THE GREAT LAKES WATER QUALITY GUIDANCE
                                 As of May 4, 1993
On April 16 f 1393, f?A published ehe proposed Water Quality Guidance for the creac
LaJces System and a correction notice identifying missing text and other changes
inadvercentiy omitted during editing of the proposed rule (S3 FR 20802 and 21046).
Additional typographical or editorial errors identified since publication are listed
below, if you identify any suspected errors, please notify Wendy Schumacher, Vater
Quality Branch (VQS-lSJ)f U.S. £PA, Region V, 77 West Jackson Si vd., Chicago, Illinois
                            60604 f telephone* 212-986-0142.
The first sentence of the second last paragraph of section II.G of the preamble
should read, "SPA invites comment on the proposed BAF level of 1000 and any
slternarive BAF levels for use in defining SCCs." The word "defining" replaces the
word •defending," which was a typographical error. TAis affects p. SO of 3/31/93
   prepu&lication copy/ PRE-2.GLI, p. 200, of 3/30/93 prepublication disk copy; and
   59 J'A 2Q84S.

The ambient water quality criteria for aquatic life for pentachlorophenol and phenol
should be corrected in Tables IZI-1 and IZX-2 of the preamble and Tables 1 and 2 of
part 132. TAe correct values were used, however, ia tAe support document, "-Great
Lakes Water Quality Initiative criteria Documents for the Protection of Aguacic Lite
in Ambient »&ter." The correcc values are sAovn below (the published values are in
   parentheses;.  This affects pp. 55-66 and 256-257 of 3/31/93 prepuAlication copy;
   PRE-2.GLI, pp. 240 and 244, &Ad ROL-l.GLl, pp. 1049-1049; and SS FR 20B53 and 58 FR
   21014,

     Pantachlorophencl
          should be 5.3 4.1
          (was published as) (5.3—OK) <3.3~wrong)

     Phenol
          should be 3600 110
          {was published as) (3700—wrong) (120—wrong)

The headings "Percentlie" and "Sample Size" for Table 1II-3 of the preamble were
transposed in the Federal Register publication. The headings were correct in the
prepublicacion copy and dis*. This afreets 53 FR 20SS6,

In Table ix-i of the preamble, the entries for Major Direct Dischargers—Municipal
should read 348.9 and 353.S for Scenarios 3 and 4 respectively. The initial "3"s
were omitted through typographical error. The totals in the federal Register
publication were also in error for the same reason. They should read 473.5 and
   505.5 for Scenarios 3 and 4 respectively. This affects p. 221 of 3/31/93
   prepuilication copy/ PRJS-6.GLX, p. 924; S3 FR 20997. Please note that these errors
occur only jji che table. SPA used the correct figures in its analysis of the costs
of implementing the Guidance, and in the preamble texe discussing the analysis. The
figures are also stated correctly in the support document, "Assessment of Compliance
Costs Resulting from Implementation of the Proposed Great Lakes Water Quality
   Guidance.*

Changes from the 3/31/93 GLWOG Unofficial PreoublicationCopy

The following changes were made during the Federal Register editing process. They only
affect readers who received the 3/31/93 unofficial prepublication copy or the 3/30/93
disk copy.

- p. 1 (File PRS-1.GLI of disk version, p. 2): Delete paragraph in the Summary
^beginning "EPA has received and placed in the public docket...." This is not a
substantive change. The paragraph was removed from the summary to conform vith
Federal Register editorial policy, but is retained in full in section ILL of the
   preamble on p. 55 (PRS-l.GLX, p. 221). See SB FR 20802 and 20849.

- p. 250 (RUL-1.GLI, p. 1025): Delete the text of S 132.l(c), show that paragraph as
[Reserved], and add a note as followsi "[Notes The reporting or recordkeeping
information provisions in this proposed rule have been submitted to the Office of
Management and Budget under section 3504(b) of the Paperwork Reduction Act of 1980,
44 U.S.C. 3501 et seer. (ICR number 1639.01). When the reporting requirements have
been approved by OMB, the text of this paragraph will be added in the final rule.}"
This is not a substantive change. The change was made to conform vith Federal
Register editorial policy, see S3 FR 21010.

- p. 285 (RUI.-a.GLI, p. 1149): The entire section "V. Toxic equivalency Factors" was
deleted, and the section following it was renumbered to read "V. References." This
corrects an. error in editing. Toxic equivalency factors are discussed in section
   VIXI.D of the preamble (p. 162-171). See 58 FR 21030 and 58 FR 20918 - 20921.

- p. 298 (RUL-2.GLI, p. 1205): The first sentence of paragraph 3.B.3 was revised to
read, "Beginning on f insert the effective date of the £ina,jL rulel. there shall be no
mixing zones for BCCs available to new dischargers or new sources." The correction
strikes the phrase "10 years from" [the effective date] which had been introduced by
an error in editing. The effective dates for mixing zone elimination for new
dischargers and nev sources are correct in other parts of the proposal, see 58 FR
   2103$.

- p. 303 (RUL-2.CLI, p. 1223): The first sentence of paragraph B.D.l.d was revised to
read, "The permitting authority shall compare the PEQ developed according to the
procedures set forth in sections B and C of this procedure to the preliminary
effluent limitations developed in accordance with section D.l.c of this procedure."
The correction was made to clarify the intent of the requirement. See 58 FR 21041.

- Additional editorial changes were made by the Federal Register, such as correcting
the outline of the preamble to conform vith headings in the text/ correcting the
format of references, and making format and other changes to conform with Federal
   Register editorial policy.
