INTRODUCTION
The RCRA Reports Catalog was developed for the Office of Solid Waste (OSW), and is intended to provide a wide audience of users of
OSW data a brief description of the numerous reports currently available. These reports have been developed over several years of
preparing retrievals to support the Resource Conservation and Recovery Act (RCRA) program. Many of the reports have been developed
in response to requests filed under the auspices of the Freedom of Information Act (FOIA). Others were prepared to aid OSW in
examining important facets of the regulated community that is subject to the requirements of RCRA.
The RCRA Reports Catalog consists of three parts:
The first part describes the data sources used to prepare the reports that are included in the catalog.
The second part is an index to the topics and contents of reports in the catalog. Short report titles are included to help
you in locating the reporUs) in the third part of the catalog.
The third part contains a summary of information for each report and, on the reverse side, a sample report page. The
information summary page contains the report's short title (for easy entry on the RCRA ReporUs) Request form), the
complete report title, the purpose of the report, the data sources) used, the information printed, user selections, options,
and sorts available, and cross-references to other reports.

PRIMARY DATA SOURCES
HAZARDOUS WASTE DATA MANAGEMENT SYSTEM (HWDMS)
RESOURCE CONSERVATION AND RECOVERY INFORMATION SYSTEM (RCRIS)
The Hazardous Waste Data Management System (HWDMS) and its successor--the Resource Conservation and Recovery Information
System (RCRlS)»maintain information on facilities that are regulated under the Resource Conservation and Recovery Act (RCRA). RCRA
mandates a national program to protect public health and the environment by requiring proper management for control of hazardous
wastes. Under this law, EPA has developed standards and procedures that must be followed by facilities that generate, transport, treat,
store, and dispose of hazardous waste. To support the implementation and management of the RCRA program, HWDMS was developed
to provide for automated maintenance of permit-processing events and compliance monitoring and enforcement activities. RCRIS was
developed to accommodate the increased data requirements associated with the growth of RCRA activities. It is expected that RCRIS
will be fully implemented in 1992-at which time HWDMS and CARS (see below) will cease to be data sources for RCRA-related
information. HWDMS and RCRIS include the following types of information:

CORRECTIVE ACTION REPORTING SYSTEM (CARS)
The Corrective Action Reporting System (CARS) maintains information on hazardous waste facilities that must undertake corrective
action in response to releases of hazardous waste or hazardous constituents. Corrective action may be initiated by a permit, a permit
modification, or an order, and may apply to the entire facility, or to one or more areas within the facility. The permit or order specifies
a schedule of corrective action events, including:

1986 TSDR SCREENING SURVEY
The 1986 National Screening Survey of Hazardous Waste Treatment, Storage, Disposal, and Recycling Facilities (Screening Survey) was
conducted to collect preliminary data needed to select a sample for a more detailed follow-up survey to be conducted in 1987 (1987 TSDR
Survey). Survey objectives were to gather information that would: identify name, location, ownership, operating status, and commercial
availability of TSDR facilities; and characterize the type of HW handled and type of management processes used to handle HW during
calendar year 1985. A total of 5666 facilities were surveyed. Facilities are broadly classified as being active or inactive during 1985,
SUBTITLE D MUNICIPAL LANDFILL SURVEY
The Subtitle D Municipal Landfill Data Base (1986) includes information from a target population of 1250 facilities who were sent a
mail questionnaire in November 1986. The sample population consisted of ail municipal landfills in the U.S. and territories that had
at least one active landfill unit as of November 1, 1986. Closed landfill units and planned landfill units were also surveyed if they were
located at a facility that had at least one active landfill unit. Information gathered from the Municipal Landfill Survey includes:

Hydrogeological characteristics - Monitoring systems in place
SUBTITLE D INDUSTRIAL FACILITY TELEPHONE SURVEY
The main objectives of the Subtitle D Industrial Facility Telephone Screening Survey (1987) were to develop representative lists of
facilities that managed Subtitle D wastes, including landfills, surface impoundments, land application units, and wastepiles that are not
regulated as HW handlers and to develop national and industry-specific estimates of the numbers of these facilities and the amounts
of Subtitle D waste that is managed at them. The sample population was drawn from 17 industry groups that were believed to generate
the majority of industrial Subtitle D waste. Data were collected between November 1986 and April 1987. Data collected include:

Presence of on-site Subtitle D land-based waste management units
Number and type, size and capacity of waste management units
Amount of Subtitle D waste managed by each unit
Closed Subtitle D units
Small Quantity Generator waste or household HW managed in Subtitle D Industrial Disposal units
