                                   INTRODUCTION
The Lead and Copper Rule Flow Charts in this document are intended to present the logic
associated with State compliance determination and reporting of required information to EPA for
all aspects of rule implementation. The flow charts have undergone significant modification from
the original set presented in 1992, including corrections to errors in logic and rule citing, as well
as identification of changes in rule logic associated with modifications to the rule that EPA is
proposing in 1996.. The corrections have been presented in ITALIC format, while changes and/or
additions that EPA is proposing have been presented as hand-written and cross-outs, where
appropriate.

Although care has been taken to ensure that these charts accurately reflect the rule and the
proposed changes, if there is any ambiguity in the charts, or differences between the rule and the
charts, the language in the rule should be used for clarification.

Note: This flowchart shows the intention of the carat rule that systems optimizing corrosion control under
l4L(b)(2) and 14L(b)(3) (Le., "42" and "W" systems) conduct lead and copper tap monitoring after initial
monitoring, and that "«" systems continue WQP monitoring fif appropriate); however, the rule language did not
explicity require this. The proposed revisions included language which specifically requires this continued
  monitoring.

LARGE SYSTEMS ONLY (population > 50,000)

Note: This flowchart shows the intention of the current rule that systems optimizing corrosion control under
I4l.81(b)(2) and 141.81(b)(3) (i.e., "62* and »b3* systems) conduct lead and copper tap monitoring after initial
monitoring, and that "62" systems continue WQP monitoring; haweiter, the rule language did not explicitly require
this. The proposed revisions include language which specifically requires this continued monitoring.
