit analysis of each of the regulatory options under considera-
tion for resolution of the RPAR, and
—the recommended regulatory position.

The full range of regulatory options which are available under the law are examined. These
range from full registration to full cancellation. Between the two ends of the regulatory
spectrum are the options that deal with labeling changes, classification, and use restric-
tions. The impact of each of these options on the benefits and risk of each use of the
pesticide are considered. The recommended decision is that which presents the best balance
of risks and benefits in the interest of public health and the environment.
At the conclusion of the risk/benefit evaluation, the completed PD 2/3 receives Agency review.
Discussions may be held; with registrants and other interested parties. If the Assistant
Administrator for the Office of Pesticides and Toxic Substances approves this document, a
notice of preliminary determination and an announcement of the document's availability are
published in the Federal Register.
The FIFRA requires that the proposed decision (PD 2/3) be submitted to a Scientific
Advisory Panel for review of its scientific basis and to the Secretary of Agriculture for
comment. These comments, plus any industry or public comments on the proposed decision, are
evaluated. The Agency's assessment of these comments, including the final decision on the
regulatory action, are announced in the Federal Reg ister. These are contained in publi-
cation PD 4 which is also announced in the Federal Register.
Activities After Completion of RPAR's—This document describes the status of those
chemicals that have, through a variety of means, concluded their RPAR analyses. This includes
chemicals which have been returned to the registration process, those which have been cancelled
or on which restrictions have been imposed, and those which are currently in administrative
hearings, being reviewed in court, etc.
REGISTRATION STANDARDS
The Registration Standards program is EPA's approach to the reassessment and reregistra-
tion of pesticide products as mandated by Congress in FIFRA Section 3 (g). The reassessment
involves a thorough review of the scientific data base underlying pesticide registrations and
an identification of essential but missing scientific studies which may not have been required
when the product was initially registered. It may also require new testing or retesting to
ensure the safety of the compound by contemporary scientific standards.

The standards process involves making broad regulatory decisions at one time for a group
of pesticide products containing the same active ingredient rather than on a product-by-
product basis. An estimated 600 standards will be developed representing most of the
35,000 currently registered pesticide products. This approach to reregisration is
intended to simplify and streamline the regulatory process for both the Agency and pesti-
cide registrants and to assure the public that all registrations are supported by a
complete and valid scientific data base.
To establish the sequence of processing the approximate 600 active ingredients through the
Registration Standard review, active ingredients that have similar use(s) have been
clustered into 48 groups. The groups are being processed in a sequence resulting from
their ranking in an equation based on production, human exposure, and ecological exposure
factors. The ranking scheme was developed based on consideration of market competition,
availability of in-depth data on alternatives should the need for a Special Review arise,
and efficient use of EPA resources.
Each standard explains EPA's regulatory position on the use of the active ingredient in
all pesticide products containing that same chemical. The standard contains an analysis
of the data on which the regulatory position is based, describes the rationale for the
regulatory position, and states the conditions that must be met to obtain pesticide
product registration.
The relationship of the Registration Standards process with the Special Review process
is that if the analysis of the data shows that a Special Review criterion has been met,
then the standard is issued announcing that a Special Review will be initiated for some or
all of the uses of the chemical. When the Special Review process is completed, the result
of the Special Review will then be incorporated into the standard.
Registration Standards are developed in three phases: 1) Data Gathering, 2) Data
Evaluation, and 3) Regulatory Position Development followed by the issuance of the
Registration Standard Guidance Package. For convenience, phases 2 and 3 are combined
in this report and the issued documents are identified separately in the attached listing.
1) Data Gathering; The bibliography is sent to the major registrants for comment. The
bibliography consists of all data in Agency files pertaining to the chemical, except that
in most cases efficacy data are not listed. The bibliography will also include any
government studies (such as NCI studies) which have been conducted on the chemical and
other relevant material identified by Agency scientists.

Registrants are asked to comment on the completeness of the entire list and whether
there are duplicates listed. Registrants are asked to submit additional studies which
may never have been submitted to the Agency previously but which they consider to be
relevant to the review.
Once the bibliography has been commented on by the registrants, reviewed by Agency scien-
tists, and Agency scientists have identified which studies should be reviewed, hard copy
of all requested studies are retrieved from Agency files and provided to Agency scientists
for review. The data gathering phase lasts about five months.
Once the data gathering phase is completed, and the use information is developed (usually
jointly by registrants and Agency use experts), the data evaluation phase is ready to
begin.
2) Data Evaluation; At the outset of the Data Evaluation phase, the Project Support Team,
which consists of all Agency staff involved in the Registration Standard review (Regis-
tration/reregistration Product Manager, use experts, data retrieval experts, and Agency
scientists) meet to exchange information regarding the chemical from a regulatory and
scientific perspective. Following this meeting, registrants are invited to attend a
subsequent meeting to provide an overview from their perspective. These two meetings are
designed to provide a context in which the scientists conduct their review. Knowledge of
the regulatory history, the growth patterns of the chemical's use, general understanding
of the completeness of the data base, and discussion of any past regulatory/health
problems will help focus the review and increase the scientists' effectiveness.
With this perspective, scientists review data in each of five disciplines: product
chemistry, environmental fate, residue chemistry, toxicology, and ecological effects.
Efficacy data are reviewed only for products which control infectious microorganisms and
the growth of aflatoxins. The scientists document their review of each study which they
consider relevant, and prepare a summary of what is known about the chemical in their
respective discipline. Scientists also identify gaps in the data base which should be
filled to enable a complete scientific assessment to be made. While the 40 CPR Part 158
guidelines* (currently proposed) are used as guidance to make the determination of data
gaps, each chemical is reviewed individually to determine, given its particular use
patterns and what is already known about it, what additional data are needed. If the
resulting data needs differ from those in the Guidelines, the scientist provides written
justification for the deviation. Depending on the size of the data base involved in the
review, this phase usually lasts from six to ten months.

3) Development of Regulatory Position and Issuance of Guidance Package; Once the Science
review is completed and scientists have recommended which additional data they believe are
necessary to complete the review, the project Support Team reconvenes to identify the
appropriate regulatory position for the chemical (that is, what percent active ingredient,
formulations, uses, etc. are registerable under the Standard and whether regulatory
restrictions such as label warnings or use by certified applicators only are required).
They also develop the rationale for the regulatory position and determine the data
requirements which need to be imposed to complete the review. Included in this phase is
the tolerance reassessment which may result in the initiation of rulemaking to increase or
decrease tolerance levels.
Once the proposed regulatory position/rationale and data requirements are drafted, they
are provided to the registrant for comment. The registrants may choose to modify his
manufacturing process or use patterns to eliminate the need for additional label warnings,
may provide further information which affects the exposure profile, or provide many other
observations or information which could affect the final statement. Once the registrant
comments are received, the proposed regulatory position and rationale, data requirements,
scientific summaries, and bibliography are circulated to Agency management for review.
After the document is approved, study reviews and science summaries are placed in Agency
records for retrieval during subsequent reviews of the chemical (e.g. registration amendments)
as their availability is expected to expedite the processing of future reviews. Copies of
the study reviews and the science summaries are available through OPP's Freedom of Information
Section. The regulatory position/ rationale, data requirements, and bibliography are
sent to the registrant in a document known as a Guidance Package which cites the authority
of Section 3{c)(2)(B) and Section 3 (g) of FIFRA. Reregistration occurs when the registrant
agrees to comply with the data requirements, submits an updated Confidential Statement of
Formula if needed, agrees to comply with any regulatory restrictions placed on the chemical,
agrees to compensate other registrants for data considered relevant to the Standard, and
provides labelling reflecting completion of any product chemistry and acute toxicity data
requirements.

THE DATA CALL IN PROGRAM
The Data Call In Program requires existing registrants of active pesticide chemicals to
provide the Agency with needed long-term chronic toxicological studies under Section
(c)(2)(B) of FIFRA. Such studies are an integral part of the data base used to reassess
each chemical during the reregistration process. This reassessment is the forerunner of
the development of the Registration Standard/Guidance Package, described previously.
The purpose of Data Call In is to assure that data from needed long-term testing {2-4
years) are available or well underway before the pesticide chemical is reassessed for
reregistration under Section 3(g). These long-term chronic studies provide essential
chronic health effects data needed to determine that a pesticide performs its intended
function without causing unreasonable adverse effects on the environment (Section 3(c)(5))
The program is being accelerated so that studies will be requested at least 2 to 4 years
before the data base is reassessed for reregistration.
The four types of long-term toxicological data which are requested consist of C_hronic
Feeding, Oncogenicity, Reproduction and Teratogenicity (informally referred to as the
CORT studies). These studies are described in the Toxicology Data Requirements part
of the "Pesticide Registration: Proposed Data Requirements" regulation.*
Under the Data Call In Program, the Agency 1) determines which of the four types of
chronic test data are required for each chemical, based on its use patterns and other
factors; 2) identifies those test categories with no valid data submitted; and 3)
ensures that studies are initiated by registrants of the pesticide product to fill
those data gaps. Registrant assistance is requested for the confirmation of data gaps.
The sequence of processing the approximate 600 active ingredients through the Data Call
In process is based on the priority cluster ranking in which active ingredients that
have a similar use(s) are clustered into about 50 groups and the groups are processed
in sequence. A notice of the availability of the final cluster ranking was published

in the Federal jtegister, 47 FR 3770, January 24, 1982. Chemicals now being processed into
Registration Standards or which are in the RPAR process are deferred from the Data
Call In program.
In each Notice, the registrant can request the Agency to waive any or all of the specified
data requirements. Registrants may request changes or waivers of the data requirements
because:
1. They believe the data requirements are inappropriate for their chemical.
2. They determine that their chemical involves only minor exposure and production.
In addition, registrants may cite economic factors as precluding its capacity to
incur the costs of testing.
3. They need a longer time period to complete the testing.
4. They wish to remove all registered uses which involve food crops/products and/or
significant repeated exposure to humans and the environment.
5. They wish to use a protocol that differs from EPA or OECD guidelines.
If the Agency does not grant the change(s) or waiver(s), the registrants must arrange to
comply with the Notice.
If a registrant does not respond or comply with the Data Call In Notice, the Agency will
issue an Administrative Notice (NOIS—Notice Of I^ntent to jJuspend) compelling the regis-
trant to stop distributing the particular pesticide product(s) until compliance with the
Notice occurs. The actual effect of a NOISe is to put a registration "on hold" until such
time as the registrant wishes to make his registration active. Any such NOISe issued under
Section 3{c)(2){B) is rescinded when the Agency is informed and agrees that compliance
occurs. Such Noises never, independently, result in cancellations and are therefore clear-
ly different from the FIFRA Section 6 suspensions which can later become cancellations
and cause the withdrawal of pesticide products from the market.
This report gives the status of all chemicals and clusters being processed through Data
Call In. The status includes whether a Notice or equivalent has been issued and whether
the Agency has reached a final decision on all the waivers, exemptions, cancellations,
commitments and offers received from registrants.
