INTRODUCTION
This report discusses the results of three subtasks studied as
part of the Survey of Available Sources of Fuel and Energy
Information. Task. The subtasks may be identified as follows:
1. Identification of Federal, state, and independent
organizations which are sources of information on fuels and energy,
together with types of publications which they produce.
2. Identification of unpublished questionnaires prepared by
Federal agencies which provide the data base for Federal action
related to fuels and energy.
3. Development of a descriptor set for organization of the
fuel and energy data base into primary management information
categories.
The detailed results of the study are presented in total in
this document. Volume II, consisting of actual copies of each
Federal agency questionnaire surveyed during the course of the

IDENTIFICATION OF AGENCIES
Agencies which are sources of fuel and energy information
are identified in this report under three categories:
Federal - Agencies which are part of the
Federal Governmental structure.
State - Agencies which are part of a
state governmental structure or are
funded or controlled by the state.
Agencies in this category are primarily
state geological survey offices and
state university connected research
organizations.
Independent - Organizations which are
independent of any governmental structure.
For the purpose of this report, organiza-
tions in this category are primarily fuel
and energy industry associations,
professional societies, or research
service organizations which publish
periodic documents oa fuel and energy.
At NAPCA request, this organizational
category does not include profit-making
industrial firms whose fuel and energy
research is performed under contract to

INFORMATION GATHERING METHODS
Information was collected by three standard methods:
. Library investigation
. Telephone and mall contact with identified agencies
. Meetings with selected Government agencies, such as
Bureau of Mines, Bureau of the Budget, etc.
In contacting the various agencies, four types of information were
requested as follows:
Abstracts - A functional description of the agency and its
relevance to the fuel and energy survey. In the case of
very large organizations with a wide variety of activities
(i.e., large universities, research organizations, etc.),
only the functions of the sub-agency concerned with the
fuel and energy information were surveyed.
Fuel and Energy Categories - A description of the fuel and
energy information which could be made available was
obtained from each organization contacted. This descrip-
tion is defined in the form of management information
descriptors that are described in a later section.
Published Information - A list of publications produced was
obtained from each organization contacted. A total of
40,000 fuel and energy information documents has been

of these publications, including abstracts, have been
compiled for future translation into an automated fuel
and energy information retrieval system. These lists
are expected to expand to 75,000 documents. A summary
of any in-house and other supported fuel and energy
research was also prepared to distinguish it from research
which is merely reported in the publications of the agency.
Unpublished Information - This information was requested in
two broad categories:
1. Information gathered through the use of questionnaires
and surveys.
2. All other unpublished information.
Listings of the Federal, state, and independent organizations
which have been identified as sources of fuel and energy information
are given in Tables I, II, and III respectively. Appendices I, II,
and III provide detailed descriptions of each of these organizations
to include the following;

QUESTIONNAIRES AND SURVEYS
Information pertaining to questionnaires and surveys conducted
by Federal Agencies was primarily obtained by contacting the Bureau
of the Budget.
Federal regulations state that all Government agencies and
their contractors must submit to the Bureau of the Budget for prior
approval, all questionnaires for surveys sponsored by Federal funds
when the survey consists of more than ten respondents. This approval
is given by the Office of Statistical Policy of the Bureau. Contact
was made with that office to discuss the following:
1. Procedures and regulations governing surveys sponsored by
Federal funds.
2. Information available pertaining to surveys on fuel and
energy-related subjects.
3. Regulations governing the use of survey data by the public
or outside agencies.
Copies of all questionnaires involving fuel and energy informa-
tion were made available. The list of Federal agencies which produce
these questionnaires is indicated in Table IV. Summaries of the
information contained in the questionnaires are presented in
Appendix IV. These summaries include the following information:

individual industrial sources pertains to all information obtained
by Federal questionnaires except those of the Federal Power Commission
which relate to the regulated electric and natural gas industries.

Army Corps of Engineers. Department of Defense
One questionnaire has been identified for the Army Corps of
Engineers which relates to fuels and energy. This questionnaire is
used by the Board of Engineers for Rivers and Harbors to define oil
bunkering and storage facilities at continental United States ports.
The survey is conducted jointly with the Maritime Administration in
compliance with the terms of Section 8 of the Merchant Marine Act.
The results of the survey are published in a port facilities book and
are used to coordinate military, industrial, and civilian mobilization
and national security.
Atomic Energy Commission
Only one questionnaire related to fuels and energy could be
identified for the Atomic Energy Commission. This questionnaire
provides AEC management with ABC electric power consumption and
cost by location, as well as defining emergency electric power
capabilities in accordance with Office of Emergency Planning Circular
8500.4A. This questionnaire is circulated to 31 AEC facilities.
Bureau of the Census, Department of Commerce
Discussions with the Director of the Division of Fuels and
Electric Energy of the Bureau of the Census pertaining to surveys
and questionnaires revealed that the Bureau of the Census does
compile limited amounts of data on fuel and energy production.
This data is obtained through surveys conducted during normal Bureau

of the Census activities under the authority of Section 6, Title 13,
of the United States Code. All processed fuel and energy data is
available to the public in Bureau of the Census publications, spec-
ifically the "Census of Manufacturers" and "Current Industrial
Reports" series.
Bureau of Mines, Department of the Interior
Initial contact with the Bureau of Mines was made to discuss
the following:
1. Types of surveys made by the Bureau of Mines
2. Types of organizations participating in the surveys
3. Confidential or proprietary nature of the information
4. Storage and retrieval methods for the information
5. Availability of the information to other interested
persons or agencies.
The discussion revealed die following facts:
1. All surveys performed by the Bureau are indicated in the
List of Bureau of Mines Publications and Articles under
"Mineral Industry Surveys." This list contains surveys
relating to both mineral and fuel sources.

2. There are a total of approximately 160 questionnaires
circulated on a weekly, monthly, quarterly, annual,
biennial, and triennial basis. Thirty-four of these
questionnaires have been identified as related to fuel
and energy.
3. Information is obtained from approximately 12,000 coal,
11,000 natural gas, and 6500 petroleum production,
processing and marketing corporations. In many cases,
these surveys are performed at the specific request of
other Federal or state agencies or by industry associa-
tions; No specific charter requires industrial response
to the questionaires circulated by the Bureau of Mines for
maintenance of a Federal information base on minerals

and fuels. Thus, the surveys performed are based
on the cooperation of industry rather than on regulation.
4. There are restrictions imposed on the use of the data
stored within the files of the Bureau of Mines. These
are:
a. An industrial organization cannot be revealed as an
information source.
b. All usage of such data must have prior approval of the
Bureau of Mines.
Federal Power Commission ;
The official purpose of questionnaires prepared by the Federal
Power Commission is to provide data for the administration of the
Natural Gas Act and the Federal Power Act. The questionnaires
emphasize not only production and distribution information, but also
the economics of operation as a basis for defining utility rates.
Eighteen Federal Power Commission questionnaires have been identified
in this report. Complete descriptions of these approved basic
questionnaires, together with modifications used for various responding
plant sizes, are included in Federal Power Commission documents A-81
"Regulations Under the Federal Power Act," and A-96 "Regulations
Under the Natural Gas Act". One or more of these questionnaires are
circulated to 50,000 public, private and industrial power generation
or distribution companies and 370 natural gas producers or distributors.
In addition, one questionnaire entitled "Steam-Electric Plant Air and
Water Quality Control Data". (FPC Form 67) has been submitted by the

Federal Power Commission to electric utility companies in conjunction
with the National Air Pollution Control Administration and the Federal
Water Quality Administration.
Interstate Commerce Commission
The Interstate Commerce Commission prepares and administers
three questionnaires on commodity movements including coal, petroleum
and natural gas. These questionnaires are submitted to about 900
highway, 75 rail and 197 pipeline carriers, which are subject to the
Interstate Commerce Act. These questionnaires provide data on
traffic, operations, equipment, finances, and employment which are
published in general statistical form in Interstate Commerce Commission
reports, particularly "Transport Statistics in the United States"
published annually.
Oil Import Administration
The Oil Import Administration prepares and administers two
questionnaires relating to the supply of imported oil in the United
States. These, questionnaires supplement Bureau of Mines question-
naires to provide the detail required for judging the impact of the
oil import program administered by the Oil Import Administration
under Presidential Proclamation 3279.
IT. S. Geological Survey. Department ofthe Interior
The sixteen fuel and energy-related questionnaires prepared by
the Geological Survey are specifically designed to provide informa-
tion for regulation and supervision of mineral extraction operations

on Federal and Indian lands in accordance with the Federal Mineral
Leasing Acts. The primary objective is to provide a data base for
verification or correction of royalty payments to the Federal
Government based on mineral production. These questionaires are
circulated to approximately 40,000 mineral producers, including
off-shore oil and gas extraction, operating on leased Federal
land.
In summary, this study indicates that 77 separate and distinct
fuel and energy related questionnaires are produced by Federal
agencies in support of Federal regulatory administration or for
public information. One or more of these questionairea are
circulated monthly, quarterly, or annually to approximately 120,000
individual corporation, the current total annual responses to
these questionaires is over 200,000. Copies of the 77 identified
questionnaires are compiled in Volume II of this survey.

FUEL AND ENERGY FORECASTS
As an outgrowth of assembling the publication data base for the
fuel and energy task, forty-three fuel and energy forecast documents
have been identified and collected. These documents are listed as

MANAGEMENT DESCRIPTORS FOR FUEL AND ENERGY INFORMATION
For the purposes of this document and also for possible future
work utilizing an automatic information retrieval system, the infor-
mation received from each organization.was categorized according to a
set of management information descriptors. The descriptors were
selected in accordance with the following assumptions:
1. The primary users of the information will be management
personnel who are concerned with the future resources of the country
in the fuel and energy area.
2. The principal concern of those persons using the system will
be in forecasts of fuel supplies, energy supplies, and the utilization
of both-in stationary sources and motor vehicles.
3. Secondary areas of interest to those using the system will be
those associated factors such as new or improved energy conversion
techniques, newly developed fuels, etc., which may substantially affect
the nation's fuel and energy utilization.
4. The system is not designed -as a technical information library
for use in research, university studies, etc., but rather to provide
NAPCA managers, upon request, a list of available documents together
with abstracts which pertain to specific fuel and energy management
requirements. These indicated documents may then be obtained through
technical library channels. With the above in mind, descriptors were
selected in order to place primary emphasis on resources, supplies,
and associated techniques. The complete set of descriptors is presented
in Table V. Definitions or explanations for those terms which may not be
immediately obvious are discussed following the Table.

Supply - The quantity and/or availability of fuel or energy
after it has undergone one or more phases of production
but prior to use.
The individual descriptors in this category reflect phases in
the fuel and energy cycle from Resources through waste products
and pollution.

Markets - Any information pertaining to the sale of fuel or
energy.
Economics - The financial aspects of any phase of the fuel
and energy cycle.
Management - ihe administrative direction or control of any phase
of the fuel and energy cycle.
Research - Study and investigation to improve the efficiency
of any phase of the fuel and energy cycle.
Types of Information
Theoretical - A formulation of apparent relationships or
underlying principlao which have not been confirmed by
empirical evidence.
Experimental - Laboratory or pilot plant test results.
Operational - Information obtained as a result of some commercial
scale operation in the fuel and energy cycle.
Review - The information generally covers a wide range
of the fuel and energy cycle, is general in nature, and
rarely presents any previously unavailable information.
Instructions - The information refers to the manner in
which a given process is accomplished. It usually does
not present research results or new information. Examples
would be handbooks, procedural nanuals, "how to" publi-
cations, etc.
Data compilation - The information consists mainly of raw
or statistically processed data or contains a significant
amount of such data and does not attempt to draw conclusions
or make recommendations based on the completed data.
Policy (including legal) - The emphasis in the information
has been placed on policy, regulations, or legal matters.
Planning - The information includes forecasts, future designs,
future estimates, etc.3 on same phase of the fuel and energy
cycle.
Information exchange - The publication serves as a vehicle for
reporting on the exia ince of other material or presents such
material. This xrouic include publication lists, abstracts,

Figure 1 is a generalized flow chart indicating the application
of these descriptors to the fuel and energy data base. These fuel
and energy descriptors are applied in Appendices I, II, and III to cate-
gorize the classes of information available from each defined organization
dealing with some phase of fuel and energy. These descriptor
applications are summarized in Tables VI, VII, and VIII for Federal,
state, and independent organizations, respectively. In Appendix IV,
the descriptors are applied to each Federal agency questionnaire to
categorize both the fuel and energy information obtained by the
questionnaire and the official application. Figures 2, 3 and 4
indicate the relative emphasis placed by Federal, state and
independent organizations according to each defined fuel and energy
descriptor. The determination of areas of emphasis is based on the
published information and, where applicable, the questionnaires
produced by each organization.
The foregoing descriptor set is by nature dynamic. It is taken
for granted that as the management information system develops, there
may be changes in these descriptors. Therefore, the preliminary set
of fuel and energy descriptors discussed in this section is presented
for review to insure responsiveness to NAPCA requirements.
