SECTIOK I - INTRODUCTION
1.1 PURPOSE
The Federal Reporting Data System (FRDS-II) is designed to
support the Environmental Protection Agency (EPA) Office of
Drinking Water (ODM) in monitoring compliance uith the Safe
Drinking Water Act of 1974. FRDS-II/Interactive provides EPA
Headquarters, Regional, and State personnel uith a convenient.
easy-to-use facility for searching through the files of FRDS-II
and retrieving the information available for each Public Water
System (PWS).
This release of the FRDS-II/Interactive Retrieval System User's
Guide does not include all functions and capabilities that will
eventually be incorporated into the FRDS-II System. This
release is intended for use uith the FRDS-II Base-line, which
will have a limited number of functions. All functions that are
unavailable in the FRDS-II Base-line System will be noted in the
Table of Contents and in the text as "NOT AVAILABLE" or "N/A".
1.2 DESIGN PHILOSOPHY
FRDS fizst became operational in Federal Fiscal year 1977, and
uas designed to satisfy the need for Federal oversight of the
Public Water Supply Supervision (PUSS) program. At that time,
summary data for each PWS uas collected on an annual basis and
foruarded to the EPA National Computer Center (HCC) at Research
Triangle Park (RTP), North Carolina and loaded into a SYSTEM 2000
(S2K) data base residing on EPA's Univac 1108 computer system.

During fiscal years 1978-198U, this process was repeated
annually with an entirely separate, and new, data base being
generated by EPA for each Federal fiscal year of data being
reported by primacy agencies. Also during this period of
time, there uere several operational and technical changes
made to FRDS, such as the migration of the -FRDS data base
from the UNIVAC 1108 to the IBM 370. None of these changes.
however, had an impact on the primacy agency reporting.
In fiscal year 1985, the EPA Office of Drinking Water CODU)
issued guidance requiring primacy agencies to report their data
on a quarterly, rather than an annual basis. Shortly after the
end of each quarter, EPA combined the most recently submitted
quarterly data with the data submitted over the prior three
quarters and generates a FRDS data base containing four quarters
of data. This method of data gathering (FRDS 1.5) is untenable
for the long term because of the inherent problems in data
management and technical limitations in conducting effective
oversight for periods of over 12 months.
• In 1985, EPA initiated an effort to evaluate and revise, as
appropriate, the Federal reporting requirements for the Public
Water Supply Supervision (PUSS) program. This effort resulted in.
the publication of Water Supply Guidance V-2, Public Mater
Supervision Revised Reporting Requirements (RRR). As a result,
FRDS-II has been designed to meet the needs of the RRR, and
increase the flexibility of FRDS to meet the present and future
information needs envisioned by the PWSS program. FRDS-II will
accommodate four major modifications in addition

to the incorporation of. many new features. The major
modifications include: Data Base Integration; Non-compliance
Tracking; Historical Data Retentions and Storage of State •
Discretionary Data.
As noted earlier, the original FRDS concept was to generate a
totally new and separate FROS data base for each submission
of data from primacy agencies. This has resulted in the
generation of 12 different FRDS data bases, each containing
similar information on Inventory and a summary of each fiscal
year's Actions (Violations, Variances C Exemptions, and
Enforcement Actions). In contrast, FRDS-II will contain a
single Inventory (representing the most recent Inventory
submission by primacy agencies) and all of the Actions for
the past 8 years. This "Continuum" data base will maintain
approximately 8 years of Actions (except for .Chemical and
Radiological contaminant related actions, which will be
retained for 20 years) with new quarterly reported Actions
being added and old Actions reported more than 8 years prior
to any FRDS-II update being archived.
FRDS-II incorporates a significantly different structure than
that of FRDS 1,5. The following page portrays FRDS 1.5 and the
locations in the FRDS-II structure where like data will be
stored.
FRDS-II/Interactive is an interactive tool used by clerical,
professional, and management personnel who are familiar with

the type of information stored in FRDS data base. However,
technical knowledge of computers is not needed in order to
operate the system.
The design philosophy of FRDS-II/Interactive focused on system
use by non-technical personnel. The system was developed and
continues to be enhanced uith the following as guidelines:
1) The terminology used is that of the PUS program.
2) Help is available by entering "?" to any prompt issued
by the system allowing you to determine possible
answers to the question being asked.
3) A User Assistance hotline makes fast problem resolution
possible.
4) Users" wants and needs are considered in developing new
FRDS-II/Interactive features..
1.3 CONSTRAINTS
Several constraints are inherent in the design of FRDS-II/
Interactive. They are as follows:
1) On-line updating of the FRDS-II Data Base is not
supported.
2) In the prompted features of FRDS-II/Interactive a user
can only select information based upon answers to
previously defined questions.

, 3) Updating the FRDS-II data base takes priority over
retrievals from the data base at selected times during
the year. notification of the update activity is
published in broadcast messages well in advance of and
during the time of these occurrences. Typically,
updates are performed after 1 P.M. Eastern Time.
1.U FRDS-II DATA BASE FEATURES
Typical of most good information systems, FRDS has accommodated
many changes as part of its normal growth pattern. The most
significant change thus far, has been in supporting the shift
from an annual to a quarterly reporting requirement that was
implemented in FRDS 1.5. The resultant FRDS 1.5 system
consisted of 10 data bases with a total of 2.5 billion
characters. The.increasing emphasis upon FRDS as an
oversight support system, especially with respect to
effective tracking of enforcement activity, placed a burden
upon the FRDS 1.5 system. It became more and more apparent
that in its present configuration, FRDS became too unwieldy
to support the expanding needs of the Drinking Mater Program.
With the revisions to the Safe Drinking Water Act and the
subsequent publication of the Revised Reporting Requirements,
FRDS-II has been developed.
FRDS-II is intended to increase the flexibility of FRDS to
meet the present and foreseeable future information demands
placed upon the system. To meet this objective, FRDS-II will

accommodate five major modifications in addition to several ;
new features. As mentioned in Section 1.2, these major
modifications are as follows'
o Data Base Integration - This effort combined (or inte-
grated) the last nine FY data bases uhich contained the
most current PUS information. The resulting data base
is a single data base uhich is available for updating
and retrieval. For this integration process, a
"Hatching Algorithm" uas developed and employed to
ensure the most effective match between PWSa as
possible. Kon-matching PUSs uere flagged as
"historical" for subsequent analysis and clean-up.
o Mon-Compliance Tracking - This feature adds a
non-compliance profile record to the FRDS-II data base.
This uill allow for the generation of 3-month, 12-month*
21-month, 36-month, and 48-month "compliance windows"
for each PUS having an enforcement and/or violation
action reported against it during the last five years
(seven years for CHEM and RAD violations). These
records are generated whenever additional violation or
enforcement actions are entered for the PUS.
o Historical Data Retention - This feature will allow
insertion of historical data records into the FRDS-II
data base whenever significant changes are detected to
the continuum FRDS-II inventory. Insertion of these
historical records is automatic and will highlight the
date and nature of the change.

o Storage: of State Discretionary Data - This feature will
provide the capability for primacy agencies to store
and retrieve whatever numerical, date or textual data
uithin their portion of the FRDS-II data base.
In addition to the four modifications noted above, design
differences betueen FRDS 1.5 and FRDS-ZI afforded the
opportunity to change data element numbers in the FRDS-ZI
system.
1.4.1 FRDS 1.5 vs. FRDS-II RETRIEVAL CAPABILITIES
Considerable effort has bean made to adapt the current
FRDS/Interactive retrieval system to the neu FRDS-II data base
structure and content while concurrently incorporating neu,
needed capabilities into the system. Future implementation
will proceed in a phased manner until all currently used FRDS
1.5 capabilities are available in FRDS-II. Additional retrieval
capabilities will include'
a) The ability to select PWSs, for either batch or
interactive reports, based upon any combination of data
contained in the Hon-Compliance Profile Records.
b) The ability to select PWSs, for either batch or
interactive reports, based upon any State Discretionary
Data (SDD) records.in the data base.
c) The ability to select PWSs, for either batch or
interactive reports, based upon a PUS's meeting
criteria to be a Significant Non-Complier (SHC).

d) The ability to have batch reports include ONLY those
violations used in establishing selection criteria.
e) The ability to search, in a single data base, for all of
the significant information previously contained in the
12 separate fiscal year data bases maintained under PROS
1.5. Additionally, the capability to res.trict the search
to a specific fiscal year period remains intact.
1 .5 USER PROFILE
The FRDS-II/Interactive user community includes the follouing:

2.2.2 Searching the Data Base
Once the retrieval statement has been formulated you can submit
it to FRDS-II/Interactive for automatic searching of the data
base.
2.2.3 Extracting and Presenting the Data
Once the data has been retrieved from the FRDS-II data base it
is available for presentation in several output formats.
2.3 OPERATIONAL ENVIRONMENT
FRDS-II/Interactive operates at EPA's National Computer Center
(NCC) on an IBM 3090/600-S computer located in Research Triangle
Park, NC and uses VS COBOL II Programming Language Extension
CPLEX). To obtain access to FRDS-II/Interactive, contact
FRDS-II User Support, as noted in Section 1.5. When authorized
to access the FRDS-II data base, each new user will be assigned:
1) User ID and password
2) NCC account number.
FRDS-II/Interactive, operating under the Time Sharing Option
(ISO) of the IBM system, provides all the necessary user
interface facilities for its operation.

2.4 E2UIPMENT
Use of FRDS-II/Interactive requires an app-roved interactive
terminal or PC with a telephone connection to HOC in Research
Triangle Park. HC. In order to gain access to
FRDS-II/Interactive you must logon and enter ISO.
In addition to an approved terminal or PC, use of
FRDS-II/Interactive also requires the following from MCC:
1) Telephone access number
2) User ID and Password
3) Nine-digit account code consisting of a four-digit KCC
account ID and a five-digit FRDS-II project ID
4) Access to TSO
5) Validation for the $EPATSO logon procedure
6) Validation for FRDS-II access.
The following is required from the FRDS-II User Assistance staff:
1) Inclusion in the FRDS-II/Interactive users profile file.
The following is required from the user's own staff:
1) Bin/box number
2) Remote printer number.

2.S SECURITY
Several types and-levels of security protect the data in the
FRDS-II data base. Anyone wishing to access the data base
uould have to know and be authorized to use the following:
1) A valid user ID for the KCC system
2) A valid account number for the NCC system

3.1 INITIATION PROCEDURES
Initiation procedures for FRDS-II/Interactive vary according to
geographical location. To logon, follow the procedure in Section
3.1.1, 3.1.2, 3.1.3, or 3.1.4 appropriate to your location.
3.1.1 Logon for Locations Using the TYMNET Communications
System
TYMNET provides NCC with national and international access for
FRDS-Xl/Interactive users. This access is available in over 400
cities in the United States through locally dialed numbers.
TYMNET provides MATS access numbers to users in areas where
local numbers are not available.
To obtain current TYMNET telephone access numbers, refer to
Section 1.5 in contacting FRDS-II User Assistance or call NCC
Telecommunications Support at one of the telephone numbers below:

The logon procedure for locations using the TYMNET
communications system consists of the following:

Push the 'talk/clear* button on the telephone.

until the ' talk/clear'_, button light indicates that
a connection has been made with NCC from the
geographical location of the session.
Modem with an Acoustic Coupler

multiplexers while Research Triangle Park, NC users have direct
access to the system.

3.1.3 Telecommunications for PC Users
Users may access FRDS-II with personal computers with the use of
"CROSSTALK", an EPA standard which may be used to establish
communications through TYMNET or other facilities.
3.1.4 Full-Screen Access
Some users nay wish to access FRDS-II in "Full-Screen" mode.
The sample session on the next page shows the "Full-Screen"
logon procedure. It is worthwhile to note that "Full-Screen"
mode is generally intolerably slou when doing a screen refresh.

3.1.5 Logon in Case of Terminal Disconnection
If the connection between your terminal and NCC is broken due to
telephone communication problems, power failure, or the like
refer to Sections 3.1.1, 3.1.2, 3.1.3, or 3.1.4 in immediately
performing a logon following steps one through four of the
procedure appropriate to your geographical .location. Then
follow the sample session on the next page for the remainder of
the logon. You have 30 minutes from the time of disconnection
to follow this method. After that time refer to Section 3.1.1,
3.1.2, 3.1.3, or 3.1.4 in performing a complete logon following
the procedure appropriate to your geographical location.
3.2 OPERATIONAL PROCEDURES
The operational strategy for FRDS-II/Interactive is:

4.1 DESCRIPTION OF THE MAIN MENU
After FRDS-II/INTERACTIVE is initiated, the system asks for a
Main Menu selection.
Due to the Main Menu's length, the system prompts you for a Main
Menu selection uithout displaying the Main Menu. However, .for
demonstration purposes, the sample session on the page after the
next page shows you how to see the Main Menu by entering 'menu1
at the prompt for a Main Menu selection.
You may choose to exit the FRDS-II/Interactive session at the
prompt for a Main Menu selection. For details on the exit
procedure at the prompt for a Main Menu selection* refer to
Section 3.4.

display latitude/longitude data for specified cities or
counties. For further details, refer to Section H.2.5.
The post-retrieval processing options selection invokes the
Post-retrieval Processing Options Menu to process previously
retrieved and reported data for another report format. For
further details on the post-retrieval processing options
selection, refer to Section 5.
The user-defined query selections retrieve data from the FRDS-II
data base. Based upon the selection made, FRDS automatically
invokes the Post-retrieval Processing Options Menu after the
query has been satisfied. Post-Retrival Processing enables the
user to report the data on-line, or permits the generation of
batch reports. For further details on the user-defined query
selection, refer to Section «». 2 . 7 . For further details on the
S2K self-contained facility selection, refer to Section H.2.H.
The remainder of Section 4 shows you how to use each Main Menu
•selection in sample sessions. Central to many of these sample
sessions is a hypothetical question that might be asked of the
system. The question is as follows:

t.2.2 Function 'A' - Assisted (Prompted) Suez?
The "A" Main Menu function of FRDS-II/Interactive refers to the,
"Assisted (i.e., prompted) Locate statement preparation function.
This function assists the user in the preparation of a SYSTEM
2000 Locate statement based upon user provided responses to the
prompts which are issued when this function is invoked.
Occasionally, a user may find that the "A" function is unable to
construct a Locate statement which results in selection of the
desired set of data, or takes an inordinate amount 'of time to
satisify. It should be noted that the objective of the "A"
function is to provide a "general" retrieval capability by
constructing a Locate statement for the vast majority of
retrieval needs, however, it may not be effective for ALL
retrievals. Further, this function is not intended to be a
replacement for the "X" and "Z* Main Menu functions of FRDS-II/
Interactive. Instead, it supplements those functions for users
•unfamiliar with SYSTEM 2000 Locate statement preparation.
Function *A* implements a multi-leveled approach with respect to
the user dialog provided: a verbose dialog is utilized for novice
users, and a more terse dialog is available for intermediate/
o
advanced users. Additionally, novice and intermediate/advanced
users are treated differently with respect to the way in which
prompts are issued to them and/or the uay in which they can
respond to any given prompt.

Facility (NATURAL LANGUAGE)
The Main Menu offers the S2K self-contained facility selection
allowing you to formulate queries and generate variable format
ad hoc reports of selected data from the FRDS-II data base. You
interactively create a set of S2K commands to select the desired
data and format a report. These commands may come either from a
command file or your terminal. They may either be executed in
an interactive session or be accumulated in the data area and
submitted as off-line batch job(s).
To generate reports uith S2K commands* you respond to system
prompts in allocating data set(s) for the report(s). You can
submit off-line batch job(s) to print any combination of the
report data groups.

4.2.8 User-defined Query
User-defined query allows you to enter your own formulated data
selection criteria statement. The system then offers you an
opportunity to submit the statement as a query to the data base
or formulate and enter a neu statement. When you submit a query,
the system cheeks the formulated data selection criteria
statement for proper syntax before performing data retrieval.
It is important to note that the user can access any data.in.
FRDS-II that has been reported to U.S. EPA» for the prior 8-year
period. If users wish to restrict a search on violations oz
PUS's uith violations to a specific fiscal year* neu data
elements have been provided in FRDS-II to accomplish this.
It is also important to note that data element numbers used in
FRDS-II may refer to a different set of data than in FRDS 1.5.
There are two user-defined query retrieval selections. A
discussion of each selection follows.
•1.2.8.1 Function 'X* - Formulate Non-prompted Retrieval
Selection Clauses
The Main Menu offers a non-prompted user-defined S2K locate
statement facility allowing you to perform up to 11 unrelated
searches. The results of each search are stored in locate data
storage data areas consisting of up to 11 separate data files
numbered from 0 through 10. These files are retained until the

end of the FRDS-Il/lnteractive session* unless overwritten by the
execution of another locate statement. After you have selected
PWSs using' Function 'X', you can use one of the created locate
data files for further output processing. Hot specifying a
locate file has the same effect as specifying locate file 0.

4.2.8.2 Function *Zf - Formulate Non-prompted Retrieval
Selection Clauses f
The Main Menu offers a non-prompted user-defined facility to
generate standard batch jobs routed to a remote high-speed
printer. It produces one or more standard reports from your
data selection criteria.
This differs from Function 'X1 in that Function 'Z' does not
retrieve data from the data base while on-line, but instead, at
the time of batch job execution. It does not scan the data base

5.2.2 Option 'B' - Batch Job Submission
Option 'B1 of the Post-retrieval Processing Options Menu
generates various standard batch reports. These reports are
printed on an off-line, high-speed printer.
The standard batch reports are Preformatted using, preformulated
calculations to report information from the retrieval. The user
must specify certain job. parameters including printer
distribution information (room number or box number), account
number, routing site, job priority, number of report, copies to
be printed, and job execution time/size. The user may also
select a predefined sort order for the reports, if desired.
Each standard batch report begins uith data selection criteria
information, the sort order of PWSs if applicable, and the total
number of PWSs reported on. FRDS01, FRDS03, FRDS24, and FRDS3S
are detailed reports. FRDS07, FRDS19, FROS20, FRDS31, FRDS41B,
and FRDS41D are summary reports.
Detailed standard batch reports and summary standard batch
reports are depicted in the chart beginning on the next page.
The sample session that follows shows hou to use Option 'B'.

FRDS2<* begins with information on the report selection
criteria, or the details of the logical criteria* used in

In addition to the report selection criteria information.
FRDS24 contains a body composed of a varying number of pages
containing the specified information on the selected PUSs.
FRDS21 also contains a summary page as the last page of the
report.

5.2.2.12 FRDS31 - PUSs Months in Violation
FRDS31 is a summary report calculating the months in
violation for selected PUSs. This summarization is performed
for various categories of PUSs and their violations. Two
elementary statistics - number of PUSs and their population
served - are provided.
Population size and months in violation are the two axes of
tabulation on every page of FRDS31. At successively higher
levels of aggregation, summation is done first over violation
type, then contaminant code, then primary source, then type
of PUS, and finally geographic area by State and/or Region.
If user selection specifies the Primary Source (Clla), then
the report shows the primary sources used in the selection.
However, if the user does not specify the Primary Source
(Cl1a), then the report is divided into only two categories -
Surface and Ground - with both purchased and unpurchased
sources being included together.
In addition to specifying criteria for selecting PUSs to be
reported on, the user also specifies limits on the dates of
violations to be considered. The user specifies a year and
month as starting date of this range, and a later year and
month as ending date.
The Geographic Area levels of aggregation are also specified
by the user, e.g.. State, Region, and/or Nation.

Computation for months in violation is handled in a special
way. The user has the option of including all months of
violation duration, if any month is within the date range, or
excluding all months outside the date range.
For example, in computing how many months a PUS has been in
violation for a particular Contaminant Code (C11Q3) and
Violation Type (01105)* the report will count all months in
violation for that particular Contaminant Code (C1103), which
fall within the user-specified date range at the user's
option. It uill also count any months in violation before
and/or after the date range for a violation, as long as at
least one of the months in violation falls within the date
range. Violation periods prior to January. 1976, are
excluded.
In computing hou many months a PUS has been in violation for
a particular Contaminant Code (C1103) regardless of Violation
Type CC110S), the report determines which months the PUS was
in violation as before, but it counts a particular month only
once if two or more different violations occurred in that
month.
On the chart that follows on the next page, the method of
computation is shown for a hypothetical report. The single
PWS has MCL violations in the months of October, November,
.December, January, February, and May. Thus, for MCL

violations, the PUS for this FY had six months in which
violations were reported. The PUS also had monitoring
violations reported for the months of January, February, and
June, or three months in the FY. Starting in October the
occurrence of a single violation constitutes an accumulation
of months in violation for computing purposes. However, the
six months occuzzence for MCL added to the three months
occurrence for monitoring, do not constitute nine months
combined, since MCL and monitoring types are redundant in the
months of January and February, and should not be counted
twice using each violation type month-occurrence.

5.2.2.13 FROS35A - Annual Data Evaluation
FRDS35 will generate a list of PUS IDs to be used as input to
other FRDS-II reports. Selection of PUS IDs may be done in its
entirety, or a randoa selection may be performed. To accomplish
this processing of FRDS35. the system asks further questions in
addition to those asked for other reports.
The first question asks the user to specify the sample size of
selected PWSs to be used. If the user enters the maximum sample
size. 999999, then all selected PWSs will be used. The second
question asks whether the sample size is to be used for each
State* or is to be applied to the entire selected population.
This second question thus determines-whether a single report, or
a separate report for each State is to be produced. For example,
if the user desires to select 10 PWSs from each State, then the
second question would be answered '¥'. If* on the other hand.
the user wanted 10 PWSs Nation/Region wide, then the question
would be answered 'N'. If selection is made from only a single
State, then an answer of 'Y' or 'N' has the identical result.
The sample session beginning on the next page shows how to
generate FRDS3S. A report example follows.

Option ?L* gives the user the capability of vieuing selected
PUSs in the browse node. The reports may be displayed one

5.2.10 Option 'Q' - Quicklook Report Generator
Section 5.2.10 contains general information relative to the features
, .d operation of the FRDS-II Quicklook Report Generator (QUICK),
version 5.0.
QUICK permits the user of FRDS-II/Interactive to design and print a
report according to his/her own specifications. This is accomplished
through user responses to a series of clear and easily understood
prompts.
QUICK is invoked via the "(Q)uicklook" output processing option
of FRDS-II/Interactive.
The data displayed on a QUICK report represents that subset of
data extracted by way of the "LOCATE" performed prior to the
entry into QUICK. The "LOCATE" is formulated as a result of the
..", "E", or "X" functions of FRDS-II/Interactive.
The remainder of section 5.2.10 contains five subsections as
follows:

Through prompts issued, the user can specify the following
characteristics about the 9.UXCK report that is to be produced:
1. The maximum number of characters that can be printed per line.
Permissible responses may range from 60 to 132. Most typically.
one uould use 80 characters per line if you intend to display
the report on your terminal and 132 characters per line if you
intend to print the report on a high-speed printer.
2. The maximum number of lines that can be printed per page.
Permissible responses may range from 17 to 58. Most typically,
one uould use 24 lines per page if you intend to display the
report on your terminal and 58 lines per page if you intend to
print the report on a high-speed printer.
3. • The minimum number of spaces that should occur between
consecutive columns printed.
Permissible responses may range from 1 to 10. The number used
in actual practice will be based on your personal experience
and preference.. It is recommended that you experiment uith
the minimum inter-column spacing until you are satisfied uith
the effect produced by your choice.

Please note, however, that the actual number of spaces that
will appear between columns is affected by uhat is being
printed in consecutive columns, and other options you have
chosen to use (e.g., totaling, code value translation, etc.).
«*. A report title, if desired.
Permissible responses range from no title at all to a title
that has a length of less than or equal to the maximum number
of characters per line you specified. Upper and louer case
letters may be entered if desired, however, most high speed
printers uill convert louer case letters to upper 'case uhen
the report is printed.
The type of column headings that are to be printed.
Four (4) choices are available. They are:
o Data element numbers as assigned in the FRDS-II data base
definition;
o Data element names as assigned in the FRDS-II data base
definition;
o User defined for each column ... permissible responses
range from no column heading at all to a column heading
that has a length of less than or equal to 30 characters
or less than or equal to the number of characters that
remain on the print line, whichever is smaller. Upper and
louer case letters may be entered if desired* houever,

6. The location at uhich the 2UICK report is to be produced.
T«o (2) choices are available. They are:
o The user's terminal;

at the user's remote site, or at a site different than
his/her own.
7. The type of totaling that is to be performed.
Five (5) choices are available. They are'
o Count ... for each data element printed, CUICK checks each
data element's value. If it is a unique and significant
value (See note belou), it is counted;
o Sum ... for each data element printed 2UICK checks each
data element's value. If it is a unique and quantitative
value, it is summed;
o Both Count and Sum;

Note* A significant value is one that is non zero, not null,
and not blank. .
In each of the cases where,a totaling option is chosen* grand
totals are accumulated and printed at the report's end.
If the user requests that the report is to be paginated
(described below), sub-totals are accumulated and printed each
time the pagination data element's value changes.
If totaling has been requested* whether the report produced
is to be a summary report. A summary report causes the
individual detail lines to be omitted ... only sub-totals (as
applicable) and grand totals are printed.
9. If a summary .report has NOT been chosen, whether the report
produced is to use repeat suppression. Repeat suppression
causes a ditto mark to be printed in place of data that is
identical to data on the preceding line and derived from the
same data base record.
For example ... If you print the system name, the contaminant
in violation, and the Enforcement ID, and the
PUS has tuo violations

First, note that lines 2 and 3 illustrate that the system name
is identical and from the same data base record (in this case",
the PUS-SUMMARY data base record) as is the system name on
line t. In other words, lines 2 and 3 are for the same PUS.
Next, note that line 3 illustrates that the contaminant in
violation is identical, but that a ditto mark is not printed.
The reason is simple.
A ditto mark is printed on line 2 beneath "Coliform," because
the contaminant in violation is identical to and is derived
from, the same data base record (in this case, the VIOLATION-
DATA data base record) as is the contaminant in violation on
line 1 ... or, in other words, it is the same violation.
A ditto mark is not printed on line 3 beneath the previous
line's ditto mark in the contaminant in violation column,
because this contaminant .in violation, although an identical
value to the previous line's, is derived from a completely
separate .VIOLATION-DATA data base record ... it is a different
violation.
10. For reports that are to be displayed at the user's terminal,
whether QUICK is to pause at the end of each page of the
report displayed and give the user the opportunity to continue

uith the next page or not.

11. For reports that are to be displayed at the user's terminal,
whether 9.UICK is to produce a general information report
containing a complete description of the report to be produced
or not.
Reports that are printed on a high-speed printer automatically
have the general information report printed.
12. The data that is to be printed in each column of the * 2UICK
report.
The user may enter any FRDS-II data element number or data
element name in specifying what he/she wants printed. However,
all data elements specified must belong to the same data .base
family. Refer to data base structure chart to determine the*
family to which a data element belongs. The data base family
appears in the upper right-hand corner of each block which
'• represents a data base record.
Hypothetically, a maximum of thirty-three (33) columns can be
printed. In reality, however, this would be possible only in
a situation in which 33 one-character data elements were to be
printed with either no column headings, or a single character
user defined column heading for each column.
A more reasonable and accurate estimate of the maximum number
of columns that can be printed, is difficult to predict.

Although five (5) to fifteen (15) columns might seem reasonable
to expect, the actual number uill depend upon a number- of
related factors. Factors such as the maximum number of
characters per line specified, the type of column headings
being utilized, whether or not totaling is being performed,
and the cumulative length of the data elements you are
attempting to print, all affect the maximum number of columns
that can be printed.
As the user specifies what is to be printed, three comments
are in order. They are:
o Numerous data elements' values are codes for which
descriptions exist. 2UICK automatically recognises these
data elements and requests that the user specify whether
they uant to print the code as it is stored in the data
base, or the descriptions uhich describe these codes. If
code descriptions are to be printed, the user must specify
the number of characters of the descriptions to print.
o Several data elements' values are textual in nature.
QUICK automatically recognizes these data elements and
requests that the user specify whether they want to print
all, or only a specified number of the left-most characters
of the data element's values.
o Numerous data elements' values are printed in an edited
fashion. This means that leading zeroes are suppressed
(not printed) in quantitative values, commas and decimal
points are inserted where appropriate in quantitative

values, and slashes or dashes are inserted in various
other data elements' values' to improve readability (e.g.,
dates, telephone numbers, etc.). Refer to Subsection XV
t
for a complete list of data elements that are printed in
an edited fashion.
13. Whether the report is to be paginated or not, and, if so, on
what data element.
The report can be paginated on any FRDS-II data element that
belongs to the same data base family as data elements that
uere specified to be printed.
The data element specified to be used in pagination is
automatically used by QUICK as the first sort argument on
which the report uill be sorted.
Pagination can be performed only on a single data element.
When this data element's value (or the value's description, if
• requested) changes, QUICK uill produce count and/or sum sub-
totals (if totaling was requested) and begin a new page.
11. The order in which the data on the QUICK report is to be
sequenced.
The user may enter any FRDS-II data element number or data
element name in specifying how the report is to be sequenced,
so long as each data element specified belongs to the same
family as data elements that were specified to be printed.

If the user chose to paginate his/her report, the data element
on which* pagination is performed is automatically inserted as
the initial data element on uhich the report will be sorted.
It is possible, although not necessarily advisable, to sort
the report on data elements that are not printed.
A maximum of ten (10) data elements may be specified in
. defining the report sequence. For each, the user is given the
opportunity to specify whether the data is to be ordered in
ascending (A to Z / zero to 9) or descending (Z to A / 9 to
zero) sequence.
15. After a report has been generated, the user is given the
option to re-generate it. If selected, several options such
as destination and lines per page are again requested.
16. For reports that are being printed on a high-speed printer,
the user is presented several options relative to the
completion of this task.
Options include the user's box and account number, the output
report routing, type of printing device on uhich the report is
to be printed, and the number of copies of the report that are
to be produced.
Please note that the prompts issued relative to these options
are treated differently than all other 2UICK prompts. Standard
responses acceptable to other QUICK prompts (see Subsection

II. below) may or may not be acceptable responses to these
prompts, or QUICK may act differently to a user's response
here than it does in other places.
For example, a user reply of an exclamation point (!) to a

typical prompt in 9.UICK signifies that you may want to
discontinue the current report definition. Here* however, a
user reply of an exclamation point to any prompt will offer
the user the opportunity to cancel the printing of .the pending
report.
Another such example is in the manner in which 2UICK reacts
typically to a "null" user response (see Subsection II., item
S below) compared to how it reacts here. 9.UICK typically
permits a "null" response in only three instances, and it

reacts by asking the user to confirm the "null" reply. To
these prompts, on the other hand, QUICK treats a "null" reply
to mean ... -Do not alter the value that was previously
associated with the item being requested.

Items relative to the use and operation of QUICK version 5.0 are as
follows!
1. Each time the user chooses the "(Q)uicklook" output processing
option of FRDS-II/Interactive, an opportunity is given to
display instructions about the QUICK report generator. When
the user replies "Yes" to this option, several things occur.
They are!
o The instructions are displayed;
o The user is given the opportunity to print a copy of this
Quicklook documentation;
o The user is given a lengthy introduction prior to the
initial "Data Element:" prompt for uhat to print in column
number 1 as well as prior to the initial "Data Element:1*
prompt for the very first data element on which the report
is to be sorted. Thereafter, an abbreviated form of this
introduction is displayed.
2. The opportunity to display instructions is given only once per
QUICK session. Therefore, a user uho produces more than one
report during a given QUICK session will be prompted for
instructions prior to defining the first report only.
At every prompt issued to the user by the QUICK report.

generator, the- entry of a question mark (?) or the entry of
the uord "HELP" causes the display of more information about
the prompt issued. The prompt to uhich the "?* or the uord
"HELP" was entered as a response is then re-displayed.

4. At nearly every prompt issued to the user by the QUICK report
generator, the entry of an exclamation point (!) permits the
user to discontinue the present report definition* if so
desired. If the user chooses not to continue the present
report definition* an opportunity is given to define a neu
?•
report or to return to FRDS-II / Interactive.
There are five (5) prompts to uhich the exclamation point is
not a valid response. They ares
o Mould you like to continue the report definition;
o Would you like to continue the.report generation;
o Mould you like to print uhat uas generated so far;
o Would you like to continue with the next page;
- and -
o ' Would you like to define a neu report.
Further, prompts that deal with documentation or report
printing on a high-speed printer (box, account number,
destination, priority, copies, etc.) react differently to an
exclamation point. To any of these prompts, an exclamation

point causes QUICK to verify youz desire to cancel the print
request.
5. A null response (pressing the key as the sole response
to a prompt) is generally an unacceptable user reply to a
prompt. However, it is acceptable in four (4) cases.
They are:
o In response to the "Title:" prompt;
o In response to the "Column Heading:" prompt;
o In response to the "Data Element:" prompt when entering
data elements to print, the data element on uhich to
paginate, or data elements on uhich to sort;
- and -
o In response to the box, account number, destination,
priority, copies, etc. prompts when preparing to print the
documentation or report on a high-speed printer.

In the first three cases, the user is asked to confirm the
"null" response before being permitted to proceed.
In the fourth case, the value previously associated uith that
uhich is being requested remains unchanged.
6. At any "Data Element:" prompt issued to the user by the QUICK
report generator, the entry of a pound sign (#) is
synonymous uith a "null" response as described in the

immediately preceding paragraph.
7. If a report is being displayed on the terminal and the
or key is depressed, the user is notified of the state
of completeness of the report and given an opportunity to
continue the display of the report at the point where it was
interrupted.
If the user chooses not to continue displaying the report* the
remainder of the report is cancelled and an opportunity is
given to regenerate the same report, define a new report, or
to return to FRDS-II/Interactive.
8. If a report is being generated (being output to a high-speed
printer), and the or key is depressed, the user
is notified of the state of completeness of the report and
given an opportunity to continue generating the report at the
point where it was interrupted.
If the user chooses not to continue the report generation, the
remainder of the report is cancelled and an opportunity is
given which permits the user to proceed with printing that
which was generated so far. Thereafter, the user is given the
opportunity to regenerate the same report, define a new
report, or to return to FRDS-II/Interactive.
9. If a report is being sorted, it cannot be interrupted.
10. When a data element to be printed contains code values, the

user is given the opportunity to print the code values or
their associated descriptions. If associated descriptions are

to be printed, the user must specify how many characters of
the description are to be printed. If the number specified
exceeds the length of the longest description available for
that data element, the length of the longest description
"available is substituted for what uas specified.
11. When incompatible options are requested. QUICK decides what
options are to be used. For example:
<£ o Both Count and Sum totaling is requested but no suramable
data elements are specified to be printed ... Count only
is assumed;
o When Sum totaling only is requested but no sumraable data
elements are specified to be printed ...No totaling is
performed;
o When Sum totaling only is specified and a summary report
is requested but the user fails to select any summable
data element to be printed ... The summary report request
is ignored;
o When totaling is specified on a column specific basis and
a summary report is requested but the user fails to select
any totaling for any column ... The summary report request
is ignored.

12. QUICK will produce either a single spaced or double .spaced
report based upon uhat the user has requested to be printed.
If any data elements from the CO data base record' (STATE-
SUnnARY) or the C100 data base record (PUS-SUMMARY) are being
printed, and a data element or data elements from any
descendant for the C100 data base record (C300, C400, CH80,
CSOO, C600, C700, C900, C1000, C1100, C1180, C1200, C1280,
C1350, C3000. C3100, C1000 or CH050) are being printed also,
the report will be double spaced. Otherwise, the report is
single spaced.

3. Six notes are in order with reference to detail lines which
may appear on a QUICK report. They are:
o Data elements defined in the FRDS-II data base as character
data ( X(nn) ) are printed left-justified in a column;
o Data elements defined in the FRDS-II data base as numeric
data ( 9(nn) ) are printed right-justified in a column;
o Both character data and numeric data may be printed in an
edited fashion ... zeroes suppressed, commas and decimal
points inserted in quantitative values, slashes and dashes
inserted in dates and other data elements to improve their
readability (Refer to Subsection IV for a complete list
of data elements that are printed in an edited fashion);
o The appearance of an asterisk or asterisks in a detail
line column means that the data element that was to have
appeared in that column was not valued in the data base
(e.g., the system-zip code for a PUS was not reported to
EPA);
o The appearance of a space or spaces in a detail line
column means that the data element that was to have
appeared in that column did not exist in the data base
(e.g., the contaminant in violation uas to have been

printed, but a violation did not exist for the PUS);

o The appearance of a ditto mark in a detail line column
means that the data element's value is identical to that
uhich appears on the previous line and that the value is
derived from the same data base record as the value on the

4. Each QUICK report has one or two lines of footing information
on each detail page printed. These footing lines follow a
single blank line and are centered on the output report based
on the maximum number of characters per line specified by the
user. The lines contain the SYSTEM 2000 "LOCATE" statement as
formulated by the FRDS-II /Interactive "A", "E", or "X"
function. In other words, the "LOCATE" statement designates
the subset of data that is represented on the report.
•• If the number of characters in the "LOCATE" statement consumes
more space than exists on tuo consecutive print lines (as
defined by the maximum number of characters per line X 2),
only that number of characters uhich will fit on the tuo lines
uill be printed (i.e.. the excess characters uill be
truncated).
5. Each 2UICK report that is produced uhen any totaling option is
in effect has a grand total page produced as the final page of
the report. Further, if pagination was requested, at least

one sub-total will be produced. There is a sub-total produced
for each'change in value of the pagination data element's
value.
Either one or tuo lines are produced ior a total ... two if
both count and sum totaling are in effect* one otheruise.
A total line is identified by "Cnt1* for the Count Total or
"Sum" for the Sum Total appearing in the right hand margin.
6. If the user chooses to print the Q.UICK report on a high-speed
printer..a "General Information Report" page or pages is
produced. A report displayed on the user's terminal has this
section of the report produced only at the user's request.
The "General Information Report" page or pages of the report
is self-explanatory with three exceptions.:
o For data elements that have been printed, used for
pagination, and/or used to order the QUICK report, the
first twenty positions of the data element name are
printed or displayed (i.e., positions 21 - 30 of the data
element name are truncated).
o For data elements that have been printed, the letter which
appears beneath the headings "Cnt" and "Sum" means:
"Y" means this type of total has been produced for
this data element
"H" means this type of total has not been produced for
