ABOUT THE BAY PROGRAM
The Chesapeake Bay is estimated to be over 10,000 years old with a surface area of over 2,200
square miles and a water volume of 18 trillion gallons. The Bay estuary is the largest in the nation. It is
fed by over ISO tributary rivers and streams in a watershed that supports over 2,500 species of plants and
animals as well as 13 million people.
Knowledge about the impact of man's modern day life-style on the environment has greatly advanced
in the past two decades. In 1977, the Chesapeake Bay was the first estuary to be targeted for restoration
and preservation. At that time, Congress directed the U.S Environmental Protection Agency (EPA) to
launch a major study to investigate the causes of the Bay's environmental decline. The findings and
recommendations, produced by that $27 million research program, formed the foundation for the first
Chesapeake Bay Agreement signed in 1983. In that agreement, the Environmental Protection Agency, in
partnership with the governments of Virginia, Pennsylvania, Maryland, the District of Columbia and the
Chesapeake Bay Commission (an interstate legislative coordinating body), agreed to develop and implement
coordinated plans to improve and protect the water quality and living resources of the Chesapeake Bay
estuarine system. The 1983 Agreement moved the program out of the research phase and into an action
phase by defining water quality and related issues.
In January 1987, it was proposed to review the adequacy of the original Bay Agreement of 1983.
In December 1987, the 1987 Chesapeake Bay Agreement was signed. The 1987 Chesapeake Bay Agreement
expanded the scope of the 1983 Agreement, and listed 29 specific goals, objectives and commitments in six
categories: Living Resources, Water Quality, Population Growth and Development, Public Information,
Education and Participation, Public Access and Governance.
The 1987 Agreement clearly established that the productivity, diversity and abundance of the
estuary's plants and animals (referred to as living resources) would be used as the ultimate measurement of
the Chesapeake Bay's condition. Under die 1987 Chesapeake Bay Agreement, literally hundreds of tasks
have been initiated to fulfill its bold promise to restore and protect this treasured estuary. Many of the initial
cooperative strategies envisioned by the Bay Agreement have in fact been developed. Our main challenge
today is to focus our collective energies on die implementation of those strategies and on the elements critical
to our future success.
The Chesapeake Executive Council on August 6, 1991, identified and adopted four action steps that
complement the 1987 Agreement and help define and direct the Chesapeake Bay Program: 1) Re-evaluate
and Accelerate the Nutrient Reduction Program, 2) Strengthen the Focus on Pollution Prevention, 3) Take
Direct Actions to Restore Living Resources Habitat and 4) Broaden Program Participation and Education
Initiatives.
The Bay Program's success can be attributed to the open participation and interaction of federal,
state, and local governments, business and industry, agriculture, academic and scientific institutions, civic
and community groups and individuals. This Bay Program Roster Book is a valuable reference to
understanding the Program's committee structure which was established to promote full participation, and
the contact information for many dedicated program participants. It is a demonstration of the commitment
of numerous people to the restoration of the Chesapeake Bay.

CHESAPEAKE EXECUTIVE COUNCIL
Responsibilities
The Chesapeake Executive Council was established by the Chesapeake Bay Agreement of 1983.
Under (he 1987 Agreement membership changed from cabinet secretaries to the Governors of the States of
Maryland, Pennsylvania, and Virginia, the Administrator of the U.S. Environmental Protection Agency, the
Mayor of die District of Columbia and the Chairman of the Chesapeake Bay Commission, a legislative
Commission serving Maryland, Pennsylvania, and Virginia. It establishes the policy direction for the
restoration and protection of the Chesapeake Bay and its living resources.
The Council exerts leadership to marshal public support and is accountable to the public for progress
made under the Agreement. It meets as needed, but at least annually. Its Principals' Staff Committee meets
as needed to facilitate communication among the Implementation Committee, the Advisory Committees, and
the Executive Council.

Responsibilities
Establishing the Local Government Advisory Committee in March 1988 fulfilled a 1987 Chesapeake
Bay Agreement commitment. LGAC is composed of local government representatives from the States of
Maryland, Virginia and Pennsylvania, and the District of Columbia. The Committee is charged with
developing and implementing a strategy for local government participation in the Chesapeake Bay Program.
The Committee gives advice on matters relating to Local Governments to the Executive Council,
the Principals' Staff Committee and the Implementation Committee. It is supported by the Subcommittees
and workgroups shown below.

ADVISORY GROUPS
Modeling Advisory Group - Responsible for advising the Implementation Committee on the validity and
applicability of the Bay models and to provide recommendations for future research on models.
Objectives include the following:
a. to maintain expertise on the hydrodynamic models and watershed models within STAC, in order to
answer relevant questions and to provide technical advice on models;
b. to provide a liaison between STAC and the Bay Program Modeling Subcommittee—to convey STAC's
views on models to this committee, and to report to STAC on the progress, problems, and limitations of the
models under development;
c. to represent STAC's views on models to other groups, such as the Citizen's Advisory Committee and
the public, as directed by STAC.

of plans and progress reports;

Human Resources Workgroup - Determines and reports on the extent and distribution of representation
of minorities and women among elements of the Chesapeake Bay Program, with particular emphasis on
scientific and technical professions; to survey affirmative action programs and activities operated by
institutions in the Chesapeake Bay Program for the purpose of compiling information about their methods
and effectiveness; to survey other relevant programs and activities of agencies and organizations not
presently affiliated with the Chesapeake Bay Program for the purpose of compiling information about their
methods and effectiveness; to serve as a link between the Chesapeake Bay Program and minority/women
educational institutions for the purpose of facilitating interaction between these institutions and all
components of the Program; to develop recommendations for increasing the representation and participation
of minorities and women in all components of the Chesapeake Bay Program, which may include the drafting
of a new Bay initiative for consideration by the Executive Council; and to invite the full participation in the
Working group by any and all individuals and organizations who are committed to the achievement of its
objectives.

Remote Sensing Advisory Group - Provides scientific and technical guidance on the applicability and use
of remote sensing and associated technologies to the applicability and use of remote sensing and associated
technologies to the Scientific and Technical Advisory Committee. The goal of the group is to foster optimal
utilization of remote sensing and associated methods in order to assist the public and private sectors as they
strive towards fulfillment of the Chesapeake Bay Agreement commitments and other activities relevant to
die restoration and protection of the Chesapeake Bay.
The group has the following objectives:
a. promote cooperation and communication within the Chesapeake Bay research and management
community such that management issues and diverse technologies in remote sensing are brought together for
the benefit of the living resources of the Chesapeake Bay;
b. define requirements for measuring, mapping, and monitoring Chesapeake Bay properties using integrated
remote and ground sensing systems needed to assist in the resolution of defined Bay management issues;
c. evaluate and advise in the design of remote sensing oriented studies that are responsive to management
needs and provide timely answers that can be interpreted with a reasonable level of confidence;
d. monitor developments in remote sensing of estuaries;
e. encourage/support research for developments of remote sensing techniques and equipment which are
needed for estuarine research yet not available.

IMPLEMENTATION COMMITTEE
Responsibilities
The Implementation Committee was established by die Chesapeake Bay Agreement of 1983 and is
composed of representatives from the States of Maryland, Virginia and Pennsylvania, the District of
Columbia, the Chesapeake Bay Commission, the Environmental Protection Agency and other federal
agencies (DoD - Army, Navy and Marine Corps; NOAA; Dol - NFS, FWS and USGS; USDA : SCS, FS
and ASCS; and DoT - FHA and USCG). It is responsible for implementing the policy decisions and
technical studies of the Chesapeake Executive Council and coordinating restoration and protection activities
under die 1987 Bay Agreement.
The Committee receives policy guidance from both the Executive Council and its Principal Staff
Committee. It establishes and coordinates all of the committees and subcommittees shown below. The
Chesapeake Bay Program Office provides staff support to the Implementation Committee and its
Subcommittees. The Implementation Committee is responsible for the annual workplan and budget,
preparation of the Annual Report, technical and computer support, and public outreach. It receives and
acknowledges die advice of die Scientific and. Technical Advisory Committee, die Local Government
Advisory Committee and die Citizens Advisory Committee whose Chairmen are also members.

recommends a fiscal year extramural budget to the Implementation Committee. The Implementation

Implementation Committee
NONPOINT SOURCE SUBCOMMITTEE
Responsibilities
The Subcommittee addresses issues related to control of nonpoint source pollution from all sources
including agriculture, forestry and urban sectors. A primary objective of the Subcommittee is to improve
nonpoint source control programs and implementation of nutrient reduction strategies through technology
transfer among jurisdictions and agencies. This is achieved in regular meetings of the Subcommittee and
its work groups, and through special conferences and tours held at least annually.
The Subcommittee tracks results of nutrient reduction programs for planning and evaluation
purposes. Through the Nutrient Reduction Task Force, it is involved in the development of data for die
watershed model and for the revaluation of the Nutrient Reduction Strategy.
A focus of Subcommittee activities is the Nonpoint Source Evaluation Panel's recommendation for
enhancing the nonpoint source programs to achieve nutrient reduction goals. The Subcommittee is
coordinating multi-jurisdictional responses to the Panel Report and to other reports developed as a part of
the 1991 Reevaluation. Emphasis is given to cooperative development of nutrient reduction information,
methods, techniques and programs.

Nutrient Reduction Task Force - The Nutrient Reduction Task Force (NRTF) is responsible for developing
the Annual Progress Reports called for by the 1988 Baywide Nutrient Reduction Strategy, these reports
address the annual milestones with the Strategy; represents the NPSS and the MARS (since June 1990)
regarding NFS nutrient loads and reductions to be used within the watershed model, and provides the NPS
perspective and information to the 1991 Re-evaluation Task Force.

Urban Workgroup - The Urban Workgroup coordinates urban nonpoint source research efforts and program
implementation between Chesapeake Bay jurisdictions with the aim of meeting the goals of the "Chesapeake
Bay 1987 Agreement" and the " 1991 Re-Evaluation" and assisting in the implementation of the "1991 Action
Agenda."
Objectives include die following:
a. assist urban programs to reduce urban pollutants to include the 40% nutrient reduction goal.
b. educate urban citizenry in environmental issues and generate interest in the Chesapeake Bay
Program.
c. support and promote research in innovative technologies on urban BMPs
d. establish a repository to share information on urban sediment and stormwater issues.

Forestry Workgroup - The Chesapeake Bay Forestry Workgroup is responsible for the coordination and
acceleration of forestry activities designed to help restore the health and productivity of the Chesapeake Bay
watershed.
Objectives include die following:
a. provide a contact point and liaison services with the forestry community, interested individuals and
organizations, Federal, State and local governments and units, and the Chesapeake Bay Program
standing committees;
b. identify the needs for and collect and evaluate information that relates to establishing and
maintaining forests and trees to improve aquatic and terrestrial environments associated with the
Chesapeake Bay;
c. seek and promote opportunities in urban, rural and developing areas for forestry to contribute to
restoring, maintaining and enhancing the Chesapeake Bay's health and productivity;
d. ensure that forestry information pertinent to the Chesapeake Bay area is available and distributed
in useful form to individuals and organizations interested and/or involved in shaping and
implementing public policy concerning the Chesapeake.

Implementation Committee
TOXICS SUBCOMMITTEE
Responsibilities
The Subcommittee is charged with implementing the Basinwide Toxics Reduction Strategy. The
group is responsible for the interjurisdictional design, coordination, and implementation of ongoing, planned
and future efforts to identify, assess and control existing sources of toxics, better understand the impacts of
toxics on the Bay's living resources and human health, and prevent future sources of toxics from causing
impacts on die Chesapeake Bay basin system.
The Toxic Subcommittee solicits the cooperation and involvement of other subcommittees and takes
the lead in coordinating and implementing activities related to toxics which fall under the responsibilities of
appropriate basinwide organizations and agencies.

Criteria and Standards Workgroup - This is a joint Workgroup with the Living Resources Subcommittee
which is responsible for coordinating the development and promulgation of environmental quality federal
criteria and state standards in support of the goals of the Chesapeake Bay restoration and protection program.
The Workgroup has the lead for addressing the commitments and goals established under the 1987
Chesapeake Bay Agreement and the resultant commitment documents which directly involve development
and adoption of water quality, sediment quality and biological criteria and standards for the Chesapeake Bay
Basin, including development of the Chesapeake Bay Toxics of Concern List.
The Workgroup is responsible for ensuring that habitat requirements and restoration goals for the Chesapeake
Bay living resources are fully considered in the development and adoption of future environmental quality
standards (i.e. water, sediment) and future changes to use designations for all regions of the Bay basin.

Atmospheric Deposition Workgroup - The Toxic Subcommittee's Atmospheric Deposition Workgroup is

Toxics Loading Inventory Workgroup - The primary responsibility of the Toxic Loading Workgroup is
to develop a Chesapeake Bay Toxics Loading Inventory workplan in fulfillment of the commitment made

Pesticides Workgroup - This is a joint workgroup for both die Toxics and Nonpoint Subcommittees. The
workgroup is responsible for implementing the pesticide commitments within the Chesapeake Bay Basinwide
Toxics Reduction Strategy. These commitments include: completing a basinwide pesticide use survey,
developing Integrated Pest Management (IPM) and Best Management Practice (BMP) pesticide programs,
overseeing the development of the Pesticide Index and Registry, analyzing data from demonstration
watershed studies and recommending pesticides for inclusion in Baywide monitoring programs.

Implementation Committee
MONITORING SUBCOMMITTEE
Responsibilities
The Subcommittee coordinates multi-jurisdictional efforts to monitor the Chesapeake Bay basin
system, to manage and ensure continued accessibility of the resultant environmental data and to promote
multi-disciplinary interpretation and reporting of the data on a jurisdiction and Program-wide basis. The
Subcommittee oversees implementation of new and innovative monitoring programs (water quality, living
resources, toxics and ecosystem processes) and techniques. It reevaluates existing programs to ensure that
environmental data necessary to support implementation of a comprehensive quality assurance program (as
part of components of the various monitoring programs) are collected. Emphasis is placed on ensuring
collection and management of comparable environmental data of known quality through continued
communication and transfer of technologies between the agencies and institutions involved in the Chesapeake
Bay Monitoring Program. Analysis and integration of the monitoring data collected and compiled through
the Chesapeake Bay monitoring program provides valuable information to management.

Living Resources Monitoring Workgroup - The Subcommittee's Living Resources Monitoring Workgroup
(joint Workgroup with the Living Resources Subcommittee) is charged with responsibility for implementing
die Chesapeake Bay Living Resources Monitoring Plan. The workgroup is responsible for improving
coordination between living resources, toxics, and water quality monitoring programs and for determining
how monitoring can best be used to reflect changes in living resource populations and communities in
response to Bay management actions. It also reports results of living resources monitoring and, with the

MODELING SUBCOMMITTEE
Responsibilities
The Modeling Subcommittee ensures that appropriate and technically defensible modeling tools are
available to the Chesapeake Bay Program. These models, (1) assist in understanding the important processes
affecting Bay water quality, and (2) provide estimates of the expected water quality response to proposed
control actions (e.g. point and nonpoint source controls) under present and future conditions.
To achieve this purpose, die Subcommittee oversees all aspects of model development including
project scope, data requirements, and contractor selection, as well as subsequent model application to address
relevant management issues. The Subcommittee assures coordination among Chesapeake Bay Program
participants on modeling and related activities necessary for achievement of Bay Program goals.
The Modeling Subcommittee coordinates activities most frequently with the Living Resources
Subcommittee, the Nonpoint Source Subcommittee, the Monitoring Subcommittee, and the Scientific and
Technical Advisory Committee (STAC). Coordination with other Chesapeake Bay Program subcommittee
is accomplished by having select members of other subcommittees actively involved in the Modeling
Subcommittee. Coordination with STAC is enhanced by having the STAC modeling liaison as a Modeling
Subcommittee member. The Modeling Subcommittee is supported by the Model Evaluation Group (MEG),
a nationally recognized panel of experts who provide scientific and technical modeling advice to the
Subcommittee. The MEG meets jointly with the Modeling Subcommittee approximately four times a year
to review progress on development of the Bay and Watershed models.

Responsibilities
The 1987 Chesapeake Bay Agreement states: "The productivity, diversity and abundance of living
resources are the best ultimate measures of the Chesapeake Bay's condition. These living resources are the
main focus of the restoration and protection effort."
To accomplish this goal the Living Resources Subcommittee is charged to:
o Develop and implement the Living Resources Component of the 1987
Chesapeake Bay Agreement.
o Facilitate a cooperative management and research approach to the restoration and
protection of Chesapeake Bay Living Resources.
o Develop policies, strategies or plans to protect and restore existing and former

The Public Access Subcommittee is an outgrowth of die group established to meet the commitments
of die Public Access portion of die 1937 Chesapeake Bay Agreement: developing an inventory, strategy and
guide to access.
The Subcommittee's remaining tasks are to implement die Public Access Strategy, and to develop
a plan to target state and federal actions to secure additional tidal shorefront acres by December, 1990.

Responsibilities
The Subcommittee is responsible for all aspects of the program concerned with population growth
and development. It is responsible for reviewing the implementation of the Development Policies and
Guidelines, the Technical Assistance and Incentives to Local Governments, and the Year 2020 Panel's
Report. The Subcommittee coordinates with the Nonpoint Source and Living Resources Subcommittees, and
other Agreement groups on tasks related to the resource inventory and mapping strategy, education, and
other programs surrounding population growth and development.

COMMUNICATIONS SUBCOMMITTEE
Responsibilities
The Communications Subcommittee (CS) is responsible for: (1) building public understanding and
support of the Chesapeake Bay system and the restoration efforts undertaken pursuant to the 1987 Agreement
and (2) coordinating the implementation of the Agreement's public information, education and participation
commitments, including public review of commitment documents. The Subcommittee is organizing two
workgroups: an Education Workgroup, and a Minority Workgroup.
The Communications Subcomittee seeks to build public awareness of the Bay through a
comprehensive communications effort that includes media outreach, developing and distributing educational
and informational materials, promoting Bay-related special events, and facilitating citizen involvement in Bay
education and restoration projects.
Coordination efforts focus on articulating and publicizing the information generated by the
Chesapeake Bay Program to ensure that useful and timely information reaches appropriate audiences through
out the Chesapeake Bay watershed. The Subcommittee also serves in an advisory capacity to the various
bay program subcommittees, advisory committees and work groups in the development and distribution of
their public outreach materials.
The Subcommittee's activities are conducted within the framework of the Principals' Staff Committee
desire for higher public recognition of the Bay Program as well as publicizing of bay accomplishments. The
communication action plan is revised as necessary to reflect current Chesapeake Bay Program issues.

Minority Workgroup - Objectives and goats include: 1) increase professional opportunities in the CBP for
minorities; 2) increase education and outreach efforts; 3) establish CBP minority benchmarks as a basis for

FEDERAL AGENCIES COMMITTEE
Responsibilities
The Federal Agencies Committee (FAC) was established by the Environmental Protection Agency
in 1984. The FAC is composed primarily of representatives of federal agencies whose missions impact the
water quality or living resources of the Bay. The FAC represents the Environmental Protection Agency
(chair), the Department of Defense (including Navy, Army, and Marine Corps), toe National Oceanic and
Atmospheric Administration, the Department of the Interior (including the National Park Service, the Fish
and Wildlife Service, and the Geological Survey), the Department of Agriculture (including the Soil
Conservation Service, die Forest Service, and the Agricultural Stabilization and Conservation Service, and
the Department of Transportation (including the Federal Highway Administration and the Coast Guard).
The FAC is responsible for assisting EPA to comply with the Federal Bay Agreement commitments
and their updates, including the Federal Facilities Strategy and the Federal Work Plan. In addition, the FAC
provides a forum for information exchange among the federal agencies on programs that affect the Bay. It
acts as an Advisory Committee to the Implementation Committee on matters of mutual interest among the
states and the federal government.

NOAA POLICY ADVISORY COMMITTEE
Responsibilities
The goal of the NOAA Chesapeake Bay Policy Advisory Committee (NOPAC) is to help develop
a unified NOAA Chesapeake Bay Program to improve die health, diversity and abundance of the Bay's living
resources and their requisite habitats.
The three major activities; stock assessment, toxics, and Coastwatch, that currently comprise the
NOAA Program must be integrated as much as possible to produce a coherent plan of action for the
development of information required by resource managers.
NOPAC is an advisory body; funding and major policy decisions are made by the Regional Director
(NMFS/NER) or his delegate after receiving recommendations from the NOAA/NMFS Chesapeake Bay
Program Manager.
NOPAC can provide useful guidance by extending a strategy for cooperation and interaction between
the agencies within NOAA, including programs and activities in coastal and estuarine research and
assessment, fisheries research, data management, coastal management and habitat conservation.

Chesapeake Bay Environmental Effects Committee - This committee was established in 1988 and is
administered by NOAA's National Marine Fisheries Northeast Region Office to provide Bay-wide guidance
on the use of its Chesapeake Bay funds that are allocated for research on environmental effects. These funds
have been used for a five-year study on processes and effects of oxygen depletion in the Bay. Beginning
in FY'90, the Committee will establish annual research priorities on ecosystem processes controlling toxic
chemical transport.fate, and effects in the Chesapeake Bay. The Committee is responsible for developing
annual requests for proposals, reviewing external peer reviews, selecting proposals for funding by the NOAA
National Sea Grant College Program, and for translating scientific findings for Bay managers through
periodic workshops and synthesis publications. The Maryland and Virginia Sea Grant College Programs
administer the research grants.
The Committee works closely with the Scientific and Technical Advisory Committee and the Toxics
Subcommittee and the Living Resources Subcommittee. The 1989 Toxics Research Prioritization, developed
by die Research Planning Committee in response to the Bay-wide Toxics Reduction Strategy, formed die
basis for initial priorities for die toxics research program. The series of toxics workshops conducted under
die auspices of STAC/CRC in 1990 has provided die basis upon which research priorities for die 1992
studies of transport, fate and effects of toxics upon die Bay ecosystem were developed. The Committee
anticipates that EPA Chesapeake Bay Program toxics research funds will be passed through to NOAA to
supplement NOAA funds for diis toxics research.

Stock Assessment Committee - The 1987 Chesapeake Bay Agreement required the development of a
compatible Baywide stock assessment program, and, "by July, 1988, to develop, adopt and begin to
implement a Baywide plan for the assessment of commercially, recreationally, and ecologically selected
valuable species."
The Chesapeake Bay Stock Assessment Committee, a NOAA group, developed the Baywide plan and now
assesses Baywide fisheries resources and identifies outstanding data needs for stock assessment models for
Bay fisheries. Recommendations include improved ways to collect catch, effort, and biological data from
commercial and recreational landings, in addition to long-term surveys for estimating relative abundance of
importance species in all regions of the Bay and its tributaries. The Committee supports studies designed
to estimate the relative influence of fishing mortality, natural mortality, pollution, and habitat modification
on patterns and trends in abundance. This Committee drafted the Chesapeake Bay Stock Plan, adopted in
My, 1988. In 1989, a new Policy Board was established to provide oversight, direction, and accountability
to the main Committee.

Remote Sensing Committee - The Remote Sensing Committee operates under the direction of the NOAA,
Chesapeake Bay CoastWatch Program. The mission of the Chesapeake Bay CoastWatch Program is to
provide up-to-date remotely sensed environmental information to support Federal and state decision-makers
and researchers who are involved in managing and enhancing the living marine resources of the Bay. The
funds, designated to "monitor, manage, and conserve the living resources of the Bay and its coastal zone",
have provided valuable information on algal blooms in the Bay (from aircraft remote sensing) and on changes
in Bay tidal wetlands and adjacent uplands (from comparisons of LANDS AT maps).
