16. ABSTRACT
The site, which is approximately one-quarter acre in size, was used originally
for storage of heating oil and gasoline. The site was purchased in 1972 by a
waste disposal firm that used the underground tanks to store a variety of liquid
and hazardous wastes. EPA analysis of the tank contents identified a wide variety
of organic and inorganic chemicals, including benzene, methylene chloride,
toluene, arsenic •, chromium, and nickel.
The cost-effective initial remedial measures (IRM) selected for this site
include cleaning and removal of underground waste storage tanks and excavating
and off-site disposal visibly contaminated soil. Additional soil analyses will
be performed to determine if further site action is necessary. The estimated
cost for this IRM is approximately $114,500.

Selected Action
This IRM will include the cleaning and removal of underground
waste storage lartks at the Blaine Street site. Visibly contaminated
soil will be excavated for offsite disposal, and soil samples
will be taken for laboratory analysis. A supplemental ROD will
be prepared after the results of the soil samples have been
evaluated. The supplemental ROD will include a recommendation
for further sit3 action, or for no action.
Declarations
Consistent with the Comprehensive Environmental Response,
Compensation and Liability Act of 1980, and the National Oil and
Hazardous Substances Contingency Plan, I have determined that
removing the underground tanks and excavating or encapsulating
potentially contaminated soil are appropriate Initial Remedial

Measures for the problems at this site. The inltial remedial
measures described above are feasible, cost-effective,"and
necessary to limit the exposure or threat of exposure to a
significant health or environmental hazard. Moreover, to the
extent that off-site treatment is necessary, it is more cost
effectiv~ than other forms of remedial action.

Narrative Summary
McAdoo, Blaine Street Site
History
The underground storage tanks at the Blaine Street Site, in
McAdoo, Pennsylvania, were used for a heating oil and gasoline
business until 1972. The site, which is approximately one-quarter
acre in size, 'was purchased in 1972 by a waste disposal firm
called McAdoo ,Associates, PAYSO, Inc. The four underground tanks
were used to store a variety of liquid hazardous wastes. The
wastes disposal firm also ran an associated facility in Kline
Township, adjacent to the Borough, and both sites are referred to
as the McAdoo Superfund Project. The disposal firm's activities
were stopped in 1979 by the Pennsylvania Department of Environmental
Resources. This is the State Priority Site in Pennsylvania.
Current Status
In 1981, EPA analysis of the tank contents identified a wide
variety of organic and inorganic chemicals, including benzene,
methylene chloride, toluene"arsenic, chromium and nickel. A
statistical ~nalysis of the tanks concluded that there was at
least an 80% chance that the tanks had leaked. This conclusion
was based'on the nature of local soils, the contents of the tanks,
and the age of the tanks.
Of "special . concern is the fact that the municipal water
supply well for the Borough of McAdoo is within 900 feet of the
Blaine Street site. This well serves 1200 local residents, and
it is the only municipal well in the area.
As a result of negotiations with potentially responsible
parti'es, 11,000 gallons 6f waste liquid were pumped from the
underground tanks at Blaine Street in July, 1982. These negotiations
ended in August, 1983, when the responsible parties informed EPA
that they were unwilling to finance any additional work at the
site.
. The 8No Action8 alternative for this IRM was rejected because
of the high probability of tank failure, and the site's proximity
to a municipal water supply well. The proposed action includes
removal of the tanks and examination of the underlying soil.
This is the most effective way of determining the nature and
extent of site contamination problems, because it is likely that
any leakage from the tanks has migrated vertically, rather than
laterally. Such migration would be expected due to the porous
nature of the soil and local coal mining activity.

State Recommendation
After giving careful consideration to the alternatives and
to the public comments that were received, the Pennsylvania
Department of Environmental Resources also concurs in this
recommendation. A letter supporting the State's recommendation
appears in Attachment A.
Proposed Action
We request your approval of the cleaning and removal of
underground tanks, the removal of contaminated soil, and the
sampling of subsurface soils for the IRM at the McAdoo, Blaine
Street Site, and an allocation of $114,500 for this project.
